KENHORST BOROUGH COUNCIL MINUTES OF THE NOVEMBER 2, 2023 MEETING President Jonathan Smith called the meeting to order at 7:00 p.m. Roll call was taken with the following Council members present: Mayor Nickolas Hatzas, Anthony Avilla, Terry Mohler, Peter Also in attendance: Borough Manager Cindy Castner, Borough. Solicitor. Jill Nagy, and the following community members, Bart Dietrich, Mike Fitzgerald, Pat Manning and Carol Gunster. Bart Dietrich had concerns that a street light has been out on at 652 Haig Blvd since. July. Mike Fritzgerald has concerns about the Alvernia students parking on Greenway' Terrace where he has O'Brien, Jeffrey Smith, Scott Stamm and Roger Weidenheimer. Public comment: a rental property. President of Council: Approval of Minutes-President Smith presented the minutes from October 5, 2023 council meeting for approval. Mr. Mohler made a motion to approve the minutes, seconded by Pete O'Brien. Motion passed unanimously. Mayor: Mr. Hatzas reports for the local police $325.00, State Police $0, Clerk of Courts $0, District Justice $227.38 with a grand total of $552.38. Police: In October there were 17 tickets 71 tows, and al DUI arrest at 100S Kenhorst Blvd. There was in incident at Lee Myles Transmission, a car was broken into and tried to be hot wired but was not successful, at theft on Commonwealth Blvd officer Smith is investigating the street sign being stolen. On the 500 block of Kenhorst VFD Chief Report: Chief Dwayne Hart presented 58 calls. Trick or treat was a success with a little over 300 children attending. Fire chief stated we need tos start the process for the Christmas parade and party for next month. Finance Report: Mr Weidenheimer presented the finance report and the P&L report for October 2023. Mr Weidenheimer made a motion to accept the report, with Mr. Mohler offering a second. Motion passed unanimously. Personnel: We are continuing our search for Secretary/Treasurer with some Property and Building: The man doors in the garage need to be replaced and Borough reports Haig Blvd there was handgun found and reported to police. Codes and Emergency Services: No report promising interviews coming up. Dwayne is looking into prices. Sanitation: No report Streets: No report Storm Water: No report Borough Manager Report: Parking issues continue on Greenway Terrace and there were 15 codes complaints which action was taken on. Municipal Authority Reports: Parks/Playground: The borough received the contract for the grant for $100,000.00. The funds will be deposited into our account. Sanitary Sewer: Some manholes int the borough need emergency repairs before winter. Mr. Roger Weidenheimer made the motion to repair and Mr Terry Mohler offered a second motion. Old/Unfinished Business: Police contract isi in the final stages, it willl be a 4 year contract and council will approve it at the next council meeting. Tower Health Contract Renewal for ambulance service was discussed. Motion made by Roger Weidenheimer to approve, and seconded by Terry Mohler. Pet Sanctuary contract is up for renewal for Borough animal control for 2024. A motion was made by Terry Mohler and seconded by. Jeff Smith. New Business: Introduction was made of the 2024 draft budget for review. Amotion made by Roger Weidenheimer and seconded by Scott Stamm to accept the draft and AV Vaccination Clinic in the borough from Humane Pa was discussed.
