SHICKSHINNY BOROUGH WORK SESSION MINUTES January 28,2021 The monthly work session meeting oft the Borough of Shickshinny Council was held on Thursday, January 28, 2021, in the council room of the Shickshinny Municipal Building. President Rosalie Per roll call, the following members of council were present: Joe Buchalski, Candy Kruczek, James Wido and Rosalie Whitebread. Kevin Kruczek was absent. Secretary Lori Ragazzo was present. Whitebread called the meeting to order at 6:00 pm. ENGINEER'S REPORT Tom Reilly of Reilly Associates informed the Council members about the events of the Emergency Demolition that took place on Friday. January 22, 2021, after some further discussion it was decided that this was a good decision for the safety oft the public and could not wait any longer to be completed. Mr. Reilly then discussed the blighted property located at 26 Conyngham Street, he said that instead oft this being taken down through the Blighted Property program it will now go through the Scattered demolition program., Tom: stated that with Council's approval the specs for this demolition can be prepared and the advertisement can be done to get things rolling for this demolition. Motion was made by Candice Kruczek and seconded by Joe Buchalski. All council members voted yes. Lori informed the council members that the LSA 2021 Multi Modal Grant that Ashburn Advisors recently applied for on behalf oft the Borough, needs a new resolution with the current Council president and secretary/Treasures signature, this request came from Ashburn Advisors. Since we already terminated services with Ashburn Advisors for 2021 the council decided to not sign the new resolution. Loriisto check to see if we have an agreement with. Ashburn. Advisors regarding this grant if we do not than we can have another party (Reilly) proceed with this grant. PRESIDENT's REPORT Emmett Mancinelli presented the Council Members with his estimate for Crary Street, Rockview East and West. His total estimate for this project is $247,216.64. This does not include Irene Street and the Rest of Rockview. That estimate will be sent by tomorrow. The grant awarded for this project is only for $148,258. Per Rosalie, she and Lori have been in contact with Mandy Book from the Commonwealth Financing Authority regarding unspent funds from a different grant, we may be able to have those funds transferred toi this grant which would get us closer in line withi the estimate for this project. Emmett Mancinelli's fee will be $12,600.00, this is in addition to the $247,216.64 plus the estimate for Irene Street. After an extremely lengthy discussion regarding this estimate/project, it was left with Emmett providing us with an updated estimate to include Irene Street. This will be discussed next meeting. Rosalie informed the council members that Waste management is tearing up the roads with their truck. Larry Frace is interested in purchasing the kitchen items and he will also remove them if the council would sell it, the Items are the sink and stove for $1150.00. Larry wants to put iti in his new building, and he will put the borough's name oni it. Rosalie said to put this on the February 2nd meeting agenda fora vote. Carl Hook has filed suit against the Borough regarding the Grant Street Property, Rosalie sent a copy to the Attorney and Lori sent to the Insurance company. This will be brought back to the table with results. Rosalie informed council of which items were sold from the police department and donated the bullet proof vests to! Salem Township. There was a discussion regarding the LSA Granti for the Sewer Authority The borough isi in need of a new truck, there is a possibility that we can draw down from the liquid fuel's funds. Lori and Rosalie will discuss this and the process with our Liquid Fuels rep, Chris Geotz and get Rosalie informed the council that our agreement with the SPCA needs to be terminated, we received a The claim that was submitted to thei insurance company for the West Butler Street tree/guide rail /sinkhole, is not covered, the money that was paid out oft the liquid fuels fund will not be refunded. Per Dan Ash who is working the claim, he is going to see if he can get at least ai third of this covered, SO we Rosalie informed everyone that the building had to be cleaned due to a possible COVID exposure. She got a few quotes from companies and had a company come and do this emergency cleaning for $1400. The building was closed only for one full day. All members agreed. SECRETARV/REASURERS REPORT The following were presented for review: Minutes from January 5, 2021 Current Balances and the upcoming bills were discussed. Motion to approve a resolution designating Lori Ragazzo as the authorized signer for a loan with First Keystone Bank for the Shickshinny Borough was made by Candice Kruczek and seconded by Joseph Buchalski.
