July28,2020  PORT CLINTON CITY COUNCIL MINUTES  REGULAR MEETING  Due to the coronavirus pandemic the. July 28, 2020, regular meeting of the Port Clinton City Council was held at Lakeview Park Shelter House rather than in the Linda Hartlaub City Hall Chambers. Lisa Sarty, President of Mr. Below moved to waive opening formalities and proceeded to roll call; seconded by Mr. Tarolli: all agreed. The roll was called and the following council members were present: Pat Hovis, Beth Gillman, Margaret Phillips,  Council, presided and the meeting opened at 7:30 p.m.  Jerry Tarolli, and Gabe Below, with Roseann Hickman- excused.  Mr. Tarolli moved to adopt minutes for. July 14, 2020; seconded by Ms. Phillips: all agreed. Mr. Below inquired ift there was discussion with the Ottawa County Regional Water to consider reducing the financial burden to the City of Port Clinton; what was the Mr. Colston advised the County did not believe there was substantial loss to merit a Mr. Colston advised the City Administration had the opportunity to commence shut - offs as of July 12, 2020. Prior to that date, delinquent notices were sent out to the renter and property owner. However, Administration collectively decided to extend that date to August 1, 2020. As you know landlords are responsible for water and sewer charge fees not paid by tenants when they leave  the rental and have not paid up to date.  The city was not disconnecting water service for nonpayment until this week. Please refer to the attached copy of a bill. Notice the underlined areas. The city chose to extend the deadline for disconnects an extra month beyond when they legally could have disconnected a month earlier. These fees also include late  penalties.  Ihave referred to the copies of delinquent notices from May, June, and July. The worst offenders owed $421.67 and $344.95. Ifthey move without paying, the additional charges from this month will be added. These bills all  include late fees of 10% per month.  When talking with Julie at the water department she mentioned that since I received copies of delinquent notices, IC could evict since that was in violation of the rental agreement. As you know, this week is the first time it is legal to evict someone if the rental property is financed with a federally insured loan. And according to. Julie late fees of 10% will be assessed. And if service has to be disconnected due to non-payment and then reconnected, those fees of $30 each  will also be assessed to the property owner. be waved to the rental property owner.
