The regular monthly meeting of Ellport Borough Council was held on the above date in Council Chambers, Ellport Borough Building. Present were Council President William Boy, Vice-President Tammy Mazzant and Council memebers Jeffrey, Borroni and Jacqueline Bowman. Absent was Council member Matthew Gebhardt. Also present were Mayor. Joseph Cisco, Solicitor Thomas Minett, Secretary/Ireasure: Marguérite Christy and employee Joseph MacDcnald. A motion was made by Mazzant and seconded by Bowman to accept the minutes of the March 18 regular meeting and the April 8 agenda meeting as received. A roll call vote was taken with Boy, Mazzant and Bowman voting yes and Borroni voting General Fund - $339,442. Fuel Fund - $152,522. Grant Acct.-$500. VISITORS: Rita Foley informed Council that the Community Yard Sale date Lauren Palmar, a grant specialist with Aspire Grant & Development, gave a presentation to Council exp_aining the professional grant writing services which her company offers and the associated costs. Nancy Nocera questioned Council about any progress invo-ving speeding on Golf Avenue and was informed that police have conducted a speed trap which resulted in five citations involving fires. Mr. and Mrs. James Cable and Don Bishop were also present. Mayor Cisco reported that police spent 57 hours on patrol and Estimates for the cost of pouring a concrete pad and installing a catch basin outside of the Borough building were received from three contractors: 1)Movin Weight Inc for $6,480.00, 2) Moser Con- tracting for $5,581.62, 3) Rozzc Concrete for $6,975.00. A mction was made by Boy and seconded by Mazzant to award the job to Moser Con- tracting at an estimated cost of $5,581.62. A roll call vote was taken MAYOR'S REPORT: answered 65 calls. MAINTENANCE REPORT: with all voting yes. Motion passed unanimously. PARKS/RECREATION: OLD BUSINESS: Council requested that dirt be placed on the lower park field. A motion was made by Mazzant and seconded by Bowman to adopt Resolution 01 of 2024, appointing R.A.R. Engineering as engineers for the First Street storm sewer project. NEW BUSINESS: A motion was made by Mazzant and seconded by Bowman to adopt Resolution 02 of 2024, setting guidelines for Borough officials re- garding the contacting of the Borough Solicitor. A roll call vote was taken with Boy, Mazzant and Bowman voting yes and Borroni voting no. A motion was made by Bowman and seconded by, Mazzant to adopt Resolution 03 of 2024, adopting guidelines for the more efficient operation of Code Enforcement in the Borough. A roll call vote was taken with Boy., Mazzant and Bowman voting yes and Borroni voting no. Borroni spoke to Council members on the need to appoint a different member as Council President and made the motion to have a reorganizational vote to remove William Boy, from that position and appoint a different person. Motion died for lack of a second. A motion was made by Bowman and seconded by Borroni to set the date for Borough clean-up for residents for June 8, 2024 from 9 to 12, and charge $10 per car, $20 per truck and $30 per vehicle with trailer. A roll call vote was taken with all voting yes.
