The purpose of this resolution is to approve the submission of an application to the Commonwealth to apply for funding under Act 2004-71; the PA Race Horse Development and Gaming Act. Just for the folks here tonight, we're trying to replace the parking meters up in Dunmore Corners. We have a huge issue with folks parking there. A year and a half ago we put out an RFP. And we didn't have the money to put it in at that point. But we're going out for this grant. I wrote the grant. I'm just waiting for an updated budget from the company that it's called ABM. It's the same company that has Scranton's parking meters. So that's where we are on that grant. Mrs. Brier is applying for a grant, a multimodal grant for us to receiving funding basically to take care of the road : the Keystone Industrial Park Road from PennDOT on the O'Neill Highway to the Throop border, which is just before Gertrude Hawks. We do it at all three parks, the DCC here McHale Park, Sherwood Park, and St. Anthony's. We'11 probably put three : depending on how many teachers we have I think there's nine here, probably three at each part. So there wi7l be three here, three at Sherwood and three at St. Anthony's. And we'11 also split up the kids in order to help those teachers run programs. That's run by Mr. Kearney. And also Mark Finan, the athletic director at the school district will-also be helping run that program. So it's going to be a lot more organized this year. And it's a great program every year. It's going to start July 18th and run three weeks and maybe a fourth week right, Chris? We talked about it if the kids are still showing up. So that's all it is is the summer program. MR. I'71 be brief because once again as anticipated and budgeted it was a pretty quiet month as usual with the summer months in the Borough. We actually had the net loss for the month of $650,000, which brings our year-to-date net income 1.7 million. As I said, it was pretty quiet as far as revenue wise. Real estate tax revenues have definitely levelled off. Through the month of June we're at 89 percent collection rate. We did get a nice hit at Schautz Stadium with the perfect game field rental. That was $20,000. That's about it as far as income. The expense side, highway construction rebuild, we paid a $38,000 down payment to Damiano Paving. Retirement and pension, 60,000 monthly payment was made. And our insurance premium property and liability, a third of five installments $56,000. We had two applicants 11 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 last month that put in. Chief Marchese did their background checks and had them vetted. And he would speak more to that tonight but he's not here tonight. So we just wanted to get them added and hired sO we can have them help us out in the summer. And we expanded our daily hours during the week now that school is out. So we are opening at 11:00 sO kids are coming down here earlier. This week we have a party Wednesday evening and also one on Sunday afternoon here. We have a meeting with the counsellors for the 12 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 summer program Wednesday afternoon. It's kind of an orientation and Councilmen Dempsey will speak with them along with Mr. Finan and myself. Mike told you all about it. We will start the program next Monday, July 18th from 10 a.m. to 3 p.m. We will continue Monday through Friday at those times finishing up Friday, August 5th. Mr. Finan and myself will design the daily schedule for the camps involving various activities and arts and crafts. Campers will be registered at the beginning of the camp and will be required to sign in every day. Each parent or guardian will receive a copy of our expectations when they register. That's what I handed out to you guys. Iw will change the dates on them obviously. But I just wanted to give you an idea of we : basically what we stress is that we're not a daycare. That's the biggest problem we have here. People are leaving four and five years old here. You know, we're like, you know, what are we going to do with these kids. So I've made it pretty clear that, you 13 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 know, it's six years old is the absolute limit at the bottom and up to 13. MS. BRIER: Chris, do you provide lunch? MR. KEARNEY: In the past we had CEO. We used to do a lunch; but, no, we don't have that this year. MS. - BRIER: Kids bring it? MR. KEARNEY: Yeah, kids bring their own stuff. Oh, and Fridays Councilman Hallinan usually organizes a pizza day. The local restaurants will donate, you known, maybe a dozen trays or we get a break or we have some generous donors that will fund the operation there. Okay, that's all I have. MS. BRIER: Okay. MR. AMICO: Thanks, Chris. MR. DEMPSEY: Thanks, Chris. ATTY. PERRY: Mr. Lorince. MR. LORINCE: In the Code Department we were sending letters out to Harper Street, Drinker Street, grass complaints and old cars, campers, cleaning up their properties. We cleaned up the grass at the deaf school on the outside of the fence and the same thing on 14 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 Swartz. We did work on there. Planning Commission meeting we had two lot line adjustments, nothing big on that. Zoning board will be 7/14. It will be Thursday night. That's Kelco. That's the assisted living on the corner of Chestnut and Calvin. So they'17 be coming in trying to do that. Sent the letters out on the health license : the late payment letters. The permits are attached, a copy of all the permits. Multifamily, we have four people down at the magistrate right now for hearing dates. And we did inspect a couple properties. One was condemned. It was 1320 Adams and 962. And 962 came in for permits. He's working on it. But I'm going to keep it on the condemned list until the : he completes it. If he doesn't complete it, we'11 keep it on the condemned list and go from there. I got a call from the water company. They'11 be doing Green Street in a couple weeks. So Green Street will be a total pave over. They are putting new water service in and repaving the streets. That's probably going to start in 15 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 August. It might not make the pavement this year. But next year it will be paved. We're still working on other streets to get paved. MS. BRIER: Joe, the Kelco property, so that's been through the Planning Commission. MR. LORINCE: That is only in the zoning. He has to get the variance for the height requirements. He's actually coming in because he wants to go five stories. MS. BRIER: Okay. This is the old junior high on Apple Street? MR. LORINCE: No, this is the one right next to the VFW. He bought that lot. And then he bought the house behind it and knocked that down. So he's looking to put five stories, assisted living. Once he gets done with the zoning, then he'11 go in front of the Planning Commission. And it will come to you for your final : MS. BRIER: This is Mike Kelly. MR. LORINCE: Mike Kelly. He goes under Kelco. MS. BRIER: Okay. Thanks, Joe. MR. LORINCE: The one on the junior high school, they are coming back. They were just hanging out because of prices on material. MS. BRIER: Sure, yeah. Yeah, that will be a nice property. MR. LORINCE: Both of them will be a nice project. Taxable. MR. O'MALLEY: Thank you. ATTY. PERRY: Mr. Judge. MR. JUDGE: Hi. We're out patching every day. We're doing curbs now sO if anybody has any potholes, call the office and we'11 take care of it. We had a rough two weeks with storms, a lot of tree damage and water damage. And we're out getting the garbage every day. That's about it. MS. - BRIER: What about the dumping on the Boulevard? That was another mess too up there. But it seemed to stop. MS. OVEN: Did we start with the brush cutting too? MR. JUDGE: They dropped it off the one day and the first morning they used it, they blew two bearings. It's not our machine. It's the county's. So they said probably within a week we'17 get it back and then we'17 have it for two weeks. First day they brought it here it broke. Anything you want cut, just, you know, get a list together. MR. AMICO: Would anyone from the public like to address Council this evening? State your name for the record, please. MS. VALVANO: Angela Valvano. I live at 4388 Elmhurst Boulevard. I'm here 18 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 about the road on corner of Lake Scranton and Elmhurst Boulevard that I have called numerous times. And back in the fall winter they said they really couldn't do anything because if you cold patch it wouldn't stay, which is understandable. And then there was a lot of ice and then they went through the winter. So then the spring came and then I had called and then there is a constant runoff. I think we all know that. I - don't know what the engineer is looking at or where that's going. MR. AMICO: I could address this if you would like me to now or if you want to : MS. VALVANO: Okay. What I'm just trying to say is this. I had called a few different times. My husband's car right now is taken to Allentown and there's probably $5,000 worth of damage on it. It broke the steering gear when he hit the pole. So I didn't hear from them yet. But what I couldn't understand is why -- well, first of all, they said they got three bids, I believe, to fix that road from Dominano : well, this is what I was told when 19 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 C called the borough -- Washo and I don't know who the other one is. But they said they took the lowest bidder, which was Dominano. I live in Dunmore. I - don't know how the bids went out. MR. - AMICO: That's -- I don't know where you got this information, ma'am, but that's not : MS. VALVANO: I got it from the borough. And I called, and the lady told me. I'm just telling you what was told to me. MR. AMICO: Okay. Sure I understand. MS. VALVANO: So I said, well, how would you get on -- I mean, we do this for a living. My son does it. We all do it. But for now until they figure it out a plan, why can't they just dig that out. MR. AMICO: That's what I'm going to address. MS. VALVANO: Put some stone and put ID 2-3. That's what you're going to do but they keep saying that and nothing is done. AMICO: Can I just address this before you start? MR. EVANGELISTA: Not to beat a dead horse, but I want to talk about these rocks at the bottom of my driveway. I appreciate you guys filling it. But somebody is going to get hit : MS. ZANGARDI: Sir, you have to come up. MR. EVANGELISTA: John Evangelista. Yeah, I'm not going to beat a dead horse, Elmhurst Boulevard. There is now two monster craters that have opened up. Literally you have to drive around. I've seen cars go into and literally half their wheel is gone. Now, I know we're filling it with this. I have a nice pile next to my driveway everyday. You walk the road, somebody is going to get hit with one of these. People walk with 21 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 their kids, their dogs. I mean, like, that is my concern. I realize you're working on something. I appreciate what Didge is doing and everybody else. I just want to bring it to your attention. If somebody gets hit with one of these, you're going to be looking at big bill. AMICO: Anyone else on that issue or can I just kind of give you: some : and this might answer your : so yesterday we called PA One Call to find out what utilities are in that area of Lake Scranton Road and the Boulevard. And then this week we're going to start putting in a basin : a catch basin on the corner of Boulevard and Lake Scranton Road to take the water, to take the water underneath the Boulevard and send it down to the junkyard area. And then we're going to mill the road and pave it. So, Mrs. Valvano, the road in front of your house will be milled and paved. That 22 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 will be taken care. You'11 see work happening by the end of this week. MS. VALVANO: Thank you. MR. AMICO: That's : and again before anybody else comes up, I'm going to say that's a temporary fix. We are still looking : we have a plan to fix the water farther up. I don't know the exact : by where Mr. Giannetta lives : where the water is coming down the mountain. Our engineer is working on legit solution to get rid of the water there. So again, the solution will take care of your problem in the summer. It's not going to take care of the problem when ice comes. But we do have a plan in place to rectify the problem hopefully by winter. We just need to be very honest, we need easements to get the water from the Boulevard down hill. We're not just going to channel into people's yards. It's going to be done correctly. In order for it to be done correctly, we need, you know, some property owners' easements. MS. And recently with the spring storms and everything, we had some problems on Elmhurst Boulevard that you're all aware of and everything. So I went and called my plumber who does every property : he works on every property up there. And he came to my house and took a look at my pumps in the basement to replace them. So I said, "Just out of curiosity, what's that overflow pipe in my background?" And he said, "Oh, that, he goes, that is for the overflow for the sanitary sewer." I said, "Why do I have an overflow for the sanitary sewer?" He said, "Well, that's so the sanitary sewer doesn't back up into your house." I said, "Why would it back up into my house?" He goes, "Yeah, he goes, don't you know that everybody has tied their storm sewers into the sanitary sewers upstream from you and it can't handle the volume and the capacity in the line?" 24 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 How are you going to address that? And another thing is when the next time I get feces water in my basement, which one of you guys gets the bill for that? Thank you. MS. BRIER: So there's households on the mountain that are diverting water from their : MR. JAMES: I'11 show you the pipe. It's like a firehose. MS. BRIER: And the water is coming from people's houses who MR. JAMES: No. MS. BRIER: Where is it coming from again? MR. JAMES: The sanity sewer. MS. BRIER: Because the sanity sewer is : doesn't have the capacity? MR. JAMES: There is F1 in the sanity line. And it's : because everybody dumps their stormwater which they are not supposed to do. JAMES: I C can't explain it. I explained like a : MR. AMICO: This is the first time we've heard about this issue. MS. BRIER: Yeah, we have never heard this before. MR. AMICO: It will be looked into. MR. JAMES: Well, I'm in contact with the DEP. If I don't : if I don't get results from the DEP, I'm going to Harrisburg. And I'm going to sue the city. I'm going to have them sue the city on my behalf. I don't know what to do, okay? MR. AMICO: Anyone else? Yes, ma'am. MS. SIRI: I'm still Shirley Siri. The rock : last month when I was up here, I made a comment that rocks had come down from the last storm in the driveway at Tall Trees were like boulders. Compared to the rocks that normally make it very difficult to get out of my driveway after a storm, that last storm, the rocks were sO big. Maybe they weren't boulders. But if - I was car with a teacher a driver's 26 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 teacher telling us : teaching us how to drive, he probably would have said don't go over those rocks. I had to drive over them to get out of it. You're saying that the street is going to be to paved. I've seen that street paved before. But if that water problem, which I just really looked at yesterday -- I actually went for a walk yesterday. I had no idea -- I had no idea where all of this water is coming from. So if you are going to pave it before you fix the water problem, the pavement is not. going to last that long. MR. AMICO: Well, you're right. That's where we're trying to do two things : MS. - SIRI: Also, I wanted to know if there was another way I : you know, there was one time when I drove up 307 five miles and came down : went over Blue Shutters Road and came down East Mountain Boulevard, it was only a two mile difference, but because I couldn't go through that again. Ij just couldn't drive through that again. I just wanted to feel better. But I can't keep doing 10 miles out of my way. But that is what I wanted to say that the water problem, you know, having it paved; that would be good. I hope it's soon. But it's bad up there in the winter and with all of that water, how long is that going to last? We don't want to keep spending all of the money for one thing. You know, we have to fix it. MR. AMICO: Correct. MS. BRIER: That's what the catch basin will be that we're talking about that we need the easements for. MS. SIRI: That will help. MS. BRIER: Yeah. MS. MEILA: Hi. I'm Debbie Meila. I live on 4384 Emhurst Boulevard. So I got in touch with Kyle Mullins. And he said that he was looking for information from the engineer to try to get money from the state to help with this project. Residents of the Boulevard, I said this the last time when you were here and we're working really hard to try to get a resolution for this. Vince has a good plan in place. You know, paving the road is something to give you temporary relief. We all understand it's not going to hold up and the major problem isn't resolved with the runoff. But the engineer has a solid plan. We're just trying to finalize the detail of that. But it's at least getting you through the summer and being able to drive on your road without, you know, going through a rubble field. So that is at least a start. One more thing I want to add, Mr. Dempsey's son is on the 9 and 10 Dunmore Little League all star team. They're playing tomorrow night at 5:30 at Ackerly Field. The boys have had a tremendous season. Tomorrow they play a pretty solid Abington team. They have to beat them twice to advance. So hopefully, you know, our team will go to the next round. That is all I have this evening.
