The regular monthly meeting of the Meyersdale Borough Council was called to order by President Irwin, Mr. Ackerman, Mr. Baer, Mr. Baker, Mrs. Gnagey, Mr. Irwin, Mrs. Knieriem, Mr. Smith, and Mayor Smith were present. Junior Council Member Stewart was present. Solicitor Valentine, Brion Reiber, Street Foreman April 9, 2024 at 7:00P P.M. and Tim Pritts, Police Lieutenant were absent. MINUTES: Mr. Smith made the motion to accept the minutes of the March 12, 2024, Regular Meeting as presented. Mr. Ackerman seconded. Motion passed. FINANCIAL REPORT/ BILLS: seconded. Motion passed. Mr. Baker made the motion to accept the financial report and pay the bills as presented. Mr. Ackerman There was discussion regarding a request made by Mrs. Gnagey for monthly and quarterly financial reports. Mrs. Knieriem made the motion to table the topic. Mr. Smith seconded. GUESTS: A.)Ms. Tara Holiday from Mosholder Insurance was present to give an overview of the insurance renewal package that includes property, liability, cyber liability, auto, inland marine, crime, Pa public law, Mr. Ackerman made the motion to renew the policy. Mrs. Knieriem seconded. Motion passed umbrella, public official liability and police professional. with Mr. Baker being absent during the vote. B.)N Miss Marcella Dupre was present to report that she had collected 352 signatures to keep the Community Center open. This petition will be handed off to Mrs. Jessica Deakins for inclusion in a power point presentation. Miss Dupre also reported that her father cut down the tree that was mentioned at the March 2024 meeting and that he extended his contracting services if the need arises. A thank you letter C.)Mr. Gary Miller from Allegheny Mountain research was present to give a report on the recent community center walkthrough and the lead paint assessment. The results of the samples taken revealed that there are areas with lead paint, however the levels are not harmful amounts. Although the levels are The following are suggestions how to handle the lead paint and asbestos in the building: Wear gloves, repair and paint the area. Not necessary to remove the lead base paint. Monitor the surfaces. He would be able to write up a protocol. 9"f floor tile contains asbestos. He recommends abatement and removal or as an alternative, to cover the existing flooring with a floor level and install new flooring. Conduct mold testing in the basement if someone is going to occupy the space. PUBLIC COMMENT: A.)Mrs. Deb Kolb was present to find out ifa portion of Penn Street near the Lutheran Church would be closed. She indicated that this would be an inconvenience with the food pantry distributions. President Irwin reported that a cracked chimney had been reported at the former State Theatre building. The owner, Mr. Christopher Arnold, will be removing a portion oft the chimney, and that it may be necessary to close Poorbaugh Street for a short time, but that Penn St. should not be affected. B.)Mr. Dan Stein asked Council to consider recording the meetings via livestream on Youtube, Facebook and the Borough website. Council asked Mr. Stein to get a proposal together. PRESIDENT'S REPORT: There was no President's report. MAYOR'S REPORT: There was no report on fines. JUNIOR COUNCIL MEMBER: Miss Anna Stewart - Junior Council Member presented a report of activities at the school. EMERGENCY MANAGEMENT COORDINATOR: Mr. Kevin Broadwater reported on the following: Working on the Emergency Operations Plan update. The flood control did it'sjob during the recent rain and flooding event. There were a lot of flooded basements. The Red Cross shelter trailer was moved to other areas during the flooding event. ENGINEERS REPORT: Mr. Kevin Yoder reported on the following: The Little League subdivision can be completed and will be ready for approval at the May meeting. The School Board has approved the subdivision for the Vietnam/Korean Memorial site. A Zoning Hearing will need to be held to address an issue with the lot size. Mrs. Knieriem made the motion to proceed with scheduling a Zoning Hearing. Mr. Baer seconded. Motion passed. Street Foreman President Irwin reported the following in the absence oft the street foreman: The highest bid on Municibid for the 2002 Chevrolet truck was $6,919.00. The bid did not meet the reserve of$ $13,000.00. Mr. Ackerman made the motion to accept the bid. No second was made. Mrs. Gnagey made the motion to advertise the truck for sale to the general public via Municibid, Facebook, local newspaper and the Borough website. Mr. Smith seconded. Motion passed. A tree was removed at the playground. The Borough crew will finish the cleanup of same. Donegal Construction will be in on April 11, 2024 to sweep streets. Main Street, Center Street, Salisbury Street, Meyers Avenue, Maple Lane and Dale Street will be the priority. Iftime permits additional streets will be swept. Meyersdale Community Events Committee Mrs. Knieriem reported that the Easter Egg Hunt was successful. The committee is planning for a luminary sale and display for Memorial Day weekend. Forms will be delivered door to door. The Secretary was asked to make 500 copies of the luminary forms. The Secretary was also asked to provide the Committee with a budget update. Regular Meeting April 9, 2024 Page 3 Meyersdale Renaissance Mrs. Gnagey reported that the Meyersdale Area Ambulance will be long term loaning the large screen tv that was purchased with grant funds by the Meyersdale Renaissance. President Irwin offered to use his vehicle and to assist with getting the unit moved to the ambulance building. COUNCIL MEMBERS - STANDING COMMITTEES Police/Public Safety Committee Wages Mrs. Gnagey reported that the police were left out of the raises that were granted at the March meeting. Mrs. Gnagey made the motion to grant an increase of $2.00 per hour to the Part-time Lieutenant and the Part- Mr. Ackerman expressed his opinion that the newest Part-time Patrolmen McKenzie and Huzsek should only receive $1.00 per hour because at the March meeting the newest streets crew worker, Mr. Hotchkiss was only granted that amount because the majority of Council thought that he was not here long enough for the higher time Patrolman. Mrs. Knieriem seconded. increase. Mr. Baker reported that an e-mail was received with information to apply for funding from as a result oft the flooding event. It was reported that the rip-rap has gotten worse because of the flooding. The Committee will make application for funding. Farmer's Market No report was given. UNFINISHED BUSINESSS: A.) Patrolman police agrementhandbook Mayor Smith reported that the agreement/handbook should be completed by the next meeting. There is only one officer that has not signed the document. B.) Ambulance meeting Mrs. Gnagey reported that the ambulance meeting held on April 4, 2024 was well attended. State officials spoke about ways to save the ambulance service. Meyersdale will be involved in writing a pilot program for rural areas. A letter to Borough and Township officials will go out asking for leaders for the pilot program. At the meeting there was discussion regarding the possibility ofi implementing a Per Capita or a per household tax to assist with funding for the ambulance. Mrs. Gnagey reported that at a minimum, it could cost the Borough $40,000.00 in 2025 for the ambulance services. C.) Website update The Secretary provided a report on the progress with the Borough website. (See attached) Mrs. Gnagey asked that the SOP document be updated with information regarding the Borough Facebook Page and the Website. D.) Job Descriptions Mrs. Knieriem reported that she will contact the Non-Uniform Union Representative to schedulea meeting regarding. job descriptions. E.) Grant Street lots Mrs. Martha Albright - Realtor, suggested the Borough consider vacating a portion of Olinger Street extension. This would make the sale oft the lots more inviting to potential buyers. Mrs. Gnagey made the motion to move forward with vacating a portion of Olinger Street extension. Mrs. Knieriem seconded. An estimate of $6,000.00 for new furniture was obtained. It was suggested that the Community Center rental fees collected be used for the purchase. Mayor Smith reported that since the weather is getting nicer, the police department will be cracking down on unauthorized vehicles on the streets. A Special Meeting oft the Meyersdale Borough Council was called to order by President Irwin, May 3, 2024 Mr. Ackerman, Mr. Baer, Mr. Baker, Mrs. Gnagey, Mr. Irwin, Mrs. Knieriem, Mr. Smith, and Solicitor at 6:00PM. Valentine were present. Mayor Smith was absent. The purpose of the meeting was to discuss a flood control grant opportunity. GUESTS: A.) Mr. Dan Stein was present to report a problem on Keystone St. regarding road markings. Council reported that this item should be discussed at the May 14, 2024 Regular Meeting due to the fact that this meeting B.) Mr. Dan Stein and Mr. Shawn Hostetler have been working on quotes for videotaping the meetings. This was advertised only for discussion regarding a flood control grant opportunity. item was also held over for the Regular Meeting on May 14, 2024. BUSINESS: A.) Flood Control grant opportunity Mr. Kevin Yoder from Appalachian Engineering was present to report that he has been working with Mrs. Gnagey on a DCED Flood Mitigation Grant opportunity to be used to repair damage to the flood control rip rap. The grant is al matching grant that would require at least a 15% local match, however: ifal higher percentage match could be offered by the Borough, it could boost the chances of being considered for the grant. Solicitor Valentine was asked to find out ifthe COVID ARPA funds could be used as ai match for the grant. Mr. Yoder reported that his fee for the initial engineering services would not exceed $3,500.00. Mr. Smith made the motion to grant Mr. Yoder permission to proceed with the application process and approve the engineering services, with the cost not to exceed $3,500.00. Mr. Ackerman seconded. Motion Mrs. Gnagey reported that ASPIRE Grant Writing Service, would prepare the grant at an estimated fee of Mrs. Gnagey made the motion to engage ASPIRE Grant Writing Service to complete the grant application passed. $450.00. (6 hrs. @ $75.00) at an estimated cost of $450.00. Mr. Baker seconded. Motion passed. ADJOURNMENT: Mr. Baer made the motion to adjourn the meeting at 6:151 PM. Mr. Ackerman seconded. Motion passed.
