REGULAR MEETING OF DRAVOSBURG BOROUGH COUNCIL OF FEBRUARY21, 2023 The meeting was called to order by Council President McKelvey at 7:00 p.m. with a moment of silence as requested by Mr. Palcsey for all the fallen officers in Allegheny County. Citizens Present Mr. Charles Gross, Tax Collector, states he will be able to start processing the taxl bills shortly. Mr. Dan Krajewskiquestions if wel heard anything backi from the gas company on replacing the lines on! Luscombe Lane. Mr. Glenn will contact Peoples Gas Company and let Mrs. Honick know their response. Ms. Ann Toth questions if Mr. Volpe is going to go after her neighbors about their hedges; it willl be spring soon and they will be filling in again; we have ordinances against high weeds and grass; they should be cited; it has been 4 years like this. President McKelvey comments he will discuss this with Mr. Volpe in the morning. Ms. Dorothy Best welcomes Mr. Palcsey back to the Council meeting; it's nice to see him. have not received any grants for demolition yet. Al brief discussion follows. Ms. Best questions if we have heard anything on the grants for demolition. President McKelvey responds we Mr. Dennis Krajewski questions what the borough is going to do about thati fence on Maple Ave going down the hill to Clancy's. President McKelvey responds that job is going out for bid; a whole new road, sidewalk, lights, etc. Afteral brief discussion regarding this project, Mr. Snodgrass reports this project will be done this year. Ms. Brittany Hoffman and Mr. Bryan Matthews are here about the lot consolidation of 12 Lower Richland. Mr. Charles Gross reports that Mr. Krajewski questioned about the vehicles at DVFD#2. Aftera al brief discussion, Mr. Mols comments as at follow up on this, hel knows he brings it up every couple of months, but that particular property we are talking about is zoned as a single-family residence. We have not received any variance on this property sO we are to assume that it is a single-family residence. Another discussion follows. Solicitor Matta comments what probably happened there is when the fire department built it, they probably had a nonconforming use because it was a fire company; he's sure that's why it was done at that time. When they discontinued using it asa fire department, it goes back to whatever zoning was in place for that property; the nonconforming use would have been gone since they are not using it for the same purpose anymore. A brief President McKelvey states that it has already been signed off on. President McKelvey comments we will have the police go back up there. discussion follows. 1 President McKelvey introduces our new Solicitor, Gary Matta of Dodaro, Matta and Cambest. Solicitor Matta introduces himself and informs everyone if they ever need to get a hold of him, contact the borough manager and she will get int touch with him and he will get backt toy you. Hei is a local Mon' Valley guy and will try to do as good of aj job as Mr. Gobel has done overt the last 41 years. Mayor Mayor McKelvey comments we already heard from the police. Mayor McKelvey states hei is going to get a letter out to US Steel asking for a donation for dirt for the ballfields. Solicitor Atty. Matta reads a Resolution approving the lot consolidation of 12 Lower Richland that was recommended to this Resolution. Mr. Mols seconds the motion. Roll call vote. Matta reads a Resolution approving and accepting a 2 year renewal contract for animal control services with Sable Kennels effective February 1, 2023 - January 31, 2025. Engineer Mr. Glenn comments we discussed everything during Caucus: 1) PAWC will make repairs to Duquesne Ave in the spring. 2) Maple Ave. bids will be opened on Feb. 231d at: 11 a.m. in the borough building. 3) AC GTRP Gant application was approved for $120,000 for the ballfields and is currently out for bid through COG. Bids will be opened on March gth at 10 a.m. at COG. An LSA Grant application was also puti in for the ballfields but the CFA Board hasn'tmet) yet; they will try again in February. 4) An LSA Grant was submitted for a new dump truck for the Street Department but the grants have not yet been announced. 5) Minnifield has been awarded the demolition contract for2 210 4th Street at the cost of $70,000; they will contact him to request an update for the demolition. 6) GTRP Grant Applications are open now and due by May 315t. The grant has Mr. Glenn informs Council he will contact the Gas Company1 tomorrow regarding Luscombe Lane and report back Mr. Palcsey questions Mr. Glenn if there is a time frame once the Maple Ave. project has been awarded as to the start date. Mr. Glenn responds no, the procedure for this is they willl have to get the contract signed, their insurance certificates and bonds in. Then we will have to contact the Turnpike Commission because we know there is additional money that we are going to seek from them in addition to the grant they! have given us. Mr. a $250,000 maximum and a 15% match. to Ms. Honick. Palcsey questions theni it will be probably late this year or early spring? Mr. Snodgrass and Mr. Glenn respond no, it will be done this year. enteton/crent/Bigntez Property Mr. Dzuro states he has no report. 2 Public Safety/Workers Comp/Fire President McKelvey comments we need to look into the playground wall on Sherman Ave. for public safety; we looked ati it once before but never made any decisions oni it. Council asks Mr. Glenn to look at it and give usa an estimate. Mr. Glenn replies we can put in a second grant for that. Council agrees. It's the old Third Street Playground on Sherman Ave. side. Abrief discussion follows. Parks/Recreation Mr. Palcsey comments he has nothing to add to the report but we are going to put in for a second round of grants for the ballfields. New Business Mr. Snodgrass makes the motion for the Borough of Dravosburg to donate $5000 to the Fallen Officer Sluganski Fund for his fiancé and daughter. Mr. Palcsey seconds the motion.
