HOPEWELL TOWNSHIP YORK COUNTY PA BOARD OF SUPERVISORS SPECIAL MEETING MINUTES FOR AUGUST 10, 2022 EUREKA VOL. FIRE DEPARTMENT HALL 7:00 PM Chairman John O'Neill called the Special Meeting to order at 7:00pm and thanked everyone for coming. Chairman O'Neill stated the Board held executive session prior to the meeting. Chairman O'Neill then opened the meeting with the Pledge of Allegiance. Also in attendance were Supervisors David Wisnom, Aaron Manifold and Attorney Andy Miller. Chairman O'Neill asked that all in attendance sign in and anyone who may be recording the meeting give their name and address for the record. Chairman O'Neill also added that when commenting publicly to also state your name and address before speaking. Meeting Introduction Chairman O'Neill began the Special Meeting stating that this meeting will be for the York County Solid Waste Authority to present their idea on the possible re-use of the Landfill, located off Plank Road. O'Neill explained that anyone with public comment may line up to the right-hand side of the hall, where there is a microphone and podium. There will be one speaker at a time, and those sitting outside listening via the speakers may also come in to comment. O'Neill asked that we allow the presentation to be fully presented before beginning public comment and that each speaker keep their questions and comments to a maximum of 3 minutes. There will be no other business discussed. York County Solid Waste Authority Presentation York County Solid Waste Authority, Executive Director, David Vollero introduced himself and thanked the audience for attending, as well as the Board of Supervisors fort their time. Vollero explained the purpose of this meeting is present ideas for future use of the York Vollero provided the following information on a power point presentation (SEE EXHIBIT County Sanitary Landfill to the Hopewell Township Community. The breakdown of where Municipal Waste is distributed The Timeline of the York County Sanitary Landfill (YCSL) Next steps Why Now Why Here What are the other options 1IPage August 10, 2022 What is the benefit Vollero then provided 6 pages of questions that had been submitted to the Authority ahead of the meeting and answered those individually. Vollero then closed his presentation summarizing that the goal oft the meeting was to present ideas fori future use of the York County Sanitary Landfill for consideration by the Hopewell Township community. The meeting was then opened for public comment. Public Comment 35 people spoke against the Solid Waste Authority's proposal to operate again. No one spoke in favor of the possible re-use. Discussion of the Board Chairman O'Neill thanked Mr. Vollero for his presentation and everyone's time tonight. He stated he does have concerns, however, would like to hear the other Board members Supervisor, David Wisnom began by thanking Mr. Vollero and the York County Solid Waste Authority for their time and efforts to hold the meeting. Wisnom stated that Hopewell Township and the York County Solid Waste Authority has always worked well together and stated both have always kept an open mind to ideas over at the park. Wisnom stated they have kept an open mind over the possibility of the re-use for the Supervisor Aaron Manifold also thanked The York County Solid Waste Authority for their time tonight. Manifold stated he had a few concerns as well. He asked Mr. Vollero what type of material would be landfilled. Mr. Vollero stated ash and possibly construction materials. Manifold followed by also asking if the Groundwater contamination has been an issue over the last 10-15 years. Vollero replied that contamination is no longer an issue. Supervisor Manifold also mentioned that the relationship the Township has had with the Authority has been excellent throughout the years. Supervisor Manifold then motioned to recommend that York County Solid Waste Landfill not pursue the re- opening of the of the York County Solid Waste Landfill in Hopewell Township and that the Township solicitor's office be authorized to appear in any proceedings for the landfill to oppose the re-opening. Chairman John O'Neill seconded. Chairman O'Neill asked ift there were any further discussions or questions. There were none. Motion thoughts. landfill. carried.
