The regular monthly meeting of Ellport Borough Council was held on the above date in Council Chambers, Ellport Borough Building. Present were President William Boy and Council members Matthew Gebhardt and. Jacquelyn Bowman. Absent were Council members' Tammy Mazzant and. Jeffrey Borroni. Also present were Mayor. Joseph Cisco, Solicitor Thomas Minett, Secretary/Treasurer: Marguerite Christy and employee. Joseph MacDonald. A motion was made by Gebhardt and seconded by Bowman to accept the minutes of the. January 15, 2024 Council meeting. A roll call vote was taken with all voting yes. Motion passed unanimously. TREASURER'S REPORT: General Fund $343,612. Fuel Fund - $108,718. An motion was made by Gebhardt and seconded by Bowman to accept the treasurer's report. AI roll call vote was taken with all voting yes. Motion passed unanimously. Christy reported that at forfeiture grant was received from Lawrence County in the amount of $5000.00. VISITORS: Thomas Topar and his daughter Tara introduced themselves and he informed Council on his desire to be more Valecia and Daryl Davis passed out printouts to Council with suggestions for solving what they consider as serious David Steffler informed Council that as Sewer Authority Chairman he was there to inform Council on sewer related issues which include the receipt of a grant in the amount of $127,925.00 from the COVID-19 ARPA Small Waterand Nancy Nocera, Michael Stephenson and Rita Foley also voiced their concern with speeding on Golf Avenue. Ellwood City police officer Robert Magnifico spoke extensively on the pros and cons of various speed control measures suggested such as speed bumps and STOP signs. He informed residentsa and Council that he will get together Ted Starmack and his daughter Sadie requested use oft the Community Center on February 23, 2024, to hold a meeting for discussion of a fund raising event. A motion was made by Gebhardt and seconded by Bowman to allow use of the Center as requested at a reduced rate of $75.00. Ar roll call vote was taken with all voting yes. McBride to determine what might work thel best in Ellport. unanimously. MAYOYSREPORT: STREET REPORT: Mayor Cisco reported that police spent 59 hours on patrol and answered 65 calls. Gebhardt reported that the plan is to be able to approve the advertising for bids for the budgeted First Street storm sewer project at the March Council meeting. He is also planning to apply for County fuel fund grant money for use on the project. OLD BUSINESS: Boy reported on quotes received from Kenneth Gebhardt for three different repair projects at the Borough Building. A motion was made by Bowman and seconded by Boy to accept the proposal to replace 3 lights outside oft the building to LED and to remove and replace loose vinyl siding on the left side of building for $1700.00. A roll call vote was Ar motion was made by Boy and seconded by Bowman to accept the proposal to frame and insulate two exterior walls int the inner office, hang drywall, paint, drop the ceiling, install new flooring, install a sliding door, plus electrical and duct work for $6500.00. A roll call vote was taken with Boy and Bowman voting yes and Gebhardt abstaining. Motion passed.
