BOROUGH OF SOUTH GREENSBURG COUNCIL MEETING MINUTES October 11",2021 Council President Clentin Martin called the meeting to order at 6:30P.M. All those present repeated the Pledge of Allegiance to the Flag. PRESENT: Martin, Regola, Cole, Yarnell, Kelsey, Bartley, Hopkins, Rosensteel, Furin. ABSENT: Mr. Cole Recognition of Visitors: Matt White CITIZEN'S REMARKS: None APPROVAL OF PREVIOUS MEETING'S MINUTES: Motion was made by Hopkins and seconded by Kelsey to approve September 2021 Regular Meeting minutes. Vote: Yes6, No 0, Absent 1-Cole, abstain 0- Motion Passed CORRESPONDENCE: COMMITTEE REPORTS: Ms. Peticca available in office/Moodle POLICE & EMERGENCY MANAGEMENT Report included in packet read over by Mayor Fajt Ralph Furin spoke on emergency management class occurring at the Community College BUILDINGS & GROUNDS: STREETS & SANITATION: Report included in packet months or longer). Mr. Bartley spoke about keeping his budget the same for 2022 and is still waiting on quotes for projects Mr. Yarnell spoke about the garbage truck repairs. They received approval from the truck company itv was purchased from to override DEF part on the truck until new part comes in (could take several Southwest will continue to assist us with garbage collection. FIRE & WATER: VFD report included in packet & read by Mr. Rosensteel - no budget increase. PARKS & RECREATION: Basketball courts are almost done, new garbage cans added soon. PLANNING, ZONING & CODE ENFORCEMENT: movement and will continue to re-file until there are results. Ms. Peticca read the zoning report for September (included in packet). Kathy Hopkins said the magistrate is moving slow and actually has to re-file items from before due to no SOLICITOR'S REPORT: ENGINEER'S REPORT: SEWAGE AUTHORITY REPORT: Mrs. Hopkins said that the authority will be meeting this week. APPROVAL OF BILLS and Budget Transfers: Approval of Bills: Motion was made by Bartley and seconded by Hopkins to approve the payment of the bills for September 2021. Vote: Yes 6, No 0, Absent 1-Cole, abstain 0- Motion Passed Financial Report: Ms. Peticca presented the financial reports. Motion made was made by Rosensteel and seconded by Bartley to accept the September 2021 Financial Reports. Vote: Yes 6, No 0, Absent 1-Cole, abstain 0- Motion Passed Approval of Purchases: Motion to approve purchases was made by Kelsey and seconded by Hopkins Vote: Yes 6, No 0, Absent 1-Cole, abstain 0- Motion Passed NEW BUSINESS: Energy Supply Contract Motion was made by Rosensteel and seconded by Kelsey to approve the Energy Supplier Contract provided by broker Chrislynn Energy Service for Vistra/Dynegy energy contingent upon approval of Borough Solicitor. Vote: Yes 6, No 0, Absent 1-Cole, abstain 0- Motion Passed Resolution Wireless Communication Facilities Motion was made by Kelsey and seconded by Hopkins to approve Resolution 4-2021 for the fee schedule for the Wireless Communications Facilities. Vote: Yes5, No 1- Rosensteel, Absent 1-Cole, abstain 0- Motion Passed Wireless Communications Ordinance Motion was made by Kelsey and seconded by Hopkins to advertise for the Wireless Vote: Yes 4, No 2- Rosensteel & Bartley, Absent 1-Cole, abstain 0- Motion Passed Communications Facilities Ordinance to be passed in November Old Postal Maps Motion was made by Rosensteel and seconded by Bartley discard outdated postal maps Vote: Yes 6, No 0, Absent 1-Cole, abstain 0- Motion Passed Public Works Contract Motion was made by Yarnell and seconded by Bartley to extend the Public Works Department contract to December 315, 2022 and give the department .80 cent pay raise for 2022. Vote: Yes6, No 0, Absent 1-Cole, abstain 0- Motion Passed Rescind Locust St. Speed Motion was made by Rosensteel and seconded by Bartley to rescind the August 9th, 2021 Locust Speed limit change due to recommendations made by Borough Engineer and Solicitor.
