HOPEWELL TOWNSHIP YORK COUNTY PA BOARD OF SUPERVISORS REGULAR MEETING MINUTES FOR MAY 4, 2023 HOPEWELL TOWNSHIP MEETING ROOM & ZOOM 7:00 PM Chairman Manifold called the meeting to order at 7:00pm and opened the meeting with the Pledge of Allegiance. Executive Session was held prior to the meeting to discuss potential litigation. He asked that all in attendance sign in and anyone who may be recording the meeting give their name and address for the record. In attendance were Supervisors David Wisnom and John O'Neill, Attorney Andy Miller, and Township Manager Katie Berry. Minutes Supervisor O'Neill motioned to approve the April 6, 2023, Board of Supervisors Regular Approval of the. April 27, 2023, Special Meeting Minutes as distributed. Chairman Manifold motioned to table these until the next meeting as they are not completed yet. Manifold also stated that these minutes were from the meeting with our BCOregarding the Property meeting minutes, Supervisor Wisnom seconded. Motion carried. Maintenance Code. Supervisor O'Neill seconded. Motion carried. Treasurer's ReportInvoices Supervisor Wisnom motioned to approve the April 30, 2023, Treasurer's report, and invoices. Supervisor O'Neill seconded; Motion carried. Roads Report: Bids for road materials - Consider awarding bids to purchase stone and asphalt for the Supervisor O'Neill motioned to award York Materials Group for asphalt and Supervisor Supervisor Wisnom motioned to award York Building Products for Stone and Chairman Supervisor Wisnom motioned to award York Building Products $18 a ton pick-up and Supervisor O'Neill motioned to award Kinsley $8.75 a ton pick-up and $16.25 for delivery period of May 8, 2023, to May 1, 2024. Fox Run Court- Paving has started but is contingent on installation dates of our new and Chairman Manifold seconded. Motion carried. $21.35 for delivery and Supervisor O'Neill seconded. Subdivision/Land Development: None Solicitor's Report: Attorney Miller explained the public hearing which is for the Small School Ordnance. He has made the changes that were brought up at the last meeting. The ordinance has been advertised. Chairman Manifold opened the Public Hearing for the Zoning Ordinance to Discussion and review- the Board agrees with the changes and asked for public comment. Hearing no comments Chairman Manifold closed the hearing. Chairman Manifold then called for a motion to adopt Small School Ordinance 2-2023, O'Neill Amendment to Stormwater Ordinance to exempt "high tunnel" or "hoop houses" Supervisor O'Neill motioned to table this until next month due to not having enough time Municipal Records Manual Resolution No. 6-2023- Supervisor Wisnom motioned to adopt International Property Maintenance Code- There was a special meeting held on this and Peddling and Solicitation Ordinance - After much discussion, Attorney Miller stated this is hard to enforce and without a police department this might not be effective for us to have this ordinance. Mary Glass via Zoom commented that they would just like a sign posted stating that solicitors would need a permit and maybe that would stop a lot of the solicitation. Attorney Miller commented that the HOA could establish something like this. Ms. Glass said she will bring this up at their next meeting. Supervisor O'Neill suggested Updates to Fee Schedue/Ordinances: Attorney Miller discussed violations of the permit ordinance and has been reviewing with Katie different options for penalties in situations ifs someone applies after the fact then should there be a penalty for this. This allows the allow for Small Schools - Ordinance 2-2023 motioned and Manifold seconded. Motion carried. to review and Chairman Manifold seconded. Motion carried. Resolution 6-2023 and Supervisor O'Neill seconded. Motion carried. will be a second meeting later this month. asking the HOA to put a no solicitation sign at the entrance. 2IPage Board to set fees by resolution. He suggested they motion to put a fee schedule. Miller will get something together for the June meeting. Other Business: Act 537 - 17855 N. Barrens Road Septic Issue that has been ongoing. After much discussion Supervisor Wisnom motioned to allow Attorney Miller to reach out tot the Sewer Authority and Chairman Manifold will attend the Authority meeting. Supervisor O'Neill Empty Filing Cabinets - We have 5 single fire safe filing cabinets and 2 long cabinets, approximately 6 ft long, that we no longer need. The manager is requesting to advertise to other Townships that may need these. Attorney Miller stated that we do not have to Motion to authorize JCI TIF Release - Supervisor O'Neill motioned to authorize the release of $8,137.48 tax amount and Wisnom seconded. Motion carried. Permit Process - to let everyone know that we now have DCCS as our building codes official and Kevin Hertzog as BCO. Things have changed a little with the permit process, seconded. Motioned carried. advertise sO Katie will reach out to other TWP's. but a good plan has been put in place. Personnel- Albert 'Duke' Little - The Road Master and Manager have conducted Dukes annual performance review. He has done an excellent job learning the equipment and is a true asset to the Township. Chairman Manifold motioned for a $2 per hour raise effective on his anniversary date of May 16. Supervisor O'Neill seconded. Motion carried. Public Comment- Wayne McElwain of McElwain Heights is concerned and wanted to discuss the issue ofv water running into some oft the yards behind his house on Edie Circle. Chairman Manifold told him that our office has been made aware of the situation and that our engineers will be checking into this. Thes small school shall have a minimum leasehold of4 40,000 square feet and a maximum of1.5a acres designated for school use. B. The small school building shall be a single-story structure and shallnot exceed 2.000 square feet. inclusive of covered porches. patios. entryways. and the like. The small school shall have no more than 40 students enrolled at any given time. D. The directors or operator of the small school shall provide to the township for review and approval a lease between the small school and the property owner. E.Thec owner thej property or his designee shall submit to the Township for review and approval a Land Development Plan that complies with the Township Zoning and Subdivision and Land Development Ordinances. E. Playground areas shall be set back at] least 100 feet from any residential zone. G.Parking shall be provided pursuant to S 27-305. except that the parking area need not be paved with concrete or bituminous pavingmaterial. as otherwise required by $27-305.6. but must be. and maintained as. mud-free. Parking areas may include covered sheds or other accessory buildings compliant with this chapter. H. Nothwithstanding the foregoing, all other dimensional and setback 2 requirements ofthis chapter shall be met as theyapply to the leasehold boundaries. SECTION: 5.
