MOUNT JOY BOROUGH COUNCIL December 11, 2023, Minutes The Mount. Joy Borough Council held a Special Budget meeting on December 11, 2023. President Hall called the meeting to order at 6:30 PM. President Hall gave the invocation and the Pledge of Allegiance followed. Roll Call- Present were Councilors, Dominic Castaldi, David Eichler, LuAnn Fahndrich, Mary Ginder, David Greineder, Bruce Haigh, Bob Ruschke, Brian Youngerman, and President William Hall. Staff present were Borough Manager, Mark G. Pugliese 1; Public Works Director, Dennis Nissley; Codes, Zoning and Stormwater Administrator, Duane Brady, Jr.; Police Chief, Robert Goshen and Administrative Assistant, Lisal Peffley. Absent was Assistant Borough Manager/Finance Director, Onal MOTION by Ruschke, and as second by Haigh, a request was made to accept the agenda fori the December 11, 2023, Jill Frey. Public Input Period None Onal MOTION by Greineder, and a second by Ruschke, a request was made to approve the 2024 General Budget. Motion carries 8-1, Youngerman voting No. Youngerman stated, he feels there are certain items in the budget that are not in the fiscal interest of Mount Joy Borough, therefore he will be voting No. Castaldi commented that he is in favor of the budget Ona al MOTION by Ruschke, and a second by Ginder, a request was made to approve Ordinance 04-2023, an ordinance to levy taxes at a rate of 4.47 mills upon all real property within the Borough for general borough purposes for the year 2024. On a MOTION by Greineder, and a second by Ruschke, a request was made to adopt the 2024 Refuse Fund Budget. On a MOTION by Ruschke, and a second by Greineder, a request was made to adopt the 2024 Capital Fund Budget. On a MOTION by Greineder, and a second by Ginder, a request was made to adopt the 2024 Highway Aid Fund Budget. After some discussion it was determined this is something that should be discussed with legal counsel before making a decision. On a MOTION by Haigh, and a second by Ruschke, a request was made to lay the Motion on the table until the January 2, 2024, Council meeting. Motion Dale Murray, 120 Farmington Wy., said he agrees with Couricilor Castaldi on the budget topic regarding the General Fund section 487 that some larger linei item could be broken out al little better. He said he's been asking for this to been done for Pugliese advised Council that the RACP grant period was now open for applications with a deadline of mid-January. but thinks under section 487, that a couple of large linei items could be broken out al little better.
