REGULAR MEETING OF DRAVOSBURG BOROUGH COUNCIL OF JULY18, 2023 The meeting was called to order by Council President McKelvey at 7:00 p.m. with the Pledge of Allegiance. Roll Call Dzuro... Mols.. Council President McKelvey comments we did receive a demolition grant in the amount of $60,000 but have not determined which Ms. Best reports the Lamar property on Maple Avenue has overgrown weeds. President McKelvey comments Ms. Best comments that the yellow house (1161 Maple) has been cutting grass there but leti it lay there. President McKelvey states that property was just purchased thru Sheriff Sale. Atty. Sam Dalfonso responds he did some research and that property was sold free and clear. The new owner is a. Jesus Lopez. He got that information from the County but they would not give him a phone number to get in touch with him. A brief discussion Mr. Dave Crouch from First Street questions the status of their request for permit parking. Atty. Dalfonso comments the Ordinance did not get advertised. He needed to get clarification on exactly which homes were to get parking spaces and if Council wanted to include the whole street from Euclid to Sherman. Ifso, would the homes on the corners of Euclid and Sherman be included. Council decided just the home on 15 Sherman since there is no parking for him on Sherman. He has requested 2 spaces, along with the 2 spaces for 109 First since she does not have a garage to parki in. A discussion follows. 1 Mr. Charles Gross, Tax Collector comments MASD could not find a person to do the school taxes. They have hired Keystone Collections now. Tax bills have not gone out yet; maybe next week. He reports the good news though is that the Homestead Act has gone up from $17,000t to $22,000 which mean an additional $120 savings Ms. Brittany Hoffman of 12 Lower Richland is here to see whati is up with her permit for the garage they want to build. Mr. Volpe told her! he had to meet with Council before issuing the permit to make: sure everything on the lot consolidation went through. President McKelvey comments we will check with him tomorrow and find out There are several homeowners here from Riverview regarding an incident on the 4h of July. Mr. Devin Ross is the spokesperson for this incident. They claim the residents at 508 Ridgeview were having a party and lighting off "bombs", not fireworks, from sundown till after 11. They were all over the neighborhood. He and other neighbors called the police. They showed up and investigated and reported back to them that the party at! 508 Ridgeview were not violating any laws; they checked and all they found were fireworks. The police were called there 3 times that night and every time they showed up, we got the same answer that they were not breaking any laws. They alli feel the police gave ineffective responses. Assistant Chief Steele responds when the officers showed up, they went through everything they had there; it was all legal and they were not breaking any laws and everything was ok. Mr. Ross states well it went on all night and there were aerialexplosions, notf fireworks. Assistant Chief Steele will go over the reports because he was not aware of all these incidents and report back next month. This has happened a few other times with them setting off bombs, not just on the 4th. Aftera lengthy discussion, we will notify the property owner to control their tenants and advise them to respect their Mr. Andrew Sikora, Public' Works Foreman reports the upper half of Euclid Ave. has sunk in even more. from last year. Sam Dalfonso comments he got the clarification for the First Street Ordinance tonight and will have the Atty. Dalfonso reports they will be working with the new property owner of 116 Maple and will try to get a plan Atty. Dalfonso reports they will get a demolition lien filed on the demolition property at 214 Fourth Street will be going up for Sherrif Salei in the near future SO we are going to want to get a claim in on that to make sure we Atty. Dalfonso comments he will be looking at our Landlord Tenant Registration Ordinance to see if there is anything in there that needs tightened up. It may actually help deal with some of those issues where there are Atty. Dalfonso reports we sent him over a copy of Sable Kennels Contract. There is a 30 day out provision so if Council every want to explore that or get out, just let them know and they can send a letter out. Mr. Dzuro Ordinance ready sO Council can adopt it next month. on what he is going to do with the property. get something back on that property. repeated calls that could be in violation potentially for eviction. thinks we need to do that. President McKelvey comments we have to geta a proposal first. 2 Engineer Mr. Glenn presents invoice #21 from Pugliano Construction for work done so far on Maple. Avenue in the amount of$194,725.46; this includes a 10% retainage. Mr. Dursa has been on site and checked out the worka and agrees with the invoice. The invoice has the supporting documentation and it is recommended for payment. Mr. Mols makes the motion to submit the invoice to PA1 Turnpike for payment. Mr. Dzuro seconds the motion. Roll Mr. Glenn questions Council if we still want him to pursue looking into a truck through Costars for the public Mr. Glenn reports the ballfield contractor will be starting after. Streets/Properly/COG No report. Anence/ns/Negetetens Mr. Mols makes the motion to purchase a file server for the office since ours is a 2012 and Microsoft will no longer support it.
