September 22, 2020 PORT CLINTON CITY COUNCIL MINUTES REGULAR MEETING Due to the coronavirus pandemic, the September 22, 2020, regular meeting oft the Port Clinton City Council was held at Lakeview Park Shelter House rather than in the Linda Hartlaub City Hall Chambers. Lisa Sarty, President of Mr. Below moved to waive opening formalities and proceeded to roll call; seconded by Mrs. Hickman: all agreed. The roll was called and the following council members were present: Pat Hovis, Beth Gillman, Margaret Phillips, Ms. Phillips moved to adopt minutes for September 8, 2020; seconded by Mr. Tarolli: all agreed. They will be assembled by the Street Department and placed throughout the City. Recently Mayor Snider and Mr. Colston met with Friends of Ottawa County Parks. They are putting a 0.6 million dollar levy on the ballot to generate a million dollars a year. This money will be dedicated toy parks within Ottawa County, allowing placing ofb bike trails, walking trails and other amenities. Mayor Snider has invited the Friends of Ottawa County Parks to speak at the October 27, 2020, Council meeting. In addition, Mayor Snider has requested Mrs. Shenker to have a Resolution of support created for the next Council meeting (October 13, 2020). Recently al LIFEPAK 15 (monitor defibrillator - where the patient is attached to the machine and the information is sent to Magurder Hospital to help improve patient outcomes.) was purchased with C.A.R.E.S. funds for the Port Clinton Fire Department. A second unit has been purchased through donations and the Fire Fighters Association. The cost ofe each unit is $36,000.00. Notice the underlined penalties assessed. That paper was given to me yesterday and does not include charges for the current billing cycle. Notice the parts circled. The tenant paid the back (not current: notice the arrow) charges with a shut-off threat on August 5. But notice she was not required to pay the 2 penalties of$7.94 from June and $11.02 from July, which are NOW added to MY penalty total of $44.68 proper shut-offs. (underlined). Last week I was disgusting evictions with Judge Hany (former judge ofcommon pleas). He told me and then sent me information stating that the only reason legally to evict is non-payment of rent. Even if the rental agreement says the tenant will pay for water/sewer charges, the landlord cannot evict for that reason ifthe bill is not paid. Early this month Julie from the water department called to say the tenant at 424 Short St. had not paid her bill, but the city would NOT shut off the water since that house is connected to a line which services the whole block.
