AS Special/Workshop Meeting was called to order by President Folk, August 23, 2023 at 7PM. Mr. Ackerman, Mr. Baker, Mr. Folk, Mrs. Gnagey, Mrs. Knieriem, and Mayor Smith were present. Solicitor Valentine was present via telephone. Mr. Baer and Mr. Parisi were absent. GUESTS: There were no guests present. BUSINESS: A.) Trade in Steiner Mower It was reported that two additional phone quotes were obtained in order to be in compliance with the Mrs. Knieriem made the motion to purchase the used 2020 Steiner mower from Somerset Outdoor Equipment, LLC: at $11,995.00 after trade in allowance and grant Mr. Reiber permission to bidding regulations. (See attached phone quotes) arrange for delivery of same. Mr. Ackerman seconded. Motion passed. B.) Minimum Municipal Obligation - 2024 Pension Plan Mr. Baker seconded. Motion passed. Mrs. Gnagey made the motion to accept the MMO for 2024 as prepared by Feaster Pension Consulting. C.) Sidewalk replacements Mr. Ackerman made the motion to grant Solicitor Valentine permission to send al letter to Mr. Carl J.J Robb, 135] Large St. and Mr. Jeffrey Frank, 121 Large St. advising them that they have 90 days in which to replace the sidewalk that was removed in order to be in compliance with the sidewalk ordinance. Mr. Baker seconded. Motion passed. D.) 2024 Proposed Budget The 2024 Proposed Budget was presented to Council via e-mail August 18, 2023 and via hard copy on August 23, 2023. President Folk suggested that Council review the same and bring any questions to the September 12, 2023 meeting. Action to proceed with the budget advertising process will be acted upon at the September meeting. The goal is tol have the 2024 budget finalized before the Holidays. ADDITIONAL ITEM FOR AGENDA: Mrs. Gnagey made the motion to add hiring Part-time Police Officer to the Agenda. Mr. Ackerman seconded. Motion passed. HIRING PART-TIME OFFICER proofvest and other equipment. Mrs. Gnagey made the motion tol hire Nick McKenzie as a Part-Time Officer to replace Joe Clement, effective August 28, 2023. Mrs. Knieriem seconded. Motion passed. Mr. McKenzie will provide his own fitted bullet MAYORS REPORT: Mayor Smith reported on the following: He has received an unofficial resignation notice from ChiefMatthew Wright. An official letter of resignation is forthcoming. Chief Wright has accepted a full time position as a Full Time firefighter in Winchester Virginia. Chief Wright wants to resign as the full time Police Chief, but remain as a Part- Time Chief. Solicitor Valentine reported that the Borough is not obligated to keep Mr. Wright on the roster. In the event an official resignation is received, Mayor Smith indicated that the Borough will need to advertise for a Police Chief. It was also discussed that the locks to the police station will need to be changed, key fobs will need to be returned and any and all computer and security passwords will need to be disclosed to the Borough at the time of Mr. Wright'sr resignation. Further discussion was deferred to Suggested that PA Municipal Code Alliance be contacted to handle high grass complaints for Suggested that Council consider replacing the police body cameras. The current cameras are. not always executive session. 32 Salisbury St., 116 Market St. and 122 Market St. reliable. Received a proposal from Summit Township for an Inter-municipal Police Agreement. Copies of the proposal will be provided to Council Members for review. Reported that the fireworks display went over budget by $2,000.00. Mrs. Gnagey made the motion to use as much funds from the fireworks account as possible and to transfer the balance due from the general fund. Mrs. Knieriem seconded. Motion passed. MISCELLANEOUS Mrs. Knieriem reported that the Sesquicentennial Committee is planning an event to place an acrylic clearview panel in the Main Street Park. The panel will depict an etched type rendering oft the former Colonial Hotel as well as an interpretive panel with a picture of the hotel. The cost to sponsor a panel is $2,800.00.
