KENHORST BOROUGH COUNCIL MINUTES December 7, 2023 Meeting President Jonathan Smith called the meeting to order at 7:00 p.m. Roll call was taken with the following Council members present: Mayor Nickolas Hatzas, Anthony Avilla, Terry Mohler, Peter O'Brien, Jeffrey Smith, Scott Stamm and Roger Weidenheimer. President Jonathan Smith made an announcement that the trash/sewer bill will not be going up in the new year and the Tower Also in attendance: Borough Manager Cindy Castner, Vincent Gagliardo, Virginia Lesher, Sean Health ambulance contract will again be covered by the Borough. Wambaugh, Joe Spica and Patrick Manning. Public Comment: Sean Wambaugh of 1344 Commonwealth Blvd talked about the fall newsletter verbiage, reporting things to the borough. He is concerned about his neighbors and feels they are reluctant to get along with each other. He is also concerned about the islands and hopes the Borough does not put concrete borders up. He would also like the ordinance for parking trailers tol be changed from 24 hours to 48 hours to help accommodate families coming back late from vacation. He also complained about the Alvernia students and their parking and driving habits. President of Council Approval of Minutes-President Smith presented the minutes from November 2, 2023 council meeting for approval. Mr. Mohler made a motion to approve the minutes, seconded by Mr. Weidenheimer. Motion passed unanimously. Mayor: Mr. Hatzas reports local police $300.00 District Justice $380.39 with a Kenhorst VFD Chief Report-41 calls, firefighters responded to! 50 oft them. Saturday December 16i is the annual Christmas parade starting at 1p.m. and the Finance Report: Mr. Weidenheimer presented everyone should a have a copy of the Treasurer's report and the P&L statement. Mr. Weidenheimer made a motion to accept the report and Mr. O'Brien offering a second. Motion passed Mr. Weidenheimer made a motion to proceed with the full time Property Inspection position and Mr. Stamm offering a second. Motion passed Mr. Weidenheimer made a motion to accept the Budget and wage scale for 2024 and Mr. Smith offering a second. Motion passed unanimously. Borough Reports grand total of $680.39 Police-No report kids party is at 2:00 p.m. in the ballroom. unanimously. unanimously. Mr. Weidenheimer made a motion to adopt the resolution for NO increase in taxes, sewer or trash for 2024 with Mr. Stamm offering a second. Motion passed Codes and Emergency Services: Police contract, Mayor Nick has concerns and questions about the police contract. Mr. Scott Stamm made a motion to approve police contract and Mr.. Jeff Smith offering a second. Motion passed Personnel: Mr. Weidenheimer made a motion to approve Tara Mountfield for Secretary/Treasurer, and Mr. Mohler offering a second. Motion passed Property and Building: Dwayne received quotes for the man door tol be installed. Sanitation- Mr. Scott Stamm said new valves willl bei installed in the pump station. Dwayne also noted valves need to be replaced from Greenway Terrace to the Borough Manager Report-Following up on a report that the Mayor had concerns about, 1432 Lancaster Ave. Kraft feels they are close to finishing up on this construction and they will come to the borough to get caught up on their permits Borough Engineering Report-Anderson from McCarthy recommended that the John Lis project should be extended. Stormwater-No report for dumpster and POD. and Pete O'Brien offering a second. Motion denied. Municipal Authority Reports: upcoming new year. from Greenway Terrace. Old/Unfinished business: Parks/Playground: Mr. Stamm will be getting a meeting together for the Sanitary Sewer: New valves are getting installed in the pump station running Rental Property Resolution-Mr. Mohler made a motion and Mr. O'Brien offered a second for the Solicitor to advertise the new ordinance. Motion passed unanimously. Final vote post advertisement will take place at the Recycling-changed to weekly pickup for the year 2024. Mr. Mohler made amotion and Mr. Stamm offering a second. Motion passed unanimously. Community Center-Rental fee is going up to 175.00. Mr. Weidenheimer made a motion to pass and Mr. Mohler offered a second. Motion passed Council Meeting-Combining meeting to one night Mr. Weidenheimer next meeting.
