Adjournment Memo: To: From: RE: Date: Hermitage Board of Commissioners R Jeremy Residential April 30, 2024 Recycling & Yard Waste Collection Contract The city solicited bids for ai new five-year garbage, recycling, and yard waste curbside collection contract, August 1, 2024 - July 31,2029. The apparent low bidder is Aiken Refuse & Roll-off Inc., Ellwood City PA. The city received two bids, one from Aiken Refuse and one from Tri-County Aiken Refuse bid: included rates for weekly collection of recyclables, yard waste, and disposal rates for weekly collection of garbage. There were two alternative bids requested, one with tags for excess waste, and one without tags for excess waste. There was no cost difference from bid #1 VS #2 and we: recommend staying with the current option ofa allowing bags for excess waste outside the carts. The bids include al base collection rate, that includes weekly collection of recyclables, yard waste and all other associated programs, a variable disposal rate for a 35 gallon cart or 95 gallon cart for garbage disposal, and rates for tags for excess waste, bulk waste, volume pick up and electronics (tag prices set by the city). In order to keep monthly cost increases to ai minimum, the Aiken Refuse was the apparent low bidder at a rate of$19.90 per month for thel base collection rate for the first three years, and $20.90 per month for al base collection rate for years four and five. Their bid also included $6 per month for a 35 gallon cart disposal rate for garbage, and $7 per month disposal rate: for a 95 gallon cart for garbage. So, a typical customer with a 95 gallon garbage cart would pay $80.70 per quarter the 1st three years, and $83.70 the last two years. City staff has reviewed the bids andj found them to be in accordance with the bid specifications and recommends awarding the contract to Aiken. Refuse & Roll-Offs Inc, bidform #1 option (with tags).
