STREET COMMITTEE Ball, Houser & Owatt Item 7A: 2021 Paving Project New Enterprise was awarded the 2021 Paving Project and received a notice to proceed commencing on July 19, 2021. The deadline for completion is September 28, 2021.New Enterprise is expected tol begin milling the streets the week of September 6th2021. The Borough was contacted last week by People's Gas. Despite having previously indicated otherwise, they are: now requesting that we delay our paving because they have decided: move forward with aj project of their own that is within our planned 2021 paving area. Upon further discussion, we were told that their project will extend into next year. Thel Borough can delete 25% oft the awarded paving project without penalty. The area where the gas company will ber replacing lines this year and next year amounts to less than 15% oft the entire project and will be withdrawn and placed ini the 2022 paving project. The gas company has committed that they will be done with this project by June 2022, which allows thel borough to include: iti int the scope for paving next fall. This area deleted in this year's project will bet the 500-6001 blocks ofN. Spruce, 500-600 blocks ofW. Horner, 500-600 blocks and] N. West and the 7001 block ofl Belmont. We will continue to work with the gas company to secure reimbursement: fort the areas oft their project which we end up paving. Recommended Action No action required. Item 7C: Center and High Street Traffic Signal The new audible signal was installed on. July 28, 2021. Recommended Action - No action required. Item 7D: Stormwater The borough has recently experienced several large rain events that have caused damage to property. The most immediate concern involves the 1001 block ofs. Caroline Street, where the stormwater undermined the road, washing out the sub-base. Thel borough will excavate up the street int that area to repair broken stormwater lines, replace the sub-base, and repave the area. 2 Recommended Action - No action required. 8. Item 10D: PLCBI Noise Enforcement Exemptions Since 2008, Ebensburg Borough has opted to enforce noise regulations at local licensed liquor establishments, exempting those establishments from PLCB's enforcement ofnoise violations. That exemption was last approved: in 2016 and is due for renewal. A hearing oft the Pennsylvania Liquor Control Board was held this afternoon: regarding said exemption. Staff will provide an update to Council based on the results of thel hearing. 3 Recommended Action - No action is required. Item 10E: Lease. Agreement with Goodwill of the Southern Alleghenies Ebensburg Borough and Goodwill oft the Southern Alleghenies entered into al lease agreement October 18, 2021 for three years, terminating on September 31, 2021. The tenant has requested toi move: into a month-to-month option with the Borough. Negotiations are continuing and ai final recommendation will be forthcoming at next month's meeting. Recommended Action - No action is required. Item 10F: Planning Commission Vacancy A vacancy has existed on the Planning Commission for several months and thel Borough has requested letters ofinterest. Thel borough received an application from resident Thomas Williams. Staff has interviewed Mr. Williams and feels that he would be an excellent Recommended Action - Approve the appointment ofThomas Williams to the Planning Commission to fulfill the unexpired term of the previous incumbent until December 2023. candidate for the position. 11.
