HOPEWELL TOWNSHIP YORK COUNTY PA BOARD OF SUPERVISORS MINUTES FOR JUNE 2, 2022 HOPEWELL TOWNSHIP MEETING ROOM & ZOOM 7:00 PM Chairman John O'Neill called the June 2, 2022, Board of Supervisors meeting to order at 7:00 p.m. In attendance were Supervisors Aaron Manifold and David Wisnom, Attorney Chairman O'Neill welcomed all and stated that before starting the meeting an executive session was held. He also asked if anyone was recording the meeting and for all in Approval of Minutes- Chairman O'Neill asked for a motion to approve the regular Board of Supervisors meeting minutes of May 5, 2022. Supervisor Manifold motioned and Treasurer's ReportInvoices- Chairman O'Neil asked for motion to approve the May 31, 2022, Treasures report and invoices. Supervisor Wisnom motioned to approve, and Andy Miller and Secretary/lreasurer, Katie Berry. attendance to sign in. Supervisor Wisnom seconded. Motion carried. Chairman O'Neill seconded. Motion carried. Roads Report- Cutler Court- Supervisor Manifold reported that the Roads Crew finished one more project under last year's pricing for asphalt which saved 27%. Cutler Cti is now completed except for the driveway joints that will be done at a later date but prior to winter. Hollow Rd- The Crew worked with the Borough on a sewer line issue and were able to Mowing- The first round of mowing has started at road banks and intersections. Bids for Diesel Fuel and Propane- Chairman O'Neill asked for a motion to accept the one bid received for diesel fuel from Aero Energy at $4.58 per gallon. Supervisor Wisnom motioned, and Supervisor Manifold seconded. Motion Carried. 2 bids were received for Propane. Aero Energy at $1.92 and Ferrell Gas at $2.02. O'Neill asked for motions to accept the lower bid from Aero Energy. Manifold motioned and O'Neill seconded. Motion Carried. It was noted that this was a 28% increase from last year. Subdivision/Land Development Plans- Mayberry Phase II Surety Reduction Request. Supervisor Manifold motioned to table this until next month. Chairman O'Neill seconded. finish Repairs. The motion is carried and deferred until next month. Solicitors Report Proposed Solar Overlay District- The Planning Committee has recommended approval to change the overlay district as well as making an adjustment to match the original overlay. There would be a 30-day review and then a public hearing willl be held. Chairman O'Neill motioned to proceed, and Supervisor Wisnom seconded. Motion Carried. Resolution-1 to add 6 parcels to the Agricultural Security area of Hopewell Township that are owned by John Marsteller Jr. The application was submitted more than 180 days ago and is ready for the resolution to be adopted. Supervisor Manifold motioned to authorize the approval of Resolution 5-2022 to be included in the Ag Security Area in Hopewell Township. Chairman O'Neill seconded. Brenda Franz of 14964 Hyson School Rd asked ifthis would be a nuisance suit and Chairman O'Neill explained that it protects the Sr8 851 Wolfe Rd Signal Permit - request for Board to sign off to allow PennDOT to close out their permit. The Board is not aware of any issues, sO Supervisor Wisnom motioned to sign off on this permit and Chairman O'Neill seconded. Motion Carried. homeowner. Motion Carried. Other Business- Pa State Police rep- Lt Spangler from the Loganville Barracks was present to give Township stats from the new year until May 31. Some residents expressed concerns about Plank and Rinely Rd stop sign issues. Lt Spangler said he would address this to Debbie Zanghi- Turned in a driveway permit to get a second home address and spoke to the Board and provided information and drawings. The Board requested for her to put in her hardship application in order to obtain the temporary second address. Supervisor Manifold motioned to authorize the Solicitor to move forward in drafting an agreement with the approval of the Zoning Office regarding the additional address for the Zanghi Property. Chairman O'Neill seconded. Motion Carried. The Driveway permit is to go Kristen Forsythe- PennDOT reply letter. Request was withdrawn earlier today, and Ms. Dead trees on private properties - John Schleicher was also not present to discuss. Township Manager, Katie Berry explained that he had opened a conversation about some trees on Gemmill Rd with us and Shrewsbury TWP. Upon our evaluation our Roads Crew did not see any threat to the street right of way. Attorney Miller stated the tree/s can be removed ifi it's int the public right of way. Iftrees are on a private right of way the Township doesn't have the right to remove unless it's a threat to the public. York County Solid Waste-Landfill Discussion- There has been no formal plan submitted to the Township yet. Public Comment Bill Streett of 16572 Barrens Rd N started off the discussion with his concerns oft the letter he received from YCSW stating it does not give very much information. The following residents spoke and also expressed their concerns of a possible re-opening of the landfill in Hopewell TWP.
