DISTRIBUTED W6-1 Borough Council Meeting Minutes - May 22, 2024 Call to Order - Mrs. Dekar called the meeting to order at 5:30pm and Mr. Hall offered the Roll Call - The following members of the Borough Council were present; Cori Belles, Gabriel Felt, Derrick Hall, Dan Wayman, and Jessie Dekar. Excused: Jessica Meyer and James Daly. Also present; Henry Farley, Mayor; Christopher Kaiden, Code Enforcement; Blane Lathrop, DPW Foreman; Daniel Reynolds, Police Chief; and David Jarrett, Borough Manager. Approval of Minutes - A motion was made by Mrs. Belles and seconded by Mr. Hall to approve the minutes of the April Borough Council meeting held on April 24, 2024 and May Borough Council Workshop meeting held on May 8, 2024 as presented. There were no Correspondence Summary - May 2024 - There were no questions or comments. Finance Report - April 30, 2024 - There were no questions or comments. Elected & Appointed Officials - The following items were discussed; meeting prayer and led the Pledge of Allegiance. Citizens to be Heard - There were none. objections. Mrs. Belles asked Mayor Farley about the status of the representative from the Pennsylvania Historic and Museum Commission, and Mayor Farley explained that the representative has not returned his phone calls and that he will be asking Mr. Wayman referenced a comment in the most recent Soundoff article about the granite curbing in the downtown and Mr. Jarrett explained that the granite curb pieces were removed as part of the downtown streetscape project. Mr. Kaiden stated that the option of the leaving the granite curbing but the issue with the granite curbing is that the pieces tend to settle and they are difficult to keep level. Mr. Jarrett stated that a bid alternate could be included when the third phase of Mayor Farley stated that the first week of the Farmers Market included 24 vendors in spite of the rainy weather and 48 vendors were set up at the market during the second week. Mrs. Belles asked if there is a possibility for the market to include Saturdays, and Mayor Farley explained that Athens Borough is doing a market on Mrs. Dekar stated that members of the Borough Council met with members of the Athens Township Board of Supervisors recently to discuss opportunities for the municipalities to work together on projects. Mrs. Dekar explained that the Township has been able to fill their DPW openings sO there is not as much urgency at this point but the DPW Foremen will be meeting soon to discuss Representative Pickett for assistance. the project is advertised to leave the existing granite curbing. Saturdays. opportunities. Mrs. Dekar also stated that the SWOT committees have continued to meet and have been addressing the various goals objectives but explained that it may be time to focus on one or two items moving forward. Mrs. Dekar stated that one of the items Mrs. Belles stated that many of the SWOT items have been accomplished or are in progress and she asked Mr. Jarrett to provide an update of those items. Approval of Bills List - May 9 thru May 22, 2024 - A motion was made by Mr. Wayman and seconded by Mrs. Belles to approve the bills list. Under the question : There were none. Consent Agenda - Mrs. Dekar explained that items of business and matters listed under the Consent Agenda are considered to be routine and non-controversial and will be enacted by one motion and one roll call vote. There will be no separate discussion of these items. If discussion is desired by a Council Member, that item is to be identified and removed from the Consent Agenda, and will be considered separately at the appropriate place on the a.
