Amendment of Meeting Agenda Supervisor O'Neill motioned to amend the November 4, 2021 Board of Supervisors meeting agenda to add a discussion on Health Insurance benefits. Supervisor Wisnom seconded the motion. Motion carried. Roads Report Chairman Manifold mentioned that the Secretary put together a slideshow of completed road project photos to show before the meeting started. Chairman Manifold stated we will start taking more photos upon completed projects in the Orwig Road - This was a 1600 Ft. paving portion from Zeigler School down Orwig. Itwas the final 2021 State project to be completed. This portion of Orwig was Catch Basin Repairs - Repairs completed at Runningboard Rd. No.1, Ballast Ln. No. 2, Feedwater Ct. No. 1 and Scarborough Fare No. 3. These are all located in future. gravel, which was continual maintenance. the Stewartstown Station neighborhood. November 4,2021-pg.: 2 More catch Basins will be repaired between Tree trimming and winter Tree Trimming - Road crew will begin the fall/winter tree trimming this coming week. The tree off of Ridge Meadow/Gemmil Roads approved in September by the Board for removal by Countryside Cutters will be removed in December. Winter preparation - Snow plows, salt spreaders and other equipment ready for Temporary Road Employee The Road Master has submitted a request to the Board to approve the addition of Andrew Fowler to be added to the Temporary Road Crew Employee list for winter snow removal/ emergency situations. Supervisor O'Neill motioned to approve Andrew Fowler be added to the list for temporary help for the winter seasons. All necessary HR paperwork must be submitted to the Secretary. Supervisor Wisnom seconded the motion. Motion maintenance, throughout the winter. the winter season. carried. SALDO Kurtz School Villas - A letter was submitted to the Board to consider approval the use of a black powder coated lamp post instead of fiberglass as previously approved on the final plan. The request was also reviewed by the Township Engineer. They approved the change. Supervisor Wisnom motioned to approve the change of materials for the lamp posts. Supervisor O'Neill seconded the motion. Motion carried. 21-07 Final Subdivision- Stone- O'Neill motioned to approve "Final Subdivision Plan for Nathan D. & Karen M. Stone" as prepared by Shaw Surveying, Inc., Project No. 19074, dated July 2, 2021, as revised (the "Plan") subject to the following conditions: The Applicant/Owners shall update the dwelling rights table to reflect the forfeiture of one dwelling right due to the oversized lot created by the Plan. The Applicant/Owner shall submit confirmatory deeds for the new lot and the residual lot for approval by the Township Solicitor. Proof of recording the deeds must be provided to the Township when completed. Supervisor O'Neill seconded the Tax Rate Resolution 8-2021- - There are no changes to the 2022 Township tax rates. Chairman Manifold motioned to adopt Resolution 8-2021. Supervisor O'N Neill Planmodification Request for Bridgeview Plans- Supervisor Wisnom motioned to deny the Plan Modification request. Supervisor O'Neill seconded the motion. Motion carried. The Board is requesting they will need to show how they will be Solar Ordinance - Final Ordinance to be presented to the Planning Commission seconded the motion. Motion carried. providing sewer to the lot in the modification. this month. Other Business- Enos Stoltzfus - Mr. Stoltzfus of Trout Lane was present to discuss his property on Trout Lane. Mr. Stoltzfus asked if the DEP Module was sent to DEP. Katie Berry stated it was signed this week and will be going out tomorrow to DEP. Mr. Stoltzfus requested a temporary approval of a camper on the property until the house is built. The Board is concerned that the Barn is being used without a Use and Occupancy issued. Storm water needs completed before anything else can be issued for the property. Chairman Manifold asked Stoltzfus if the Barn is being used. Stoltzfus replied that it was being used for the crops. Manifold reminded Stoltzfus that an offer of a temporary use be issued if the storm water could be completed in 90 days. That offer was declined at that time. The Barn is now out of compliance being used. Supervisor O'Neill motioned to give Mr. Stoltzfus until the December 2, 2021 Board meeting to come back with documented plan on how he will proceed with the planning/obtaining the U&O for the Barn. IfN Mr. Stoltzfus does not return with a plan the Barn will need vacated immediately. Supervisor O'Neill seconded the motion. Motion carried. Hopewell Fish & Game - Allan Masters was present to discuss the Trout Raceway Maintenance Project for the second time. The Fish & Game are asking for the Township to co-chair the project. This will allow the permit fees with DEP to be waived. The Townships only role would include budgetary manpower, or equipment support that the Township would deem appropriate to contribute (none is required as part of the co-chair). The Board had asked for the following 1. Township requested indemnification document from Hopewell Fish & Game. Hopewell Fish & Game agrees to endorse but asks the Township information before a decision would be made. November 4, 2021- pg. 4 to provide the draft document to ensure acceptable elements and. specific 2. Township requests to be named as additional insured. Hopewell Fish & Game agrees; however, their insurance agent recommends they do so by purchasing a bond covering all aspects of the raceway project specifically. 3. Township requests to review the plans for the project, hold rights to pre approve any plan modifications should they occur and conduct periodic inspections during the duration of the project. Hopewell Fish and Game agrees. Preliminary sketches have been provided. Final project plans and DEP permitting materials will be provided to the Township. Masters requested to have his insurance agent speak to the Township Solicitor. Solicitor Miller agreed to speak to their insurance agent. Supervisor O'Neill requested to abstain from voting, as he is on the Board for the Hopewell Fish & Game. At that time Chairman Manifold motioned to approve the Solicitor work with insurance company and or Treasurer to see that all proper paperwork is put in to place. Supervisor Wisnom seconded the motion. Motion carried. 2022 Solicitor engagement letter - Chairman Manifold motioned to approve the 2022 MPL engagement proposal. Supervisor O'Neill seconded the motion. Employee Dental Insurance Policy - No cost changes. Supervisor O'Neill motioned to approve the 2022 Dental policy with United Concordia. Supervisor Haugh Road Lot4- Supervisor Manifold motioned to release the remaining Bond for Haugh Road, Lot 4. Supervisor Wisnom seconded the motion. Motion carried. 2022 Budget - Supervisor O'Neill motioned to approve the Secretary to advertise for the Budget to be approved at the December 2, 2021 Board of Supervisors meeting. SESD Request - Chairman Manifold motioned to approve the Secretary to send al letter to PennDot requesting to perform a traffic study to allow a 'School Bus Stop Ahead' sign placed at Draco and Walker Road. Amendment Item Township Health Insurance for Supervisors - Chairman Manifold was asked to be recused as he will be at the start of a new term in 2022. A policy must be adopted to allow Township Supervisors to qualify for the Township Health Insurance. That policy would only be permitted for a supervisor at the start of a newi term. The Supervisor would sacrifice any salary if they choose to obtain Health Insurance benefits. Supervisor Wisnom motioned for the Solicitor to draft a Resolution to be presented at the December 2, 2021 meeting for consideration. Supervisor O'Neill seconded the motion. Motion carried. November 4, 2021-pg.5 Public Comment- Allan Masters of 18565 Ridge Meadow Road reported to the Board a low hanging dead tree on Stewartstown Road near the Sewer plant. Chairman Manifold stated that is a State Road and PennDot would need to have that removed. PennDot has been made aware. Joe Shanabrough of 17895 Pond View Ln. was present and stated there is a stop sign missing he believes at Walker Rd.
