Sincerely, Luke Byrne Executive Summary During the month of April, the Ebensburg water treatment plant treated 27,276,000 gallons of reservoir water. This equates to an average of 909,202 gallons per day. April 2023 production indicates a 51,598 gallon per day reduction in water when compared to April 2022. The table found in plant operations of this packet showcases An average of6 61,276 gallons per day was purchased from Saltlick and blended into On Saturday April 1st power was lost to the facility at 2 pm. The loss of power brought to light a few unexpected challenges. The first issue was the generator transfer switch at the WTP did not transfer power properlly. After a few days of trouble shooting, we discovered an electrical board for the generator transfer switch went bad. The second issue we faced was the DAF VFD's lost their internal run program and the DAF had to be taken offline. Both electrical issues are believed to be caused by the power outage. Int the weeks following the outage staff was able to perform annual maintenance and cleaning of the DAF unit while it was offline. We worked with a VFD programmer to get the internal programing for the DAF VFD's restored. The DAF was placed back into On April 10th fire chief Mike Sheehan notified Inframark of a brush fire at the lower reservoir. The fire was extinguished using a foaming agent due to limited truck access. The chiefs concern was the foam residual left floating in the water source. Inframark quickly responded to the situation by shutting off the intake from that source while we reviewed the safety data sheets provided by the fire chief. We decided to leave the source off for a few days during rain events to allow for some natural dilution to occur. Inframark has placed the water source back into service and has also collected annual samples of that water source to ensure the water quality was not impacted. Inframark also discussed source water protection and awareness of fighting fires measures near source water with Dauntless member Ron Springer. Ron agreed to convey the On April 17th Cummins generator repaired the WTP transfer switch board and also On Sunday April 23rd Inframark responded to a planned power outage from 2AM-6AM. Staff was able to take the plant offline before the outage to prevent any damaged from occurring when power was lost. The shut down/start up went smoothly without any Inframark hosted a tour for the Saint Francis University environmental engineering class. We send about 10 pages of data that have been collected by our operators and SCADA system. These reports consist of over 20,000 points of data that are compiled into a report and sent to the state every month called the "Monthly Operating Report" (MOR). This report is a representation of how well the plant is operating during the prior month. April monthly compliance reporting was collected and submitted to PAI DEP. Every month we are required by state regulations to collect and analyze a minimum of nine bacteriological samples per a state approved sampling site plan. In April, we collected nine samples. Ofthe nine samples zero were found to be total coliform positive. Every month we are also required to monitor chlorine levels in the distribution system. A minimum of one sample per week is required and the sample must be equal to or greater than 0.20mg/L free chlorine. Four samples were collected in April and all four samples were at or above the Inframark submitted a study/plan to PAI DEP detailing historical water loss and future plans to address unaccounted for water.
