Mr. Thomas Deetz was present to request that pot! holes o be repaired on 6th, Street between High St. & B.) Mr. Bruce Clites was present to speak about being disrespected by the Borough Secretary. He alleges that the Borough Secretary called! him retarded and that President Folk told him to fight with his wife over Mr. Parisi reported that thei incident in question was documented by the Secretary and reported to Council, via e-mail. The Secretary handled the situation in the correct manner. Ai feedback form (see attached) was created by) Mr.) Parisi. Mr. Clites was given a copy and was tor returni it at! his convenience. The Borough Secretary was instructed toj provide Solicitor Valentine with a copy oft the form after itis completed by Mr. Clites. Mr. Ackerman suggested that int the future, the Secretary records all conversations shel has with Mr. Clites. Mr. Clites commented that he will be videoing and recording as well Mr. Clites also reported as stop sign that was down. Mr. Reiber was instructedhavet the sign replaced. C.). Mr. Wayne L. Miller, Jr. was present to complain about thej property behind him that is owned by someone from Tanzania. There are rodents, animals, and weeds. He explained that int thej past he attempted tol buy the property, but missedt the tax sale. After some discussion, Mr. Parisi was to contact the Somerset County Mr. Miller was also disappointed to find out that his appointment for Borough Tax Collector willl be for only one year. Mr. Kopp reported that making some changes to the accounts will generatea higher interest rate. Mrs. Gnagey, Mr. Baker and the Borough Secretary are to meet with Mr. Kopp and Mrs. Billy to discuss the options available. PRESIDENT'S REPORT: No report was given. Solicitor Valentine is to arrange for a meeting with) Ed from PA Municipal Code Alliançe to review Mr. Ackerman asked what the next stepi is with regard to the 618 Grant St. property. It was reported that bids were let for demolition, but no bids were received. After some discussion, Mr. Parisi was asked to contact the Somerset County Commissioners regarding the availability of County Demolition Funds. Mr. Parisi was also to contact PennDOT regarding concerns with the retaining wall at this location. COMMITTEE REPORTS: Junior Council Member Thisi item is to be removed from the Agenda. Municipal Authority on the water shed and ar new truck was purchased. Street Foreman Itwas reported that there isal lot of work being done with pressure testing the sewer lines. A new roof was put Mr. Reiber reported that a plow was taken in for repairs. The Municipal Authority helped out with plowing while the truck was down. Thel Borough shed roof was leaking severely. The contractor was contacted and will Mrs. Gnagey asked about the street sweeper. It was suggested to look for a new one or the option of possibly return in the Spring to access the cause for the major leak. renting from another Borough. Mrs. Wendy Kelly reported that Renaissance has gotten the TVt to have community movie nights. She asked Council if there would be space in the Community Center to store the TV. A Valentine Dance and movie night is being planned for February 10, 2023 in the gym and meeting room from 6PM-9PM. All members of Council were invited to held chaperone the event. Mr. Baer seconded. Motion passed. Mr. Boyce made the motion to approve road closures for the PA Maple Festival as outlined in al letter dated December 13, 2022. Mrs. Gnagey seconded. Motion passed. Council agreed to grant Mr. Reiber permission to contact Mr. Horn at the High School to see ift the shop class could do as student project to Mrs. Gnagey made the motion to allow the PA Maple Festival throughout the dates as outlined in their letter toj pay af fee of$50.001 for one temporary use permit, with the! PA Maple Festival being responsible to manage all the vendors and making sure the vendors are correctly certified; the PAI Maple Festival will be the primary insured witht the Borough listed as an additional insured; the Borough willl be provided witha a certificate ofi insurance prior to the event andt the PA Maple Festival will also provide a detail on their process and procedures for the vendors that will be on Borough property. Items were as follows: Zoning Ordinance out of date Way too many Ordinances Resolve Jenkins property. ASPIRE with grant funds Meeting regarding LST funds from each municipality that do not have emergency services. Solicitor Valentine reported that the Ambulance Association was to get back tol him ona meeting date, however to datel he has not heard from them. D.) School Lease Mrs. Gnagey has safety concerns regarding the building. Thel Borough is taking on al lot ofl liability with the Apostolic Academy in the building. Other concerns were ift there were carbon monoxide detectors, posted escape routes and fire extinguishers in the building. It was reported that there are CO detectors that need to be installed, fire extinguishers are monitored on a yearly basis by A-1 Fire Safety and there are no safety routes posted, although there isaj possibility that the school has a posting for the areas they use. Mrs. Gnagey also had a concern with the cost tol heat the building, furnace issues, lead and asbestos in the building. The lease with the. Academy is upi in March. Proper notice should be given to them ifthe Borough is not going to renew the lease. Mr. Parisi made the motion to grant Solicitor Valentine permission to write a letter to the. Apostolic Academy notifying them that the Borough is uncertain about their future in the Community Center and that they cannot renew the lease which expires in March 2023, but that the Borough will entertain doing a month tor month lease. Mrs. Gnagey seconded. Motion passed. Mrs. Gnagey asked what the generator in the building was for. Mr. Reiber indicated that the generator Mrs. Gnagey. asked where we were on the SOP. The Secretary reported that the staff member from Beer, Ream & Company was expected to be back to complete the onsite work on. January 12,2 2023.
