REGULAR MEETING OF DRAVOSBURG BOROUGH COUNCIL OF May 23, 2023 The meeting was called to order by Council President McKelvey at 7:00 p.m. with the Pledge of Allegiance. Roll Call Dzuro.... Mois.. Citizens Present Council President McKelvey comments if you are here to speak about the same issue, please have one spokes person address Council. Mrs. Cheyenne Ignat states that person will be their manager, Sheri Pattison. Ms. Pattison comments she believes the reason they are all here is due to the alley and would like an update from Councili inr regards to the paving oft the alley. President McKelvey responds we got the contract in and are waiting on the contractor to let us know when he will start, which should be the end of the week or next week. Ms. Pattison remarks to make sure we are all on the same page and that there is no confusion, you said the paving oft the alley is going to be begin when? President McKelvey responds it is going to be the end of the week or first of next. Ms. Honick interjects not to give a date since hei is on another job right now but it should be done by within a month. Ms. Pattison comment now it'sa a month? President McKelvey comments it is going to be done as soon as the contractor finishes the project he is on right now in North' Versailles. President McKelvey She questions the details, whether are they are going to grind or just overlay. President McKelvey responds he doesn't know the details. Al lengthy discussion follows and some other resident speak on this. The residents from First Street question the status of their request for permit parking. President McKelvey comment we are. moving forward withit. Theya aski ifwe aret taking their recommendation: fort the parking spaces and the drawing they prepared. Solicitor Matta responds he received that information and apologizes for not moving on it but he was in the hospital for two weeks. He will get it done but needs to meet with the engineer Mr. Scott Finney informs Council he would like to look into buying that property on that empty lot across the street from his funeral home where the building was torn down but does not know the proper procedure. Solicitor Matta informs Mr. Finney he could puta a letter ofi interest in for it and he would have to look into it as fara as what type of funds were used to demolish it, ift the property was liened, etc. Itwas before his tenure and isr not sure. Mr. Finney states he would like to put a sign there that says Weicome to Dravosburg if hei is ablei to get the property; he is not going to build anything there. President McKelvey questions him if he is going to use it as a parking lot. Mr. Finney responds no; he has enough parking. Abrief discussion follows. Ms. Dorothy Best questions if we were able to get any demolition funds yet. President McKelvey responds no, Ms. Best report that the Lamar property next tot thel bridge needs to be cut; the weeds and grass are overgrown. to go over everything. Al briefo discussion follows. not yet. 1 Ms. Best reports that 118 Maple has not cut their grass either and it is almost as high as the abandoned house and there are al bunch of little critters there. President McKelvey states Mr. Volpe has al list of properties that Mr. Glenn Allen questions what if high grass becomes a health issue like his. President McKelvey asks him what he considers a health hazard. Mr. Glenn responds he has a lot of health issues and has the same issue about high grass; it is his neighbor. Then there are the drugs in this town. Another thing is what can be done about Aresident from Scott Drive questions if anything can be done about the speeding there especially down by the playground where there are al bunch ofl little kids. President McKelvey said there are signs posted and doesn't' know how to make people read and obey them. Another resident says she stopped and talked with the police and he said he would be back tomorrow to tag those cars going around the speed bumps, speeding and not stopping at stop signs but he never came back. Another resident inquires what the policy is on the police patrolling the housing and the rest of the town; there has been a number ofs suspicious vehicles in and out. She feels we need more police presence. President McKelvey states they need to get the license number if possible and call the police and inform them there is a suspicious car there. After further discussion, Solicitor Matta comments he will be seeing the McKeesport Mayor at the beginning of next week over some other issues and will ask him if he can make sure when they make their rounds ini town to go through there and eveng go a little are getting notices for high grass; he has been working on it. the speeding. Adiscussion follows. slower through there; he knows they are short on police officers. A discussion follows. Engineer Mr. Glenn gave his report at Caucus but we have a couple Resolutions that need passed. The first one is for the GTRP Grant application for the ballfield in the amount of $240,745; the max you can ask for is $250,000. Mr. Palcsey makes the motion to adopt this Resolution. Dzuro-yes; Mols- Mr. Glenn second Resolution is for the Act 152 2023 in the amount of $105,000 for demolition of 7 properties - 5Fifth St, 5Goldstrom, 8 Goldstrom, 204 Maple, 1161 Maple, 106 Fourth, and 511 Ridgeview. Property Mr. Dzuro states he has no report. 2 Public Safety/Workers Comp/Fire Council President McKelvey has no report. Parks/Recreation Mr. Palcsey comments everything has already been taken care of. Streets/Property/COG Mr. Snodgrass reports we received a $75,000 grant from Senator Brewster and thinks we should start looking around because iti is going to take ay year to get one. nence/ns/Negototons Mr. Mols has no report. Old Business There is none. New Business Mrs. Honick comments that the lot consolidation we approved for 12 Lower Richland came back from the County stating we do not have a subdivision ordinance SO everything has to go through them. Council cannot approve it. She asked the county if they have changed something since our last approval in 2021. They said that was when COVID was in effect and they were working remotely.
