June 3, 2021 - pg. 1 HOPEWELL TOWNSHIP YORK COUNTY PA BOARD OF SUPERVISORS MINUTES FOR JUNE 3, 2021 HOPEWELL TOWNSHIP MEETING ROOM 7:00 PM Chairman Aaron Manifold called the June 3, 2021 Board of Supervisors meeting to order at 7:00 p.m. Also in attendance were Supervisors, David Wisnom and John O'Neill (VIA ZOOM from 7:25PM- 7:46PM), Attorney Andy Miller from the Chairman Manifold asked if anyone in the audience was recording the meeting. No one was recording the meeting. Chairman Manifold stated the Board held Solicitor's Office and secretaly/treasurer, Katie Berry. executive session prior to the meeting. Approval of Minutes Supervisor Wisnom motioned to approve the May 6, 2021 Regular Board of Supervisors Meeting minutes. Chairman Manifold seconded the motion. Motion carried. Treasurer's ReportInvoices Supervisor' Wisnom motioned to approve the May 31, 2021 Treasurer's Report and invoices. Chairman Manifold seconded the motion. Motion carried. Roads Report Roads- The Road Crew has started the summer projects. They are working on widening Thompson and Hess Roads. The crew has begun their first round of summer mowing. After mowing they are planning to pave Hess Road to start. Bids for Road Materials - Diesel Fuel was advertised for bid. One bid was received: Manifold seconded the motion. Motion carried. Propane was advertised for bid. Two bids were received: Aero Energy Corp.-8,000 gallons (more or less)- $2.3221 per gallon Supervisor Wisnom motioned to award the bid to Aero Energy Corp. Chairman Ferrell Gas- 4,000 gallons (more or less)- $1.5010 per gallon Aero Energy Corp.-4 4,000 gallons (more or less)- $1.4638 per gallon Supervisor Wisnom motioned to award the bid to Aero Energy Corp. Chairman Manifold seconded the motion. Motion carried. Tar & Chip Quotes for a Portion of Kilgore Road June 3, 2021-p pg. 2 The Road Master received two quotes for Tar and Chip. The Township will be purchasing the stone for the project. The Cost of the stone will be approximately Stewart and Tate quote: with an application cost of $42,255. Including the estimate for the stone a total for the job would be $54,030 +/-. Hammaker East quote: with an application cost of $64,961.84. Including the estimate for the stone a total for the job would be $76,736.84 +l-. Supervisor Wisnom motioned to accept and move forward with the project with Stewart and Tate for Kilgore Road. Chairman Manifold seconded the motion. $3,875 +/-1 for#57 and $7,900 +/- for #8. Motion carried SALDO None Solicitor's Report- Mayberry Development - Solicitor Miller discussed receiving a correspondence regarding the advertisement of the Mayberry homes as having 'bonus room' options above the garages. Miller explained the plan for the development is recorded as 'one story' homes. Miller also stated this was also a decision from the Township Zoning Hearing Committee. Chairman Manifold explained the Board received a message from a concerned resident that the bonus rooms are not keeping with the plans, as single-story homes. Benjamin A. Myers- Vice President Joseph Erb- Solicitor Matt Bocek- Mayberry Development Foreman In attendance at the meeting were representatives of J.A.Myers: Mr. Myers presented a packet showing the design of the Mayberry home with the bonus room option as well as a comparison to what they build as a two-story home. Myers explained they do not feel a bonus room is considered a second story. Solicitor Erb feels what needs to be looked in to is the Township Ordinance and define what a 'story' is. Erb explained the bonus room could be defined as a half a story based on the ordinance. Chairman Manifold replied to say, that is still more than a single story. Manifold explained a Zoning Hearing was held in order to allow setbacks to be changed (homes allowed closer to the road), to keep the houses as single story and allow larger back yards. Manifold also explained the Board of Supervisors cannot make any decisions on changes. A Zoning Hearing would need to be held. June 3, 2021- pg. 3 7:25pm- Supervisor O'Neill joined the meeting via ZOOM. O'Neill replied to Mr. Bosick stating the notations on the plans are what should be followed. Single story homes are what were approved and that is how the building should be done. Ordinance 2-2021 - Solicitor Miller stated his office has drafted a Solar Ordinance for the Township to review. The Ordinance will be presented to the Planners in June for consideration. The Board did not review the Ordinance presented in detail; however, they did have the following recommendations for the Planners. The permitted usage should widely be considered the Board stated. The Planners should consider whether the Township should have an overlay district for solar options. It is recommended that the Agricultural Zone be the permitted area and not in the industrial areas. Chairman Manifold recommends certain overlays, sO that it is not allowed in every area of Agriculture. Supervisor Wisnom suggested maybe just a certain percentage. Supervisor O'Neill asked about soil concerns, and didn't know if that would have to be taken in to consideration. Solicitor Miller stated the arrays are now cork screwed into the ground, there are no concreate pads or anything covering ground. Miller also stated something else to consider is the Township electrical infrastructures are; and where new: solar installs would they make the connection. Supervisor Wisnom stated that the distance decided on should be included in the Ordinance. Miller stated the areas where sub-stations are already located should be considered, rather than have to construct new structures further out. Miller suggested the Planners take in to consideration the recommendations of the Board. 7:46pm- Supervisor O'Neill stated at this time he needed to disconnect for the rest of the meeting. Other Business- Womac LP David Wolf was present to request a five-year extension of the Hazelwood Plan, 10-04. Supervisor Wisnom motioned to approve the approval of a five-year extension of plan 10-04. Chairman Manifold seconded the motion. Motion carried. York County Solid Waste Authority The Board received a request from YCSWA to excavate an area on the old land fill to see if there are options to now recycle old ash that is buried. The YCSWA has a new recycling center that may allow the ash to be reused by 60%. Chairman Manifold stated the area would be filled back in, and would not be left as a whole. Supervisor Manifold motioned to move forward to allow YCSWA to excavate the area for testing. Supervisor Wisnom seconded the motion. Motion carried. June 3, 2021-1 pg. 4 Eureka ALS Supervisor Wisnom announced that Hopewell Township has signed on to move forward with the Eureka ALS (Advanced Life Support). This provides area service for ALS services during the week from the hours of 7am-7pm Monday- Friday. It is aone-year trial service. Tax Collector Sitting Hours Chairman Manifold motioned to approve sitting hours in August for the Tax Collector to collect in person. Supervisor Wisnom seconded the motion.
