May 14 2024 REGULAR MEETING PORT CLINTON CITY COUNCIL MINUTES The regular meeting of the Port Clinton City Council held in the Linda Hartlaub City Hall Chambers. Lisa Sarty, President of Council, presided and the meeting opened at 6:00 p.m. The roll was called and the following Council members were present: Beth Gillman, Pat Hovis, Richard Morgan, Cathy King and Margaret Phillips. Jerry" Tarolli and Kelly Gangle excused. Ms. Phillips moved to approve regular meeting minutes for April 23, 2024; seconded by Mrs. King. GUEST PRESENTATION Chief Dave Scott, Port Clinton Police Department Thank you to the Councilr members and the Community for the support you provide to the Police Our department is full of dedicated and hardworking men and women;andistand here this evening to On March 28, 2024, just after 9:00 pm, Port Clinton Fire and EMS were dispatched to the Port Clinton Yacht Club for an unresponsive female who was not breathing. Officer Amy Pugh and Officer Robert Schraidt were the first on scene. Officer Pugh checked for a pulse and immediately started CPR until the EMS arrived with Officer Schraidt's assistançe. Officer Schraidt drove the squad while the EMS crew continued to work on the patient. Officer Pugh escorted the squad to Magruder Hospital. With the quick response of Officer Pugh and Officer Schraidt the EMS crew were able to obtain a pulse. The patient was then life-flighted to Toledo Hospital. PUBLIC COMMENT None PRESIDENT OF COUNCIL There is no new legislation this evening. 1 May 14 2024 MAYOR'SREPORT Thank you Mrs. Ostheimer for your efforts in coordinating Government Day. There were 30 Port Clinton High School Juniors that shadowed many staff members earliertoday. Thati included, a mock jury trial that took place at the Ottawa County Municipal Court. Larry Holman is a local volunteer that waters the plants throughout the City. Mr. Holman is in need ofa volunteer to take overt the Monday shift for the summer. There is a gator that is provided with a water source attached. Ify you are interested, please contact Mr. Holman at 419-734-1112. Last Thursday, the City opened bids for the second project for the Forward Looking Infrastructure Project (FLIP). The bid opening was for Plan A (above ground), Phase 1. We had two bidders that submitted. Currently Kleinfelder (engineering firm) is reviewing. They then: send it toi the USDA for their approval. We have been assured that it willi take no more than 30-60 days for their review. Special Olympics will take place on Thursday, June 13, 2024. It is anticipated that the vessel bringing the participants from Put-n-Bay will arrive at the public docks on Portage River between 4:30-5:00 pm. Participants will disembark and run to "The District" fora a meal. The meal is provided by the Port Clinton Brush Pickup fori the month of May started Monday on the west side of the City and moves east until complete. This is a monthly service that starts on the second Monday of each month, Aprilt through Police Department and cooked by McCarthy's. October. Third Thursday Car Show ont the second block of Madison Street will begin on Thursday, May 16, 2024, 5:00-8:00 pm. May 16, 2024, will be the start of the entertainment for the 2024 season at The District. Entertainment will be every Thursday through Saturday until the end of the season. Walleye Festival will begin on Thursday, May 23, 2024. There will be two parades that Memorial Day weekend: Saturday, May 25th is the Walleye Parade, starting at 10:00 am. Lucas Johnson "Weed Warriors" take notice, there has been several notices mailed to property owners regarding grass /weeds over 6". The letteradvises the property owner of a deadline to cut the grass/weeds. Ifthey fail to do so, the City will cut the grass/weeds (when time allows) and an invoice will be sent. Ifthe invoice is not paid within 30 days, the charges will be sent to the Ottawa County Auditor to place a lien on the Backi in March 2023, when high winds took down several polls / lines over Portage River. Temporary poles have gone up. Ohio Edison has advised to put up permanent poles, they neededi to get authorization from the Army Corps of Engineers. They have received such authorization. The property. permanent poles are scheduled to go upi the fall of2 2024. May 20, 2024, First Energy willl be conducting work under the rail road trestle on Madison Street. The anticipated work with take three days. During working hours the underpass will be closed to pedestrian and vehicle traffic. They will open it up int the evenings. communities. Please say hello and welcome them. The. J1 students (college age, foreign exchange students) are starting to arrive int the City and surrounding Fourth of July is a passion of Mr. Mike Snider's. He and others fort the last several years have been raising funds to put on an entire day worth of activities and end the day with spectacular fireworks show. Back when this started the cost of the fireworks show was $8,000; today iti is $18,000 (exact same show). This yeart they tried a new fund raising effort with a reverse raffle; $100.00 at ticket. The goal was to sell 2001 tickets. Currently theyl have sold 81 tickets to 7 individuals. As of today the 4th of July celebration committee are $8,500 short oft the neededi funds. Fireworks in our community are veryi important fora variety of different reasons. Mr. Snider is coming to Council with his hat in his hand (not as the Mayor) but the. July Celebration committee member asking to consider providing an additional $5,000 to the $2,000 that you have already provided.
