The regular monthly meeting of Ellport Borough Council was held on the above date in Council Chambers, Ellport Borough Building. Present were President Boy and Council members Tomon and Gebhardt. Absent were Takacs and Mazzant. Also present were Mayor Cisco, Solicitor Minett, Secretary Christy and. Joe MacDonald. A motion was made by Tomona and seconded by Gebhardt to accept the minutes of the October 16, 2023 meeting as received.. Ar roll call vote was taken with all voting yes. Motion passed unanimously. TREASURER'S REPORT: General Fund $398,343. Fuel Fund $108,533. Memorial Fund $1,921. A motion was made by Tomon and seconded by Gebhardt to accept the treasurer's report. COMMUNICATIONS: A letter was received from Kevin Swogger, Ellwood City Borough Manager, requesting that Ellport Borough make a donation to their fire department of $2000.00 for the upcoming 2024 calendar year, to offset expenses for the first responders assisting in the emergency calls received by the fire department. Council agreed to include this $2000.00i in the 2024 proposed budget. VISITORS: Herb Cratty requested the use of the Community Center on March 2, 2024 and approval to hold a 5K race in Ellport Borough on that date as in pasty years. MAYOR'S REPORT: Mayor Cisco reported that police spent 52 hours on patrol, received 64 calls and responded to 10i incidents. MAINTENANCE AND STREET REPORT: Ar motion was made by Gebhardt and seconded by Tomon to vacate approval of a storm sewer bid approved at the October 16, 2023 meeting due to legal deficiency of the bid. SEWER REPORT: Christy reported on communications from PADEP: and their request for the Authority to enteri into a Consent Order And Agreement, and some of the issues the Authority has with the agreement. PARKS AND RECREATION REPORT: Tomon reported that several park and playground items have been shrink wrapped for the winter. OLD BUSINESS: Solicitor Minett reported on the aerial easement and easement funds which Ellport shares with Perry Twp. and which he has been in contact with Penndot about to obtain approximately 50% oft the $2,734 in funds which are due to Ellport.. A motion was made by Tomon and seconded by Gebhardt to authorize Secretary Christy to publish a Public Notice in the New Castle News informing the public that 2024 proposed Borough budget isa available for viewing.
