REGULAR MEETING OF DRAVOSBURG COUNCIL OF JUNE 18,2024 The meeting was called to order at 7:00 p.m. by Council President McKelvey with the Pledge of Allegiance. Roll Call Dzuro.. Mols.. Palcsey... Snodgrass.. McKelvey.. -present -present ..present (via phone) ..present (left early) present At this time, 7:03 p.m. Mr. Snodgrass was called into work and left the meeting. Dzuro-yes. Mols-yes. Palcsey-yes. McKelvey-yes. Motion carried Mr. Mols makes the motion to approve the minutes as written. Mr. Palcsey seconds. Roll call. Citizens Present Ms.. Johanna Frenchik. of6 6Goldstrom Avenue. This is Brandon Crivitz; he isi not from Goldstrom Ave, he's here just here to say hi. Council President McKelvey asks her if she has anything she wants to bring up. She responds she don't know when the appropriate time was. She was kind of reading down the list of what we put on the agenda from last time. The house she just moved into, the house next door, it is falling apart and she's been told a couple of times that it was going tol be torn down and was just hoping to get an update on that. President McKelvey asks her what was the address about the home that she would have a concern with. She believes it's 8 Goldstrom. It's the house that's literally falling in on itself. And there have been people coming in and taking stuff out, which she doesn't think they were the owners and were not allowed to. President McKelvey responds no, they weren't; we boarded one up. The doors were open for weeks. Ihad called the borough and also the McKeeport Police The bids for demolition will be opened Monday at COG, and then we'll know from there. She questions ifher, and alsol I assume the guy on the other side of the house, will be notified if, we know when, demolition is going to begin. .She is worried about, youl know, about damage being done to her property,you know, her vehicle and stuff. President McKelvey states yes, you'll be notified. The contractor is responsible for all President McKelvey questions if there is anything else she wants to bring up? Ms. Frenchik responds, Oh, gunshots. She'sl heard a lot of gunshots lately, but don't know where they're coming from. Mayor McKelvey comments are you sure it wasn't any fireworks? She responds she doesn'tknow. but there was one on Goldstrom Avenue. It's fireworks time and she'st been hearing fireworks. Yeah, the first time she heard it was two months ago and it was on Goldstrom Avenue. She happened to be awake, it was 2 o'clock in the morning, and a car came speeding up the road. And then the cop showed up ai few minutes later. President McKelvey asks the Police, if they have gotten any calls on gun shots? Police responds he knows they had shots fired, but they were that and any damage that may occur. She responds Okay. 1 coming from a wood line down by the train. It was one of the calls. Mayor McKelvey questions ifit was by the pipeline? He responds Yeah, I believe SO. That was the one call we were on. If he could look through that call, he'd be able to tell us. Mayor McKelvey asks her what day it was. Ms. Frenchik says she wishes she would've written the date down but doesn't know. It was af few months ago. Atty. Matta states any time you hear shots, dial..9-1-1 right away. Ms. Frenchik comments you know, now, as it's getting close to the 4" of. July,youj just don'tknow. Is itthe blasting from the turnpike? Is it fireworks? Is it gunshots? Because it all sounds alike-- Blasting from the turnpike; more fireworks than anything else. President McKelvey says he has been hearing fireworks and asks her if she has anything else. She responds Um, no, thank you. Mr. Dennis Krajewski questions when you are coming down the hill, why don't we have a turning signal going to 6th Street? President McKelvey questions 6th Street? Turning signal? Mr. Krajewski says yeah, that red light changes green on both sides. Coming down and coming up, it turns green. You can't turn to the left there. Mr. McKelvey says to him, you...turn left onto 6th Street? Mr. Krajewski says, Yeah, onto 6th Street. President McKelvey responds Well, you do it at your own risk. There's not going to be a light there, too. Mr. Krajewski says no, not 6th Street. What's the next one? 5th Street. President McKelvey says there is a turning signal there. Mr. Krajewski says you don't get an arrow. President McKelvey says Yes, you do. Mr. Krajewski says Oh, you do? You get an arrow coming down the hill? President McKelvey says yes, and it's an arrow before people coming up the hill light turns green. Mr. Krajewski says Alright, I'll check itout. President McKelvey says he thought Mr. Krajewski stayed up on all that stuff and questions Mr. Krajewski questions if we are done with the ballfield yet? President McKelvey responds we're still ini negotiations for that. Mr. Krajewski says we're going on a year now; the doors need painted, the water fountain isn'tin. President McKelvey states we are getting all this on tape and we'll check out all that. Mayor McKelvey comments and the hand railing isn't up. Mr. Krajewski comments he didn'tlooki inside the bathroom; is there a commode in there? President McKelvey says yes. Mr. Krajeski questions ift they are. Handicap accessible? President McKelvey responds yes. President McKelvey says you can go there and try them out. Mr. Krajewskiresponds: they're down there right now; I saw them. President McKelvey says, yes, the Soccer Team is there on was the tree cut down? Mayor McKelvey responds yes it is down. Tuesday night. Mr. Krajewski comments he doesn't miss too much does he? Okay, that concludes the citizen's portion. Mayor Mayor McKelvey reports there were 88 calls and they weren'th here the month before. That was the April report and he doesn't have a May list total. He states could count them all off. Other than that, Mayor McKelvey requests tol have a copy of the police contract. 2 Solicitor Atty. Matta comments he has one item. Iti ist the Resolution: regarding the traffic signal maintenance agreement. Mr. Mols makes thei motion to adopt this Resolution. Mr. Palcsey seconds the motion. Roll call. Dzuro-yes. Mols-yes. Senlaton/CrmyPiphed Property Mr. Dzuro comments hel has no motions. He informs everyone about the demolition of properties that will be going oni in town - 51 Fifth Street, 5 Goldstrom, 8 Goldstrom, 1064", and 204 Maple. Bids will be open onl Monday, June 24" at 10 a.m. at the SRCOG Building. Atty. Matta comments depending ont the size oft thel home, the average price is around $10,000. Abriefdiscussion follows. Public Safely/Workers Comp/Fire President McKelvey has nothing to report. Parks/Recreation Mr. Palcsey makes a motion pending the engineering and solicitor approval that the invoice for the ball fields be paid when applicable, Mr. Mols seconds Roll call. Dzuro-yes. Fnance/nsurance/Negotiations Mr. Mols states he has no motions. President McKelvey states Mr. Snodgrass is not present, but they are opening bids on Monday, Old Business Mr. Palcsey questions ift the sale oft the old truck has been completed andi ifeverything's been done? President McKelvey states yes, the guy's driving around in it already. Mr. Palcsey asks if the new truck has met everyone's, or the street department's, specifications and expectations? President McKelvey responds yes, he thinks; they designed it so it's what they wanted. 3 New Business Mr. Mols comments last month we talked about this; we: made a little bit more money on that old truck than we anticipated. So, he would like toj put the extra amount that we did not anticipate on getting towards the loan for the new truck. He makes a motion toj pay $15,000 on the new truck payment using the profits from the old truck sale to: forego some: interest on the new truck payment. Mr. Palcsey seconds the motion. President McKelvey questions if there is a reason he doesn't want to do the total amount. Mr. Mols says, Um... 30? Mayor McKelvey states he thought that's what we discussed last time, putting it all on it. Mr. Mols responds no, in the interest of the Plavcheck check payment, maybe, I mean, we were going to put $15,000 on it. We were hopeful we'd get that for the truck; so, if we get to the end of the year and we. have some we can certainly do that. He thinks this is a happy medium of paying down some interest and maintaining a little coffer there in the in the event we get jammed up. President McKelvey says Okay. Roll call. President McKelvey states this brings him to a motion for approval of bills. Mr. Mols makes the motion to pay the approved bills. Mr. Palcsey seconds. Roll call. Motion carried. yes; McKelvey-yes. Motion caried.. ito on me. Mr. Dursa states his first meeting ran over 15: minutes. Engineer Mr. Dursa comments okay, we can go over this pretty quickly. Maple Avenue Turnpike Project, down there, they finished the line painting SO, does anybody elsel have any comments on anything? We're still holding money on them. I mean, does everything look all right? Mayor McKelvey comments other than a bumpy road. Mr. Mols comments that noise will go away when you get older, you won't be able to hear it. Mayor McKelvey says or you could wind up your windows. Mr. Dursa says, okay, other than that, the line painting, everything was completed. President McKelvey questions if we're still waiting on Duquesne Light? Mr. Dursa responds yes and questions Mrs. Honick if they have come back and did anything. She responds no. Mr. Dursa states we've been in contact with them for how long Brenda. She: responds for a good while. Mr. Dursa said they were supposed to do it. He even gave them an estimate but we haven't heard anything since then. So, we. just have to keep on them to make sure that it gets done. President McKelvey comments the Duquesne light part ofi it falls under the Turnpike too, right? Mr. Dursa responds yes. He'lll have to take a look at that. Mr. Mols comments they might have some more leverage than us. Mr. Dursa states we had, light poles and everything at one time. We took a lot of that stuff out because we were over our budgeted allowance. He thinks it said $5,000 or something around that to put that pole in and run the wires down to it. President McKelvey says okay. Mr. Dursa wants to make sure we can atl least get that one pole out of the way. Okay. 4 Mr. Dursa reports the GTRP grant, for the ballfield wej put in for was $240,000. We were awarded $50,509 and that's for the rest of the concession stand. So, what they want to do is, he would like to talk, what we can do at a council meeting or whatever, we want to make sure we. discuss what we want to do this time and we're going to try tol hold to it. So, he thinks the last time we spread everything out too much. This time he just wants to concentrate on certain areas to get itc completed. So, he thinks the original project, if he's not wrong, he thought it was like paving and stuff like that and asks President McKelvey if he wasn't right. President McKelvey says paving was part of it. We'll never pave it for that and it wasn't everything. Mr. Dursa says yes, we're not going to pave it. But the 50,000 bucks that you got now to do that, you might as well forget about the paving because it's going to cost five times that much just to do that parking lot. Mr. Dursa reports the demolition, the bids we have is going to be open Monday, That's for 5 Goldstrom, 8 Goldstrom, 55th Street, 106 4th and 204 Maple. This is under CD49 year. Mr. Dursa comments he doesn't know what CD50's was awarded yet and we're going to be submitting CD51's soon. They kind of take a good while now to get everything awarded. So,a lot ofs stuff we're just catching up with CD49. They. just awarded that. So, they're like ay year behind. So, but something wel have to talk, you know, everybody has to talk about, because that is coming up in the future. The PreApps come out in August and have to be filed in Sept. The ballfields are done except for putting up the signs on the doors and the water fountain. Ifyou want a water fountain, it will be around $1900. We can include that in the new grant. Mayor McKelvey questions about the railing and grading. A brief discussion follows. Mr. Dursa reports the second round ofLSA grants, the awards should be coming up in November. The items we applied for, Jimmy Clark Field, Handicapped Ramps, Fourth and Sherman Wall, President McKelvey questions if we want to stay after the meeting and talk about this next grant and what we want to go after.
