BOROUGH OF HEIDELBERG COUNCIL MEETING MINUTES TUESDAY. JULY1 19, 2022 CALL TO ORDER AND PLEDGE OF ALLEGIANCE Heidelberg Council met on. JULY19, 2022, at the Community Room, 1639 E. Railroad St. Heidelberg, Pa. President Losego called the meeting to order at 6:30pm. Pledge of Allegiance followed with Mr. Jones offering a prayer. ROLLCALL Members Present: Ray Losego, President Richard Pattinato, VP Dave Morgan, Councilman Dorothy McCartney, Councilwoman Charles. Mr. Morgan made a motion seconded by Mr. Pattinato to approve the June 21, 2022, Council REPORT OF BOROUGH COUNCIL COMMITTEES A. FINANCE & PUBLIC PROPERTY: Motion: Mr. Morgan made a motion, seconded by Mr. Pattinato to ratify the action of payment of the June 2022 invoices, General Fund $72306.41 and payroll $31821.88, Liquid Fuels $2959.92, Sewer $31951.84, Rental $1703.01 and Recreation $1035.13 Motion carried unanimously. Mr. Morgan made a motion, seconded by Ms. McCartney to approve payment of the. June 2022 invoices, General Fund $27576.60, Sewer Fund $78909.24, Liquid Fuels $390.00. Recreation Fund $182.00. Motion carried unanimously. Motion tabled to approve Monthly Weed Maintenance quote of $200.00 and Bi-Weekly Lawn Presentation was made from Vendori introducing a program to alleviatei the parking issues in the Borough. Cost to the Borough would be approximately $2000.00 per year. Anyone parking would need an app on their phone to be able to pay to park. Vendor will send additional Mr. Jones reported that he received a quote for the TV Liquidator purchase which exceeds President Losego discussed the Profit/Loss Budget Comparison for period ending June 30, 2022. President Losego stated that the Borough's financial status according to the statement looks stable. Railroad Street. Motion carried unanimously. Motion was made by Mr. Morgan, seconded by Ms. McCartney giving permission to Steel City Blackbelt to make changes to his studio at 1639 E. Railroad Street with Steel City Blackbelt absorbing all costs of the improvements. President Losego stated that Steel City Blackbelt needs to submit drawings and his choice of contractor hired to perform the work. Motion carried unanimously. B. ROADS AND PUBLIC HEALTH No report C. PLAN AND: ZONING No report. D. RECREATION AND COMMUNITY AFFAIRS Ms. McCartney reported that the Family night held on July 15, 2022, was very successful with approximately 75 residents attending. Ms. McCartney thanked all volunteers for their assistance and a special thank you to John Duda for providing the hayrides tot the children. Ms. McCartney also thanked the Fire Department for providing the Ice. Ms. McCartney reported that the August 19th, 2022, Family night will be al back to school theme and the refreshments will Chief Pollack reported that the Fall Festival willl bel held on September: 24, 2022, at the Fire House. Chief Pollack also announced that a memorial in honor of Jason Adkins would be held at the Fire Ms. Simida announced that the Seniors would be going to the movie "Elvis" and then to lunch on be pizza. PUBLICSAFETY NEW BUSINESS OLD BUSINESS PRESIDENT'S REPORT No report SOLICITOR REPORT No report MAYOR'S REPORT Mayor LaSota reported on the summary police statistics covering the period of June 1, 2022, throughJune 30, 2022. During that time, the Departmentr received 312 calls for service, ofwhich Mayor LaSota reported that a request was made at 510 Grant Avenue forahandicapi parking spot Mayor LaSota gave a report on the Regional Traffic Signal Program after his review. His findings asfo follows: Traffic lights at Collierand Rt 50, Greentree Road at Walgreens, Raceway Plaza, Collier Town Square, Thoms Run Road and Steen Road would be synced for smoother traffic results. Signal at 1st Street will be self-standing. Study shows approximately 18,300 vehicles travel from Collier to Raceway Plaza daily and approximately 15,700 vehicles from 1ststreet to Collier daily. Mary Ann Morgan stated that the dust on Industry Way has not improved. She would like to have it analyzed. She reported that on Sunday, July 10, 2022, the park was rented and the party 19 were reportable incidents. and that all proper paperwork was received for the request. PUBLIC COMMENT: was still there after dusk. She contacted the police who responded to the call at which time the party was int the process of cleaning up the park. Lottie Hunt reported that there is new graffiti on the Bridge under Route 50. Sandy Krucey reported that there is a stray cat at her property on First Street destroying her garden and eating the Bird food that she supplies. GOOD OF THE ORDER: Ms. McCartney wanted to pay respects to. Jason Adkins after his passing. She stated that he was avery kind and helpful resident and will be missed by the community.
