REGULAR MEETING OF DRAVOSBURG BOROUGH COUNCIL OF NOVEMBER. 15, 2022 The meeting was called to order by Council President McKelvey' with the Pledge of Allegiance. RollCall Dzuro... Mols... Palcsey... Snodgrass.. McKelvey... "present ..present present (via telephone) present present Mr. Palcsey makes the motion to accept the minutes as written. Mr. Snodgrass seconds the motion. Roll call vote. Citizens Present Ms. Michelle Pry, her daughter Chrissy and Mary Ellen Konik request the residents be permitted to put out their trash at 5 p.m. instead of 6 p.m. as the Ordinance states. Itis pitch black out by 6 p.m. and some people have to carry their garbage further away from their place. The Housing Manager informed them that the borough would be enforcing the 6 p.m. time. After a brief discussion, Council authorizes the time change from 61 p.m. to! 5 p.m. during the winter months because oft the darkness. Ms. Brittany Heck of 412 Euclid is here to discuss a problem with one of her neighbors who is harassing them and their landlord. Aftera discussion, Atty. Gobel informs her she should get an attorney. Mr. Dennis Krajewski questions the status of the house by the bridge. Council President McKelvey replies we just finished up with demolition hearings. Mr. Krajewski questions if anyone showed up. President McKelvey says no. Mr. Krajewski questions if it will be demolished then?. President McKelvey responds yes. He then questions what about 116 Maple Ave and Bowens, are they getting demolished also? Mr. Krajewski questions what is going on with allt those vehicles upt #2 firehall? They were tagged but are all still sitting up there. Third Street School is another place that they are sitting up there with windows out, Ravine Street. You are not allowed to have uninspected vehicles on your property or on the streets. After al brief discussion President McKelvey informs him to write down the vehicles and license numbers President McKelvey responds yes. and we will turn them over to the police. Mr. Krajewski commends the street department for doing a good job. Mayor Mayor McKelvey reports there were 86 police calls fort the month of October. Everyone heard about that Mayor McKelvey comments he has mail regarding the Mon Valley Express Project. After a brief car being hit by the train at Boswell. A brief discussion follows. discussion, they willl be turned over to the engineer. 1 Solicitor Atty. Gobel comments we have an Ordinance that was properly advertised amending the Street Opening Ordinance No. 94-07. There will be a minimum fee of $150 for the first 25 sq. ft and a $100 inspection fee. Mr. Snodgrass makes the motion to adopt this Ordinance. Mr. Mols seconds the motion. Roll call vote. Gobel reports reads a Resolution prepared adopting the Revised Policy Manual as requested by the insurance company for renewal. Gobel reports we held the demolition hearings for the dangerous structures that fall under Ordinance No. 506. and heard testimony. We now need to make ar motion to notify the property owners and give them proper notice they are in violation oft this Ordinance and will have 15 days to correct. The properties are 8 Goldstrom, 5 Goldstrom, 204 Maple, 116 Maple and 106 4thSt. We heard testimony on 116 Maple Ave. and 106 4th St. Mr. Dzuro makes the motion for the Solicitor to properly notify the property owners. Engineer Ms. Branthoover states she gave her report during Caucus. 1) PAWC: still needs to repair Duquesne Ave. and Ravine St. 2) The Maple Avenue project is out for bid. There is a pre-bid meeting scheduled for Nov. 22nd and the bid openingi is Dec. 1st. 3) The GTRP grant applicationt fort the Ballfield was approved for $120,000. An LSA Grant application was also submitted fort this project. 4) Submitted an LSA Grant forar new dump truck for street dept. We should hear somethingi in November. 5) GEDTF applications were submitted for the US Steel Ballfield Parking Lot, Euclid Ave. Sidewalk Reconstruction and Street Reconstruction-Pine Alley, Spruce Alley, Mound. Ave, Scott Alley, Beech Alley, Alvin Street, Highview Drive and McClure St. nleton/Sent/fignted Property Mr. Dzuro has nothing to report at this time. Public Safety/Workers Comp/Fire President McKelvey has nothing at this time. als/Reraler/Cdmene Mr. Palcsey announces he has arranged for free flu shots to be given in conjunction with our Holly. Jolly Christmas Celebration on Dec. 2nd from 4:30p.m.-7p.m. Ifthere arel less than 10 people receiving shots, it will cost $65; otherwise, it will be free. Mr. Palcsey makes the motion for the borough to cover the $65 should we not get: 10 people getting shots. Mr. Snodgrass seconds the motion. Roll call vote. Finonce/Insurance/Negotiotions Mr. Mols makes the motion to advertise the 2023 Budget for public inspection on Dec. 5th. There willl be no tax increase for 2023. Mr. Snodgrass seconds the motion. Old Business Mr. Mols questions Mr. Palcsey where we are at with getting that light fixed down at Boswell; that'sal life saving feature. Mr. Palcsey replies the electrician from McKeesport was supposed to come overandt take care ofit. We needed to get al brighter light, a 400W LED one. He problem is the light is on a private pole and the electricity is being paid by Boswell Oil. When the light was installed, it was done as at favor by the McKeesport Electrician. Mr. Palcsey has used all his favors up as far as getting it done. Mr. Mols asks if he would like for him to reach out to the folks in McKeesport or should we wait until we get a brighter light. Mr. Sikora comments he will speak with Duquesne tomorrow about coming and changing thel bulb but as far as an LED light goes, we should think ofs something different. When the road gets wet, the water just reflects from the LED; maybe go with a higher wattage. After a discussion, Mayor McKelvey states he will talk with Rep. Pisciottano about this to see if he can help with this situation. New Business President McKelvey reminds everyone of our Christmas Celebration on Dec. 2nd.
