March 4, 2021-pg.1 1 HOPEWELL TOWNSHIP YORK COUNTY PA BOARD OF SUPERVISORS MINUTES FOR MARCH 4, 2021 HELD VIAZOOM DUE TO COVID 19 7:00 PM Chairman Aaron Manifold called the March 4, 2021 Board of Supervisors meeting to order at 7:01 p.m. Also in attendance were Supervisors, David Wisnom and John O'Neill, Attorney Andy Miller from the Solicitor's Office and Chairman Manifold asked if anyone in the audience (via Zoom) was recording the meeting. No one was recording the meeting. Chairman Manifold stated the Secretaly/reasurer, Katie Berry. Board held executive session prior to the meeting. Approval of Minutes Supervisor O'Neill motioned to approve the February 4, 2021 Regular Board of Supervisors Meeting minutes. Supervisor Wisnom seconded the motion. Motion carried. Treasurer's Report/Invoices Supervisor O'Neill motioned to approve the February 28, 2021 Treasurer's Report and invoices. Chairman Manifold seconded the motion. Motion carried. Chairman Manifold stated that the Road Crew has been very busy with snow removal this past month. The crew have also been repairing pot holes using cold patch. The crew will also continue Township tree trimming as weather allows. Roads Report SALDO 20-01 - Kurtz School Villas - Review and sign the final plan. Solicitor Miller stated there are no further actions for the Board to take. All administrative items have been received by the Township. Solicitor Miller stated the Board can now sign the final plan. Chairman Manifold called on attendee (via Zoom), Monti Joines, asking if he had any further concerns or questions. Joines did not have any further questions or concerns. Supervisor O'Neill motioned to approve and sign the Preliminary & Final Subdivision Plan" for Kurtz School Villas. Supervisor Wisnom seconded the motion. Motion carried. Solicitor's Report- Resolution No.-4-2021 - Deer Creek Sewer Pumping Station. Chairman Manifold explained we must adopt this resolution, acknowledging the update of the pipe size being used in the project. This Resolution is required to be submitted to DEP for the project. There is a public comment period through March 5, 2021. The March 4, 2021-p pg. 2 Resolution will go int to effect after the comment period. Supervisor Wisnom motioned to adopt Resolution 4-2021with the effective date of March 8, 2021. Snow Emergency Ordinance - Chairman Manifold stated the Board is beginning discussion and fact-finding regarding Snow Emergency Routes, and the Wolf Associates Dwelling Rights Determination, Tax Parcel 32-CK-66 The property currently has two tracts under one tax bill. David Wolf inquired what the Dwelling Rights would be for the property. The determination had been calculated two ways in the past. One being the determination based on the total acreage of each separate lot then calculating dwelling right per lot. The other calculation, which is howi the Ordinance stands, currently is calculating off the total oft the acres combined. The calculation does affect the total number of dwelling rights. Solicitor Miller recommends determinations continue to only be determined as the Ordinance states. In this case, the Wolf parcel would have five dwelling rights. Supervisor O'Neill made a motion to continue dwelling right dwelling right determinations as the Ordinance states. Supervisor Wisnom seconded the motion. 2020 Act 537 Enforcement - Chairman Manifold requested an update as to where the Solicitors office stands on the enforcement for non-complaint residents of Act 537 for 2020. Solicitor Miller stated his office has begun the legal filing. Cedar Lane - Becky Magnani of 16 Cedar Lane was present (via Zoom) as a follow up to the February 2021 Board Meeting, regarding the Boards decision to make Cedar Lane no parking on one side. Chairman Manifold stated there are a lot of parking issues on Cedar lane besides one side not for parking. Chairman Manifold stated cars are parked far from curbs, the wrong direction and in front of fire hydrants. Supervisor Wisnom and O'Neill also stated they have seen numerous parking issues. The Board is open to solutions that can work for everyone. Ms. Magnani feels the Board needs to start addressing and enforcing all the parking issues on Cedar Lane. Magnani also stated she will again ask to be able to park in front of her own home. The Board stated at this time the decision will stand. Chairman Manifold stated the if changes are made with Snow Peoples Bank Sweep Accounts -Treasure, Katie Berry and Township Auditor Susan Herbert, met with People's Bank regarding changing the Money Market accounts in to 'sweep accounts.' This will allow the Money Market accounts to gain an increase in basis points for the interest rates. The money is always secure and accessible and is insured by the FDIC. Solicitor Miller explained sweep accounts are a good option rather than the Township having to get Letters of Credit, continuously. Supervisor O'Neill motioned for the Secretary to sign the Agreement Supervisor O'Neill seconded the motion. Motion carried. enforcement of such. At this time no action is being taken. Motion carried. Other Business = Emergency enforcement, it will also help parking issues. March 4, 2021- pg.3 with People's Bank to move the Money Market Accounts in to Sweep Accounts. Telecom York - Chairman Manifold motioned to sign an annal agreement with Telecom York under their Silver Service Maintenance Agreement, which is $388.80 annually for five years. Supervisor O'Neill seconded the motion. Motion 2021 Polling Location - York County Elections Office is requesting the use of the Township Building for the 2021 elections. The Board discussed this year will be ok, but there may need to be a plan for future large election. Chairman Manifold motioned to approve the County to use the Township Building for the 2021 elections. Supervisor O'Neill seconded the motion. Motion carried. Personnel - Donald (Donnie) McCauslin, Road Master, had his annual review. Chairman Manifold motioned to increase McCauslin hourly rate by 4%. Supervisor O'Neill seconded the motion. Motion carried. Chairman Manifold seconded the motion. Motion carried. carried. Public Comment = Chris Pascoe - of1 18414 Ridge Meadow Road was present (via Zoom). Mr. Pascoe wanted to make sure the Board was aware that there have been numerous thefts of personal property from homes along Ridge Meadow Road. Mr. Pascoe is concerned and would like the Township to post on their Social Media and Website. The Board is aware of the recent incidents and agreed to have Crime Prevention tips posted on their Facebook and Website.
