Swiger, Zoning Officer. to discuss potential litigation for the Trout Lane farm. No one was recording the meeting. Approval of Minutes Supervisor O'Neill motioned to approve the September 2, 2021 Regular Board of Supervisors Meeting minutes. Supervisor Wisnom seconded the motion. Motion Supervisor O'Neill motioned to approve the September 20, 2021 Budget Workshop Meeting minutes. Chairman Manifold seconded the motion. Motion carried. Treasurer's ReportInvoices Roads Report Overlook Court - Restoration and paving project was completed Sealing cracks - Completed as needed Preparing for winter maintenance - Beginning to prepare trucks & equipment Tree Trimming - Road crew will begin Township tree trimming where necessary. This is completed later in the fall into winter as the trees lose their leaves. The Road Master submitted a request of the Board to entertain an approval to hire an outside company to remove a large oak tree on Gemmill Road. The quotes Streamline Lawn & Tree Service: $2,600.00. Includes removal of the tree, Hamilton's Outdoor Services LLC: $2,525.00. Includes removal of the tree Countryside Cutters LLC: $2,000.00. The quote only lists Removal of the received were as followed: remove the stump and back fill with topsoil and seed. and cutting the stump to ground level. tree by crane. October 7,2021-p pg.2 Supervisor O'Neill questioned whether the quote from Countryside Cutters included any type of stump cutting/removal and debris removal. Chairman Manifold does not feel stump removal is necessary where this tree is anyway. Supervisor Wisnom motioned to accept the quote from Countryside Cutters LLC. Supervisor O'Neill added a request should be made to Countryside Cutters LLC to include cutting the stump and removing the debris. Chairman Manifold seconded the Request to add additional State Funds paving project for 2021-7 The Road Master submitted a request to the Board to pave a portion of Orwig Road, off of Zeigler School Road. The portion of Orwig Road has been continual maintenance. It is a hill and is gravel. The total distance is approximately 1,500' long, 23' feet wide. The request is to use 25mm, average 650 +/- total tonnage of material. The total cost is estimated around $40,000.00. State funds would be allocated. Supervisor O'Neill motioned to add the project to the 2021 state funds allocation. Supervisor Winch kit purchase - The Road Master submitted a request to the Board for the purchase of a winch for the chipper. Purchasing this will allow easier and quicker removal of debris from roadways when necessary. A price was submitted by Stephenson Equipment under a Co-stars contract of $5,950.00 total cost. Chairman Manifold motioned approve the purchase oft the winch kit for the chipper machine. Supervisor O'Neill seconded the motion. Motion carried. John Deer Wheel Loader 644G repair - The Road Master has been discussing whether this will need replaced or repaired. After a few quotes for replacement the Road Master is requesting a repair makes the most sense at this time, due to the high cost of a new one. The major repair will be the exhaust manifold. After numerous calls to several repair shops to get estimated, many would not provide one fort this machine. One repair shop was willing to quote an estimate. Jerry Martin motion. Motion carried. Wisnom seconded the motion. Motion carried. Repairs: $115 per hour hauling fee $60 per way permit fee for oversize load oft the repairs needed) $80 hourly rate. (a total labor could not be given until they know the extent Chairman manifold stated there is approximately $28,000 remaining in the 2021 budget for equipment repair. Supervisor O'Neill and Wisnom would like to get the machine there and have evaluated on what the cost will be after they determine what will need done. Supervisor motioned to approve the repair be completed with a total cost of $10,000.00 or under (plus hauling). Should it be anything more than that the Road Master must come back for discussion/approval from the board. Stewartstown Borough Snow Removal = The Stewartstown Borough snow removal contract was up for bid this year. It was made aware that the Borough did Supervisor O'Neill seconded the motion. Motion carried. October 7,2021- pg. 3 not receive any bids for service. Council members have approached the Hopewell Township Board members asking whether the Township would be interested int the contract. Chairman Manifold stated this is not a high priority for Hopewell Township. Manifold mentioned they do not want to in any way decrease the level ofs service to the residents of Hopewell Township. There would need to be details worked out and a legal Intermunicipal Agreement would need to be puti in to place. Supervisor O'Neill is open to the discussion and presenting a proposal that would allow the Township to provide the service with no impact to the residents of Hopewell Township. Chairman Manifold Asked Attorney Miller if there would be a snow event before the Borough has a contract in place, can Hopewell work on an emergency basis with an agreement to do SO. Attorney Miller does not see any legal issues if that should happen; however, an agreed upon cost should be done sO ahead of time. Supervisor O'Neill motioned to enter into discussions and negotiations with Stewartstown Borough concerning snow removal. Supervisor Wisnom seconded the motion. Motion carried. Chairman Manifold motioned to table until more information can be made available. Supervisor O'Neill seconded the Solar Ordinance = Still being worked on. Working on establishing an overlay PA State Police (Township Stats) - Cpl. Spencer was present to discuss the Hopewell Township police statistics. 579 calls for service 120 of the 579 were self-initiated traffic stops by the agency Supervisor Wisnom requested the Township continue to be monitored for speeding, especially through the developments. Chairman Manifold stated all of the interaction we have with the officers covering our Township has been positive. Cpl. Spencer stated they never have any issues getting a hold of the Health & Vision Insurance - Supervisor Wisnom motioned approve the 2021- 2022 Health and Vision Insurance. Supervisor O'Neill seconded the motion. 2021-2022 Generator Maintenance Contract - The generator has a preventive maintenance agreement with annual service. Supervisor Wisnom motioned to approve the annual service and the load bank test agreement. Supervisor Road Crew for road issues. Motion carried. O'Neill seconded the motion. Motion carried. Super Supervisor O'Neill seconded the Trick or Treat- Supervisor O'Neill motioned to set trick-or-treating on October 31, 2021 from 6p.m. to8p.m. Rain ors shine. Supervisor Wisnom seconded the motion. Tina Wilhelm - Ms. Wilhem of 16254 Maddox Road was to be present to request a2 2021 waiver of compliance for Act 537 septic pump out. Ms. Wilhelm lives alone and had a pump repair last year. The Board cannot grant exemption as Act 537 is regulated by the Department oft the Environment. The Board will allow Ms. motion.
