REGULAR MEETING OF DRAVOSBURG BOROUGH COUNCIL OF FEBRUARY: 20, 2024 The meeting was called to order by Council President McKelvey at7 7:02 p.m. with the Pledge of Allegiance. Roll Call Dzuro... Citizens Present Ms. Lois Franks is here to complain about the speeding on Richland and people making U-Turns there after the barriers. She feels something needs to be done and questions if we could put in speed bumps. President McKelvey states we would need County approval; iti is their road. Ms. Best questions ift they are going to take the barriers further. President McKelvey states there have been talks on it possibly at a later date; maybe after Ms. Dorothy Best reports about this gentleman going around the neighborhood knocking on doors and asking people for money and/or food. He lives down at the end of Maple in those apartments. Sgt. Goss replies to call 911 immediately. Thati is a halfway! house there. Ms. Best comments: about the drugs and needles beingf found. He reminds everyone if they see anything suspicious to write down license plate numbers and turn over to the Ms. Kudla comments that we have new sidewalks and curbs on Maple Avenue and there are cars going over them to park and they are going to be ruined. She asks if we can do something about that. Aftera discussion it is noted that Foreman Sikora is to be tagging illegal parked cars and will designate one day of the week or at Ms. Kudla questions ift there is going to be a clean up dayi in Dravosburg this year. Council hasn't discussed that yet. Sgt. Goss comments ifv we do, we: should contact the medicsa and they could supply us with boxes and gloves to dispose of the needles that we find because we are going to find them. President McKelvey responds we have not received any demolition money yet. The County is 2 years Mr. Glen Allen states this town is going through a major transition. President McKelvey comments we know that. Mr. Allen suggests and maybe we could create some type of Revitalization Committee since no one here is in charge oft that. President McKelvey states they will be backi in Marcht to finishi it; same with Maple Ave; they willl be back in March tot finish the work there. Mr. Glenn comments that they will be back March 15th to finish up the work. Mr. Krajewski questions what's up with the Third Street Wall. President McKelvey replies we put in a grant for Mr. Krajewski questions when the water company will be starting on Euclid. Mr. Glenn replies the plan is to replace the water line around March 5th and possibly the gas lines. The water company willl be doing their work Ms. Barb Stevenson is here to complain about the house at 407 Ravine. Itis dilapidated and the doors are wide open. Something needs to be done with that property. Ifv we need a name, she looked it up on Zillow andi it has the name of the Real Estate Agent. She also states that Jackson's house on 4th Street needs to be torn down; actually, that whole block of 4th street needs to be demolished. A discussion follows. Mayor/Police Mayor McKelvey reports there were a total of 65 police calls last month. He doesn't know about the fire department. He requests this information be posted on our bulletin board for the residents to see. Mrs. Honick will make sure it is posted on the borough's face book page also. Solicitor Atty. Matta reports we opened bids for the sale of the Curry Hollow Property, L/B 384-B-75. There was only one bid and if Council sO wishes, a motion is in order to accept the bid from Bradley & Territo Properties. Mr. Mols makes the motion to accept the bid from Bradley & Territo Properties for the Curry Hollow Property, L/B 384-B-75 in the amount of $32,250. Mr. Snodgrass seconds the motion. Roll call vote. Motion carried. 2 Engineer Mr. Glenn states his report was given at Caucus: 1) Pugliano Construction expects to be back in March to complete the Maple Ave. project. 2) We applied for a $250,546 grant to pave parking area and pavilion rehabilitation of the ballfields. We received $50,000 and are awaiting acknowledgement from the State. 3) Plavchak expects to return March 15th to complete the interior bathroom work. 4) CD50 apps applied for: Street Reconstruction-scott Alley; Beech Alley; 4th St (Sherman to Euclid); Alvin (Raymond to Duquesne); Ridgeview (Highview to Clearview); Valleyview (Ridgeview to Melrose). 21 Handicap ramps throughout the borough; Sherman Ave. Wall; Ballfield Improvements. 5) LSA Grants applied for: Jimmy Clarke Park Recreation; Handicapped Ramps; Sherman Wall; Demolition; Paving and Public Works Garage. 6) PAWC will be commencing work on Euclid Avenue and we are to keep the bricks. The street will be paved to meet the Mr. Glenn reports a motion is required to apply for a GTRP Grant for the Ballfield. He requests Council put in writing what we would like to apply for sO everything is covered. HE doesn't want us to get the grant and then say something wasn't included; ifiti is in writing, he will know exactly what to apply for. Mr. Snodgrass makes the motion to apply for a GTRP Grant for the next phase of the Ballfield. Mr. Palcsey seconds the motion. Roll Mr. Glenn reports there is a grant out there for buildings as we talked about in Caucus. He will apply for this grant but again, needs something in writing as to what we would like to apply for. Old Business Mr. Snodgrass comments the County has been notified about the steps going upi to the bridge. It probably will not bei fixed until summer. Ms. Best questions why the sidewalk is closed. Mr. Snodgrass responds because of the section on it where that car went through at the end of bridge on Glassport side has not been fixed; it is Glassport's sresponsibility, not the County. New Business Mrs. Honick questions if Council is taking action on that street lighti in Locust Alley.
