COUNCIL PRESIDENT COMMENTS Item 5A: President Tusing has been appointed by the Pennsylvania Municipal League to serve as its Republican Legislative Committee Co-Chair. This position also places him on the Board of Directors and thel Executive Committee for the League. 6. WATER, WASTEWATER & STORMWATER COMMITTEE Ball, Kuhar & Miller Item 6A: Municipal Authority Loan The Municipal Authority procured loan rates from various banks and accepted al loan for $622,000 from Ameriserv at 4.25% interest in order to finance engineering costs for Phase 1 ofa waterline replacement project, and upgrades to Ogden Tank and the Water Treatment Plant. Thel Borough has been requested to act as a guarantor oft the loan. Recommended Action - Staff recommends the approval OfLGUDA proceedings related tol Borough acting as guarantor of EMA bank loan ini the amount of $622,000.00. * Item 6B: Report from Inframark on Wastewater Treatment Plant Operations Inframark's written report was submitted regarding operations, projects and activities at the wastewater plant for Council review. Recommended Action - Accept and approve report. *Item 6C: Report from Inframark on Water Treatment Plant Operations Inframark's written report was submitted regarding operations, projects and activities at the water plant for Council review. RECREATION COMMITTEE Jacoby, Miller & Owatt 2 Item 7A: Recreational Fees: The Recreation committee recommends rates for the pool passes toi increase by $5, pavilion rentals to increase from $50 to $75 (plus the $25 refundable deposit for cleaning), and the hourly rental oft the gym at the YPPC to increase from $101 to $15 for half court and $20 to $30: for the full court. Party rentals were also recommended toi increase for twol hours at the gym from $125 to $150 and twol hours at the pool from $150t to $200. STREET COMMITTEE Ball, Houser & Owatt Item 8A: Sidewalk and Curbing Project 2023: This project was previously bid in 2022, but since all bids came in well above the original cost estimate, the project was put on hold until this spring. New bids for the subject project were opened at noon on February 23d. All qualified bids were accompanied with the required bid bond. The total cost oft thej project is 136,827.88 with approximately $4,500 coming from sidewalk funds with the remainder from the water or stormwater funds. Itis anticipated that the Municipal Authority will approve thel bids for this as well at their meeting earlier today. 3 Hawbaker Construction CH&D Enterprises $342,821.00 $136,827.88 Recommended Action - Award the 2023 Curb and Sidewalk Project to the lowest responsible bidder, CH&DConstruction for $136,827.88. 9. GENERAL BUSINESS Item 11A: Dog Park The Rotary has secured the necessary funding for at total estimated project cost of $245,000 for the construction ofa dog park at 962 Rowena Drive. Bids were opened on! February 23rd at noon. Kev's (Lute) Excavating CH&D Enterprise Straw Construction $201,801.00- Withdrawn due to error $312,820.00 $264,039.00 Recommended Action -Award thel Dog Park Project to the lowest responsible bidder, Straw Construction for $264,039.00, contingent upon receiving additional funds from the Rotary. Item 11B: Planning Commission Vacancy Mr. Tom Williams has recently been appointed as thej permits manager at PennDOT District 10a and due to the potential of a conflict ofinterest, he will no longer be able to serve on the Planning Commission. Council would like to thank Mr. Williams for his service, congratulate him on his promotion and announce a vacancy. Any interested parties are invited to submit al letter ofinterest to the Borough.
