HOPEWELL TOWNSHIP YORK COUNTY PA BOARD OF SUPERVISORS REGULAR MEETING MINUTES FOR AUGUST 4, 2022 HOPEWELL TOWNSHIP MEETING ROOM & ZOOM 7:00 PM Chairman John O'Neill called the meeting to order at 7:00pm and opened the meeting with the Pledge of Allegiance and asked that all in attendance sign in and anyone who may be recording the meeting to give their name and address for the record. Also, when commenting to also state your name and address. In attendance, Supervisor David Wisnom, Attorney Doug Myers, Township Manager Katie Berry, and' Via Zoom Supervisor Public Hearing- Chairman O'Neill opened a public hearing for Ordinance No 4-2022, amending the Hopewell Township Zoning map by adding to the Solar Energy Overlay District. Attorney Myers explained that this was brought to us by Gen On and was properly advertised, sent to the Planning Commission and was recommend for approval. Thei floor was opened for public comment. No comments. O'Neill closed the Public Hearing and asked for a motion to approve Ordinance No. 4-2022. Supervisor Wisnom motioned, and Aaron Manifold. Supervisor Manifold seconded. Motion carried. Approval of Minutes Motion carried. Chairman O'Neill asked for a motion to approve the July 7, 2022, Board of Supervisors meeting minutes. Supervisor Wisnom motioned, and Supervisor Manifold seconded. Treasurer's ReportInvoices Chairman O'Neill asked for a motion to approve the July 31, 2022, Treasurer's report, Penn Dot Winter Municipal Services Renewal Agreement - Chairman O'Neill motioned for Township Manager to sign agreement with Penn Dot, No Comments. Supervisor Ridge Meadow Rd- State Road projects have been completed- to Stewartstown and Five Ridge Meadow Rd- The Board considered and evaluated adding another project at Five Forks Rd but decided not to at this time. The crew did end up resurfacing Kilgore Rd. Misc.-The crew will also be out and about working on drain basins and misc. repairs and invoices. O'Neill motioned and Wisnom seconded. Motion carried. Roads Report Manifold seconded. Motion carried. Forks Rd. Hrebik Rd- Pipe replacement has been completed. Mowing- Second round of mowing to be started this week. throughout the township. 1IPage August 4, 2022 Subdivision/Land Development Bridgeview Surety Reduction Request- Tabled from the July meeting. Supervisor Manifold motioned to table until next month due to the outstanding issue oft the sewerage tot the lots on the north side of 851. There are some concerns. Chairman O'Neill 22-01-T Trout Lane- this Final Subdivision Plan was taken tot the Planning Commission in July and was recommended for approval. Due to some outstanding items O'Neill motioned to table this until next month, Manifold seconded. Motion carried. Josh Myers from Shaw Surveying was also present to discuss four waivers that he would like to get approval for in the meantime. Wisnom motioned to grant the four waivers- contouring, plan scale, feasibility studies and final plan. O'Neill seconded. Motion carried. seconded. Motion Carried. Solicitor's Report Resolution 6-2022- adding Hickory View Farms, LLC to Agricultural Security. Was submitted on February 3, 2022, as of August 6ith has been 180 days and with no objection from the Board it will be added. Parcel 32-CK-0006. Wisnom motioned to adopt Red Rock Rezone- to rezone two parcels from residential to industrial off Mt. Airy Rd. This was taken to the Planning Commission in July and was tabled until an updated sketch plan from Red Rocks is submitted. Supervisor' Wisnom motioned to table until next Tree Removal Policy- This was tabled from last month for time to review. Chairman O'Neill motioned to adopt the tree policy. Supervisor Manifold seconded. Motion carried. Municipal Waste Contract- The contract with Penn Waste expires at the end of the year. Supervisor Manifold motioned to move forward with advertising bids to have to time to review and to re-bid if needed. Chairman O'Neill seconded. Motion carried. Zoning Hearing Application 2-2022- The Township received an appeal from JA Myers for a variance. Supervisor Manifold motioned to have MPL represent the township for this Township Parcel/ Map Updated Layer - The current zoning map does not fit the current tax map. It has been suggested that the township engineer correct this. Supervisor Wisnom motioned to authorize Township Manager to have Engineer update the map and Resolution 6-2022. O'Neill seconded. Other Business HARP Board- Resignation of Cathy Esworthy. Chairman O'Neill thanked Ms. Esworthy for her years on the board and motioned to thank Cathy and accept her resignation. Supervisor Wisnom seconded. Motion carried. 2IPage August 4, 2022 Charles Cook has submitted his volunteer application to take the now vacant position on the HARP Board. Mr. Cook was present and said he is looking forward to the opportunity. Supervisor Wisnom motioned to appoint Charles Cook to the HARP Board and Chairman O'Neill seconded. Supervisor Manifold then mentioned there is another interested volunteer for the next opening. Mark Anderson was present and expressed an interest when another vacancy becomes open. The Motion was then carried. Royal Farms- HOP Permit for traffic signal- Stacey MacNeal with Barley Snyder was present to discuss. Supervisor Wisnom motioned to agree to 20K to sign the agreement if MPL and Barley Snyder agree with the terms to the Boards satisfaction. Chairman O'Neill seconded the motion on the condition that they both work it out. Resident Dan Bloom of 17762 Ridge Meadow Rd asked a question as to why this couldn't be done on ayear-to-year basis and come up with a set amount. As this was a great thought, Attorney Myers explained that having the lump sum up front allows the township to allocate resources. No other comments. Chairman O'Neill seconded the motion. Motion carried. Janet McElwain- 5098 McElwain Heights Presented 2022 Mason Dixon Library Updates. She thanked Hopewell TWP for their faithful allocations. The library has moved from being open 27 hours to 34 hours a week with a 22% increase in foot traffic. The Pathway was installed by Eagle Scout Troop 811. There are many events to come this Fall. Stewartstown Station Halloween Event- Gary Gronke asked for Board approval of an annual fundraiser and trick or treat event that happens every year. He asked for road closure from 5pm-8pm on Monday October 31. The Fire Department agreed to support if the township agrees. Food trucks will donate to the Fire Dept. Chairman O'Neill motioned to support the closures and notify Eureka of the 5pm-8pm closures in support of the trick Tax Collector Request- Supervisor Wisnom motioned to reimburse for expenses discussed last month. Receipts/nvoices were provided. Chairman O'Neill seconded to Change to upcoming 5K route - Jason Cole of 213 Throttle Ct. A new plan has been made to follow the same route as the parade, sO that nothing has to be changed. $2500 has been raised to support the Stewartstown PTA and Eureka Fire Department. Jason also asked for approval to put one portable toilet on the route. Supervisor Wisnom motioned to allow the course change if the FD agrees and the approval of the portable or treat event. Personnel Annual Performance review - Travis Mergler- a very good review was conducted by Donnie McCauslin, Travis has outstanding job knowledge and is very dependable. $1.00 3IPage August 4, 2022 an hour increase was recommended. Chairman O'Neill motioned for the increase and Annual Performance review-7 Todd Shaull- Todd is also very dependable with outstanding job knowledge. $1.50 an hour increase was recommended. Chairman O'Neill motioned Reminder Announcement- Landfill Possible Reuse Meeting is August 10, 2022, at the Eureka Fire Hall @7:00 PM. Presentation will be given by the York Solid Waste Authority Ken Smith- 3622 Cutler Court. Gave a quick summary on what they have done to prepare for the Landfill meeting on 8/10. Petitions were started as well as a Facebook group. He also offered any help to the township that may be needed regarding the meeting. Jim Nagel- 3698 Cutler Ct. - started a petition and mentioned Matas Webb as he has been very helpful to this group. He also would like it on record saying that David Vollero has stated that if the township does not want the reopening of this land fill to say SO and they will move on, and if the township answer is maybe or yes then they can put together a plan to be submitted to the township. They just want an answer from the township. Jim asked the board what they can do? Chairman O'Neill responded that the YSWA has not officially asked the question yet. Attorney Myers explained there isn't anything the board can deliberate on at this point and they are in no position to approve or oppose anything Letter from resident Katie Caples of 14156 Center Rd- Katie Caples was not present but *Note- After Chairman O'Neill read the letter our Zoom was hacked. S 908(f), which has been amended and Area Act, 3P.S. $901 et seq (Act); and added to from time to time by resolution; and WHEREAS, on February 3, 2022 Valley View Farm, LLC applied to the Township for inclusion ofap property in the Township's Agricultural Security Area, consisting of 18.47 acres more or less, specifically described as 5640 Hickory Road, Stewartstown, PA 17363, UPI # 32-000-CK- 0006.00-00000, as more fully described by that certain deed recorded in the York County Recorder ofDeeds Office at Record Book 2485, Page 8155, containing 18.47 acres more or less, in the name ofValley View Farm, LLC.
