On November 7th a great group of MSL volunteers turned out for our Fall Cleanup. Weeding, On November gth MSL served as a polling place. Friends Group raised money for the library by selling many treats, from pies to breads to chocolate candies. These goodies didn't last long! On November: 10th, MSLI honored veterans with a display of Honor Cards. Library was closed on ExtraGive on November 18th was al big success. We gave out 394 papers and 164 returned (a 42% return). The raffle baskets were a big hit as were the books which each child received. "A Charlie Brown Thanksgiving" program was reinstated this year. Review of the Residential Rental Program has been ongoing since coming into the position. I have attached an addendum to this report on my findings and goals for the program going into 2023.l'am currently preparing Rental Permit Renewal Packets to go out to the proper property owners in the borough. lam Iheld a meeting with our current third-party inspection firm agent, Tim Grazan of Commonwealth Code Inspection Service. I provided him the attached document about expectations and operation going forward. Iwill continue to or with him and his assistant inspector Tyler Wilson on the needs oft the Borough Over the Christmas holidays we had multiple heating and/or water system issues and complaints ini the Borough. Mostly from rental properties. Several are: still outstanding in need of repairs and I am working with property management firms and owners to bring these issues to a close. A note to go with this would be to check all smoke and CO detectors, as well as a reminder that electric space heaters are considered a secondary heat source and should be plugged directly in a wall receptacle.. Also, it is ill advised to use gas burning appliances as a secondary heating source, due to the enhanced risk of fire and CO exposure. The integration of Permit Manager into the CSDatum System has been helpful in allowing access regardless of traditional internet access. The ability to access via mobile means our management software has increased my ability to perform while out of the office. I anticipate and am currently developing processes Iwas able to participate in an online webinar provided by the PA Association of Boroughs and PMPEI regarding the roles and responsibilities of the Zoning Officer and how they relate to the Zoning Hearing Board earlier this month and found it very beneficial to my work here with the Borough. Moving into 2023, lam conducting a full department wide review/audit of current processes to attempt to bring all systems more in line with adopted Boroughs Ordinances and General Practices. This has already since I began ini the position on 12/12/22. anticipating these being sent out the first week of the new year. and the: services that CCIS brings to us. for more transparent and documented action by using this piece of software. Iasked that I bel kept in the loop of their discussions. Ifurther advised that I was disappointed in this decision as that meant that I would need to set up separate meetings with them and DEP thus duplicating everyone's effort when it could be addressed in one: meeting. That being said,Iv will need to set upi meetings with LCCD, Borough Staff and our Borough Engineer, as well as trying to set up ai meeting or video conference with PA DEP. Final note on thisi is the above-mentioned meeting with LCCD, DEP and Charter Homes has taken place and PA DEP/LCCD has made an offer regarding items that were changed Additionally, as a follow up to the memorandum from Mr. Haigh, WHEI, 1 have been in contact with the Borough Solicitor and the Borough Engineer. Ireceived a response from the Solicitor indicating that the Commonwealth Supreme Court has made several rulings in what would trigger the requirement to complete a Land Development Plan and thei facts in this case would not meet the minimum requirements. She is therefore recommending that the Borough not request a new land development plan from Charter Homes. I am waiting for a response from thel Borough Engineer. This correspondence shall serve as written notification authorizing the preparation and submission to the Office of the Budget of a formal and complete Redevelopment Assistance application for the project. Questions about prevailing wage rates and how they may affect your project's construction contracts should be directed to the Bureau ofLabor Law Compliance, Department ofLabor and Industry at 717-787- 4671.
