REGULAR MEETING OF DRAVOSBURG BOROUGH COUNCIL OF MARCH26, 2024 The meeting was called to order by Council President McKelvey at 7:00 p.m. with the Pledge of Allegiance. RollCall Dzuro... Mols.. Citizens Present Ms. Charlenee Kudla questions if we knew when the water company was going to take care of her lawn that they tore out when replacing the water lines. They said in the spring and it is now spring. She questions if someone could make another call to find out when they can plant the seed; it isal big mud hole and she cannot properly cut her grass. The engineer replies they know they have to take care of it but it hasn't been good Ms. Kudla questions if anyone knew how Mr. Glen Allen was since his incident and questions the police if they got the person who beat him up. Lt. Matthews responds it is an ongoing investigation. The incident happened February 28th and is not sure ift the detectives have gotten the videos yet. Ms. Best comments he is back in the Ms. Dorothy Best questions if wel have any demolition dates yet on the house on Maple. Mrs. Honick responds the County is supposed to get the signed contracts to COG: sometime in April. COG will then be able to put the projects out for bid and awarded hopefully sometime in. June or July. Once again, it is the County holding this up. Ms. Best states there were kids going into the housei fort the past 3 days and she doesn't know what is going on there. She walked down there yesterday and the day before that and there was a big long butcher knife Ms. Best reports the gentleman from 391 Maple that came tol her house begging fort food came to her house again and asked to use her phone. She refused and he said he needed to call his landlord. She said no. Council President McKelvey questions Lt. Matthews if he could confirm this address is a halfway house. He could not. and comments he will talk with Chief Steele about this. Council President McKelvey says in the meantime, he will have our Code Enforcement contact the landlord to find out what's going on there. Mrs. Honick questions Lt. Matthews if there is a way we can get copies of the reports for this address because we can't do anything according to our Ordinance unless we have copies of 3 police reports with disturbances. Mayor McKelvey questions if we can paint the curb or paint yellow lines there sO they can't park ont the street there. Council President McKelvey says we can put more no parking signs there. Mr. Dursa comments the contractor kind of knew there were would be more signs needed and Ms. Best questions when the water company is going to start on Euclid Avenue. Mr. Dursa comments they are going to replace the water lines there. He will talk with the water company and find out; they were supposed to start already. Mayor McKelvey comments we should contact the gas company too to see ift they can replace the gas lines there before iti is paved; getita all done at once. Mrs. Honick comments they were notified and they were supposed to be in touch with the water company. Ms. Best questions if it is going to be paved or cemented? Council President replies it will be paved. Mayor McKelvey comments we do not wanti it cemented because when you go down the new highway where iti is cemented, it's rough. Council President says he gets a lot of complaints about it being awful bumpy. Mr. Dursa comments it will weari in. Adiscussion follows. Council President McKelvey responds Mrs. Pattie Gross states she has a complaint about the former DVFD#2 turning into a garbage dump. Council President McKelvey agrees with her. She states that Mr. Rick Smith who owns it is renting it out and they are running al business out of there. After al lengthy discussion, Council President requests the solicitor to send the property owner a notice that we would like a meeting and he cannot rent it out to a business. This is zoned residential now. He also needs to clean up this property. The property address is 1207 Luscombe Lane. Mr. Gross reports the VAI is providing free tombstones to the graves of the Civil War Section of our cemetery. There are 8 ordered now and we are getting a total of 32. He is asking Council for assistance from the Public Works Department and their truck to get the supplies needed when the stones come in. Council agreed tol help we are going to vote tonight to put it up for bids. in any way. Mayor/Police department. Solicitor Mayor McKelvey reports there were a total of 71 police calls last month. He doesn't know about the fire Atorney Rosso reads a Resolution approving a $120,000 loan from First Commonwealth Bank for a 60-month term at the interest rate of 5.15%. The signers of this loan will be the President of Council and the Borough Manager. The purpose of this loan is for the purchase of our new 2023 Ford F550 Truck for the Public Works Dept. Motion carried. 2 Attorney Rosso reads a Resolution amending the Dog Catcher Agreement with WRWHS which approves and authorizes them to issue citations under our Animal Ordinance. Mr. Mols makes the motion to adopt this Resolution. Mr. Snodgrass seconds the motion. Before Council votes, Mr. Mols questions Lt. Matthews ift the police dept. is aware that we do not use Sable Kennels as our Animal Control Officer; it is Who Rescued Who Humane Society from Clairton. Lt. Matthews responds hei is nots sure; dispatch usually contacts Sable Kennels. Mr. Snodgrass questions if we should write a letter to dispatch to notify them of this change. Lt. Matthews replies no, next time the police get a call for animal control, they will notify dispatch to contact WRWHS and not Sable Kennels. Dispatch will then put this change in their system. Motion carried. and requests to have the chief put up some type of notice Attorney Rosso comments there has been discussions on amending the Pod Ordinance to include dumpsters and any other type of containers. Currently the Pod Ordinance has a permit fee of $25 for 30 days andi it can be extendedifapproved. and toi include the dumpsterl language int this Ordinance. Mr. Snodgrass makes the motion to authorize the solicitor to prepare the amended Ordinance for next meeting with these language changes. Mr. Dzuro seconds the motion. Roll call vote. Attorney Rosso reports on the lot consolidation request of 222 Corrine St. There is a problem with the County that Animal Control for Dravosburg is WRWHS. Motion carried. and the street name; it is not listed correctly with the County. Engineer Mr. Dursa reports the contractor is scheduled to return to complete the Maple Ave. project around April 1st providing the weather permits. There are a few items to complete = line painting, crosswalks, widening the road by Clancy' 18", finish the wall and the street lights need installed by Duquesne Light. The smoothness on Mr. Dursa reports on the ballfield project. The contractor is waiting on the partitions for the bathrooms. As soon as they are in, he will install them and finish the project. Mayor McKelvey questions if there is going to be al handrail there on the side where the bathrooms are. Mr. Dursa states it was not included in the project but Mr. Dursa reports we are still waiting on the $60,000 demolition grant money from the County. Mr. Palcsey questions if Council will have to approve or modify the Weight Limit Ordinance on Maple Avenue since we had one in place prior to the road being done. Mr. Dursa replies they puta a foot of concrete in that road; Council can do away with that Ordinance. After a brief discussion, we will no longer need a weight A discussion is held regarding the garbage trucks and other heavy trucks on our alleys and roads. Ms. Kudla comments she thought we had a Garbage Ordinance that states we have to contract with Waste Management. Mrs. Honick replies we do but a home with more than 3 units is considered a business and they can contract with whoever they want. She believes they are required to have a dumpster but will look into it further. restriction. Council President McKelvey replies yes, he has contacted them several times and they keep saying they are going to take care of it; it's been going on for over 2 months. Mr. Mols asks if they have been cited. Council President McKelvey says no, not yet; we are hoping this letter from the solicitor will gett them moving. Al brief discussion follows.
