HOPEWELL TOWNSHIP YORK COUNTY PA BOARD OF SUPERVISORS BUDGET WORKSHOP MEETING MINUTES FOR OCTOBER 2, 2023 HOPEWELL TOWNSHIP MEETING ROOM 6:00 PM Chairman Manifold called the workshop to order at 6:00pm and opened the meeting with the Pledge. In attendance were Chairman Manifold, Supervisors David Wisnom and John O'Neill, Road Master Donnie McCauslin, Road crew member, Travis Mergler and Township Manager, Katie Berry. 2023 Budget to Actual Review Chairman Manifold asked Manger/reasurer Katie Berry to review the report. Berry provided the full report to all in attendance and highlighted tax totals, interest earned, grant funds and expenditures. To date the budget is in a positive state and appears to remain through the last quarter of 2023. Roads McCauslin and Mergler suggested roads that have had overlays and are ready for final paving. They also presented a list of roads that are ready for rebuilding. The 2024 State Liquid Fuels amount is projected to be $305,000.00. The members discussed different overlay roads and feel the best way to use 2024 state money will be to complete Shaw Road (-8,000 ft.) which would be an estimated 2,120 Tons of material, estimated at $177,200+1, Jim's Road (1400 FT), 400 Tons ofr material $33,500 +l-and Johnson Road- (4200 FT), $93,300 +/-. Iron Bridge Road will also be included for rebuilding, estimating that project at (2950 FT), $1175 Tons of material $86,000+-. Chairman Manifold also asked about finding a new company for line paining. McCauslin did say they are in contact The Board would also like to budget an additional $100,000.00 of general funds towards road supplies, and a road may be chosen to tar and chip with low volume. with two that may be an option for Hopewell. Fleet The new mower that was approved for the 2023 budget is due to come in before the end of the year, and the Board would like to go ahead and place the 1996 mower to bid now. Mergler also suggested an old Snowplow that no longer fits any equipment also be put to bid. Mergler explained that new dump trucks are three years out for delivery- sO that may want to be discussed. The Board feels that $100,00.00 should be placed from General Funds into the Equipment fund for 2024. Capital Construction: Pageiof2 Manager, Katie Berry suggested that the Board consider a renovation to the Roads Department office/breakroom. Berry feels the Road Master should have his own office and a separate area for the Roads Employees to break. Mergler suggested a small bump out to the back of the first bay. Chairman Manifold added that we may want to consider more of a building renovation in the next few years- allowing for bay one to possibly be changed to a larger meeting room and revamping the office areas. Supervisor O'Neill and Wisnom agreed and also added that voting crowd size should also be considered in the future. Manifold added, he believed that may be changing to the Eureka Fire Hall. Berry suggested we take 2024 to do some planning on what may work and decide at a future time whether we would want to consult with someone on a design. No designated Capital Funds will be added for 2024.Supervisor O'Neill suggested we look into grants as well for a building renovation. The Supervisors would also like to add funds for additional lighting on the lower buildings. Mergler also suggested an additional security camera. The Board agreed. Manager Berry suggested new Meeting Room chairs be purchased in the 2024 budget. As well as a data base for permit and SALDO Management. All agreed. Should be able to sell our used chairs to another Township. Payroll- The Board discussed an estimated 7% payroll increase for 2024 Open Discussion- Chairman Manifold suggested we have a plan for a temporary worker for plowing as needed. It is hard to find someone who wants to plow. The Board wants the Road crew to complete paving in the lower parking lot, finish the electric in the new buildings and have garageo openers for 2023.
