Recommended Action - Accept and approve: report. 7. RECREATION COMMITTEE Item 7A: Agreement with' TranSystems Jacoby, Kuhar & Miller Thel Borough is continuing to explore dredging Lake Rowena. Late last year Staffi met the Bureau of Abandoned: Mine Reclamation regarding potential grant opportunities. Recommended Action- Approve the Agreement for TranSystems in an amount not to exceed $2,200 to prepare and submit applications for grant funding. 8. STREETS COMMITTEE Ball, Houser & Murphy Item 8A: Rectangular Rapid Flashing Beacon The Pennsylvania Department ofTransportation submitted aj plan and estimates for the proposed RRFB at Julian and High Street. The estimate oft the work is $52,747.50. We applied for a grant for this, but Staff will not learn oft the outcome oft this until March. Ifthe Borough puts the plans out for bid prior to that time, it might jeopardize any potential funding. Itist therefore recommended that we wait until the spring toj put it forb bid. Recommended Action- None at this time. Item 8B: Municipal Parking Lot 2 In. July of2023 this lease was extended for one year with Sara Williamson. The property is now owned by Jack and' Timothy Williamson. Therefore, an assignment oft the existing lease Recommended Action - Approve the assignment oft the existing lease for the Municipal needs established. All other conditions remain the same. GENERAL BUSINESS Item 11A: Ebensburg Municipal Airport We are still awaiting a final report from the structural engineer with details oft thej permanent hangar repairs needed to resolve corrosion oft the columns and other bracing issues. Therei is aj possibility that thej permanent repairs can be made fairly quickly, which would eliminate the expense oft temporary shoring of the structure. Once the final report is received and reviewed, Staff will make ai recommendation as to how Council should proceed. Ini the meantime, the Borough did sign a one-year lease extension with RACRA prior to the end of2023. Thel lease allows for an additional one-year extension after that, ifboth parties agree. Recommended Action- None at this time. Item 11B: Natural Gas Contract Thel borough's current gas supplier is Peoples's Natural Gas. The People's contract expired at the end of2023. Competitive pricing was sought through APPI Energy, a joint municipal purchasing program offered through the Pennsylvania Municipal League. Multiple suppliers were asked for quotes but the prices change daily. For this reason, APPI recommends a 12- Recommended Action- Award a contract to the supplier with thel best available price as ofl- 601 month contract with thel best available price on January 23, 2024. 23-2024. Item 11C: Garbage Ordinance A draft ordinance is submitted to council which amends thej previous ordinance by allowing fora al larger garbage receptacle, requiring the use oflids for all garbage receptacles and allowing a maximum time prior to the pick-up day (241 hours) that garbage can bet taken to the curb for collection, with the same amount of time for the removal oft the receptacle. Recommended Action - Pursuant upon discussion. 3 Item 11D: Correspondence was received from Dauntless Fire Company regarding activities planned for 2024.
