DUBOISTOWN BOROUGH COUNCIL MEETING THURSDAY NOVEMBER 2, 2023 6:00 - PM MEETING MINUTES  The general council meeting was held in person at Borough Meeting Room and Present were Shawn Millard, Harry Rogers, Marc Drier, Kate Weaver, Mayor Richard Knecht, Mike Rodgers, Jeff Kreger, Ann Marie Baker Borough Manager, John McCormick ABSENT: Dori Rankinen, NormanJCowden,  called to order by Vice President at 6:00 pm.  Public Comment Period 1- None  Motion #1 was moved and seconded (John McCormick/Harry Rogers) to approve the  previous month's council meeting minutes dated October 5, 2023. A follow up will be when the traffic trailer report is complete to distribute to  the council.  The Fire Department report was reviewed with no questions.  The Sewer Report was reviewed with no questions. Follow up President is stating that the catch basin thati is in the top of the cul-de-sacisr not working that the wateri is still getting into the street. Follow up willl be for the residents to contact me with photos and video if there is a water issue. LCWSA and US will look intoit. The Codes and Property Maintenance Report was included in the packet. Borough Manager Update - Report is included in the packet.  Follow up Meeting with school on. Jr Council will be rescheduled. January 2, 2024, at 6:00PM  Budget Meeting Nov 16"h, 2023, at 5:30pm open to the public. The Finance committee has been meeting with the Manager and Assistant Treasurer and the council will have a proposed budget by the end of next week to be able to review and be prepared to Head of Personnel Council Member Shawn Millard is requesting an executive meeting after the budget meeting to discuss the Borough Manager Contract that expires Follow up - Borough Manager will have the proposed full budget sent to all of council and Mayor towards the end of next week for discussion at public meeting. Follow up - Borough Manager to: send page one to the council with the change of one word buildings VS structures and will date the document with October 5th date and will get this signed copy tot the Fire Department President. Follow-up will be given tol LCWSA during our monthly meeting to see if we can apply for the grants, they Young Lungs at Play Program - Would like to add this to our playground with signage The borough manager will apply to get the signage and program materials fort the President Report - Wanted to express the concern that the catch basin that was added int the Heights in the cul-de-sac does not appear to be working and that he has noticed additional water on the road from the homes above the catch basin. The Borough Manager asked if he would call the borough Manager when he sees this happening and or get video and photos SO that we can work with LCWSA and the homeowners to President asked what we could do about the: sewage truck parked on Cochran Ave. Wanted to knowi if we had an ordinance that restricted commercial vehicles from being parked oni the streets in the borough. There was discussion about the signs on Follow up - Borough Manager has given the solicitor the streets and traffic ordinance to have him review it to make sure that there are noi issues. The borough manager will also get some examples of ordinances that restrict commercial vehicles from being parked  state of Pennsylvania depleted over the next couple of years.  are offering to dredge the creeks.  etc.  Young Lungs at Play for our playground.  address any issues.
