May 6, 2021- pg. 1 HOPEWELL TOWNSHIP YORK COUNTY PA BOARD OF SUPERVISORS MINUTES FOR MAY 6, 2021 HELD VIA ZOOM 7:00 PM Chairman Aaron Manifold called the May 6, 2021 Board of Supervisors meeting to order at 7:00 p.m. Also in attendance were Supervisors, David Wisnom and John O'Neill, Attorney Andy Miller from the Solicitor's Office and secretaly/reasurer, Chairman Manifold asked if anyone in the audience was recording the meeting. No one was recording the meeting. Chairman Manifold stated the Board held Katie Berry. executive session prior to the meeting. Approval of Minutes Supervisor O'Neill motioned to approve the April 1, 2021 Regular Board of Supervisors Meeting minutes. Supervisor Wisnom seconded the motion. Motion carried. Treasurer's Report/Invoices Supervisor Wisnom motioned to approve the April 30, 2021 Treasurer's Report and invoices. Supervisor O'Neill seconded the motion. Motion carried. Roads Report Bids for Road Materials lists. The Secretary advertised the stone and asphalt bids. See attached price opening Chairman Manifold motioned to accept the offer from Vulcan for all stone bids. O'Neill motioned to accept the offer from York Material Group for all asphalt bids. Supervisor Wisnom seconded the motion. Motion carried. Chairman Manifold seconded the motion. Motion carried. 2021 State Road Projects School Road and Thompson Road. The Road Crew has been working to pave portions of Hess Road, Althouse SALDO 1-2021 Huenke- Forbes Drive - Supervisor Wisnom motioned to approve the "Final Minor Subdivision Plan for John Huenke, Forbes Drive" as prepared by James R. Holley & Associates, Inc., Project No. 080410-6, dated March 2021, as revised (the "Plan") subject to the following conditions. Supervisor O'Neill seconded the motion. Motion carried Solicitor's Report- Nothing new to report Other Business- Kurtz School Villas Monti Joines was present to request a waiver to allow compacted dirt to be used in some places as back fill. Joines has contacted Geo Technologies to consult and test whether it will suffice. Joines stated nothing will be completed without the determination of finding from Geo Technologies. Chairman Manifold requested that Geo Technologies provide a report to the Township to keep on file. Chairman Manifold motioned to grant the waiver requested with the stipulation that a professional certification be provided to the Township. Supervisor Wisnom seconded the motion. Motion carried. The Board has been discussing adding a credit card payment option to be available for Township Fees in addition to cash and checks. The secretaty/treasurer spent the last few weeks researching and found Municipay iso one of the most used Government Vendors. The convenience charge is charged directly from Municipay. The Township does not collect any extra fees. The Board feels this is a good option to move forward with. Supervisor Manifold motioned to move forward to sign a contract to use Municipay for credit card fees. Supervisor O'Neill seconded the motion. Motion carried. Muncipay May 6, 2021 - pg. 4 Personnel- - Albert, Duke' Little received his five-year performance evaluation this week. The Board is very pleased with Little's performance. Little has also increased his plowing times over the past few years. Supervisor Manifold motioned to approve a$3.25 an hour increase. Supervisor O'Neill seconded the motion. Motion carried. Tom Stifler- Of20 Trout Lane was present on the Zoom meeting to discuss the portion of his private road. Mr. Stiflers property was part of a subdivision that had an improvement agreement for the road when development happens with the adjoining lot. Mr. Stifler is requesting that the Board reconsider that decision until future development should happen. The Board is not in favor of delaying the improvement further down the road. The Board is concerned the farm that is being built will need an improved road for equipment. The Board discussed Mr. Stifler talking to the adjoining neighbor about forfeiting dwelling rights. The Board feels they may consider the non-improvement if that would be agreed to. At the Public Comment- time of the meeting, no decisions were made final.
