BOROUGH OF HEIDELBERG COUNCIL MEETING MINUTES TUESDAY. JUNE21, 2022 CALLTO ORDER AND PLEDGE OF ALLEGIANCE Heidelberg Council met on. June 21, 2022 at the Community Room, 1639 E. Railroad! St. Heidelberg, Pa. President Losego called the meeting to order at 6:30pm. Pledge of Allegiance followed with Mr. Jones offering a prayer. ROLLCALL Members Present: Ray Losego, President Richard Pattinato, VP Dave Morgan, Councilman Dorothy McCartney, Councilwoman Charles. Jones, Councilman PUBLIC COMMENT: Also Present: Ken LaSota, Mayor P.J. Murray, Solicitor John Duda, 623 Lincoln = commented on installing Parking Kiosks on Route 50. EXECUTIVE SESSION: Council held Executive Session on motion to approve settlement of $20,000.00 ini the case of Thompson VS Heidelberg Borough. Mr. Pattinato made a motion to Council Morgan-Yes-c Councilman Pattinato - Yes-C Councilwoman McCartney -Yes- approve seconded by Mr. Morgan. Roll Call vote: Councilman Jones- = Yes- President Losego - Yes Motion carried unanimously. MOTION: Mr. Morgan made a motion, seconded by Mr. Jones to approve the May 10, 2022 workshop minutes. Ken LaSota noted that in the minutes regarding the petition of the Poultry ordinance he was not commenting as Mayor but as a private citizen. Minutes tol be corrected. Motion carried unanimously Mr.J Jones madeamotions seconded by Mr. Morgan to approve the May 17,2022Coundimeting minutes. Motion carried unanimously. REPORT OF BOROUGH COUNCIL COMMITTEES A. FINANCE & PUBLIC PROPERTY: Motion: Mr.. Jones made a motion, seconded by Mr. Pattinato to ratify the action of payment of the May 2022 invoices, General Fund $81,136.22 and payroll $29619.25, Liquid Fuels $2,922.28, Sewer $69,858.45, Rental $1,718.15 and Recreation 186.68. Motion carried unanimously. Mr. Morgan made a motion, seconded by Mr. Jones to approve payment of the May 2022 invoices, General Fund $37,659.76, Sewer Fund $32,766.95. Motion carried unanimously. Operations Plan. Mr. Jones made a motion, seconded by Mr. Morgan to adopt Resolution 07-22 Emergency Motion carried unanimously. Mr. Pattinato made a motion, seconded by Mr. Morgan to approve the closure of First Street on September 24, 2022, fori the Fall Festival being held by the HVFD - closure will be made all day. Motion carried unanimously Mr. Morgan made a motion, seconded by Mr. Jones to approve the closure ofLong Way between Collier and Madison on. July 4, 2022, for an outdoor event being held by the residents. Motion carried unanimously. Mr. Morgan made a motion, seconded by Mr. Jones to approve Gabriella Testa's employment status from Probationary Police Officer to Temporary Police officer. Motion carried unanimously Mr. Jones made a motion, seconded by Mr. Morgan to approve the purchase and installation of a Meyer Industrial 8.6. snowplow in the amount of $7,340.00. Motion carried unanimously Mr. Morgan made a motion, seconded by Mr. Pattinato to approve the 2022 Pavement Contract for Oak Wayi from Washington Stt to Washington St, Virgin Street from Long Street to Hayes Street Oak' Way from Washington Street-S107/,550.5, Virgin St. from Long St. tol Hayes St-$22,734.75, and Industry' Way along Park Parking Area. Low Bidder is El Grande Industries Industry' Way along Park Parking Area $25,063.50. PUBLICSAFETY NEW BUSINESS OLD BUSINESS PRESIDENT'S REPORT No report SOLICITOR REPORT No report MAYOR'S REPORT Mayor LaSota reported on the summary police statistics covering the period of May 1, 2022, through May 31, 2022. During that time, the Department received 309 calls for service, of which Mayor LaSota reported that he attended the annual conference of PA: State Assoc. of Boroughs inl Hershey. While there he attended a seminar that reviewed PA SR-146 which is a potential bill to significantly raise the legal liability limits for boroughs involved in litigations. Mayor reported he met with a vendor that provides billing services for boroughs who could provide a billing program for Heidelberg that would incorporate the current residential water bill and Alcosan bills. He was awarded the PSAB Carol Sambol Award for "25 years of faith and effective service to a municipality in Pennsylania". Mayor LaSota also attended the Allegheny County Boroughs Assoc. meeting in Munhall on 6/2/22. Presented at the meeting were informational overviews of the Allegheny County Blighted Property Program and the TriCOG Land Bank Program. Both programs could! be utilized by Heidelberg to obtain and ameliorate blighted properties swithin the Mayor informed Council that he will be attending the Pennsylvania State Mayor Assoc. in 32 were reportable incidents. PUBLIC COMMENT: Jeff Mikus expressed his concern on people not stopping at the stop signs in the Borough and suggested that the Police should increase their presence at the stop locations. Ray Losego proposed that Second Street become one way heading east at the corner of Route 50 as visibility is limited when turning on to Route 50 from Second Street.
