REGULAR MEETING OF DRAVOSBURG BOROUGH COUNCIL OF AUGUST15,2023 The meeting was called to order by Council President McKelvey at 7:00 p.m. with the Pledge of Allegiance. Roll Call Dzuro.... Mols.. Dzuro-yes; Mols-yes; Palcsey-yes; Snodgrass-yes; McKelvey-yes. Motion carried. Citizens Present Mr. Charles Gross reports on the progress of Luscombe Lane sewer lines; it is going fairly well. It has taken 1 house 2 weeks to get done because of the rock up there. They have 6 houses done and have 6 more to do sO maybe around the end of September it will be done. Then you have the water company; they are going to put in new lines after that. So, if we are lucky, they may be able to pave around November. He questions the engineer when they are connecting the news sewerl linesi ifthey are separating themi from thes storm sewer water. Mr. Glenn responds yes; it is illegal to have the storm water connected to the sewer lines. Mr. Snodgrass questions ift the gas company has replaced their lines yet. Mr. Gross responds yes. Abriefdiscussion: follows. Ms. Ann Toth questions the police officer of what is going on in the borough. We don't have a paper anymore and it seems like if there is any police activity in the borough, we never find out what is going on. Al lot of the other towns list the police activity on their Facebook page. After a brief discussion, Mayor McKelvey saysy yes, Mr. Dave Crouch is here about the parking permits and Ordinance for First Street and states it looks like we are going to take care ofi it tonight. Aftera discussion, Council President McKelvey: states our Street Dept. will paint we can post them on our Facebook page. the lines next week and the Secty. will get the letters out with the permit application. Mayor/Mckeesport Police/Ambulance Mayor McKelvey reports there were 73 Police calls in. July. Mayor McKelvey questions the work at the ballfields and if there is going to be enough room for more than 1 person int thel bathrooms. President McKelvey states he doesn'ti have the plans andi is not sure. Mr. Glenn states the plans call for ADA Accessible sO they are going to be bigger. A discussion follows. 1 Mayor McKelvey reports by State Law, the Fire Dept. Chief can write out citations for parking violations and asks Council if they would go along with that. President McKelvey questions what our Ordinance says. Fire Chief Sikora tells President McKelvey thati is thei information he sent! him and Mr. Snodgrass. Ap parking violation isnot ac crime, it's Ordinance, correct? Sgt. Gault replies it can be, it's either enforced under State Statue or Borough Ordinance. Fire Chief Sikora responds so, parking in a fire lane, parking on a yellow curb, sO on and sO forth, there are municipalities in PA that have enforced it. The Emergency Management and Fire Chief have the privilege of basically going out and enforcing iti instead ofit falling on either the Police Department or Ordinance Officer. As long as it is supported by Council and the Police Department has its blessing on it, it could be supported. After a discussion, Atty. Dalfonso requested this information be forwarded to him and he will look into it and check our Ordinances. Solicitor Atty. Sam Dalfonso reads the Ordinance prepared for First Street Permit Parking giving each homeowner a 30' designated parking space in front of their property. Atty.Dalfonso readsa Resolution prepared to "Optl In" fort the County CD years 2024, 25 and: 26. Mr. Mols makes the motion to adopt this Resolution. Mr. Dzuro seconds the motion. Roll call vote. Motion carried. amount of $70,000. Engineer Mr. Glenn reports everyone has a copy of his report. Mr. Glenn comments that the CD50 Pre-Apps are due next month along with the LSA Grant. Demolition is an eligible project and asks Council let him know what to apply for. Some items to apply fora are the Retaining' Wall on Sherman at Fourth, Jimmy Clarke Park improvements, Handicap ramps throughout the borough. Mayor McKelvey questions if dirt for the ballfields would be an eligible project. Mr. Glenn responds yes. Mr. Glenn reminds Council that he filed a 2023 GTRP Grant for the paving of parking lot and replacing the two Mr. Glenn presents invoice #3 for Pugliano Construction for the work done on Maple Ave in the amount of $476,375.04. This amount is with a 10% retainage and will need Councils' approval for payment. Mr. Glenn reports he did the research as requested for a new borough truck. He is recommending we go with Stephenson Equipment, at the cost of $136,980 ift the Ford F650 has 4-wheel drive. Stephenson will finance for a5 5-year period, with an annual payment of $14,050 at the interest rate of 6.49%. We willi find outi ift the F650is pavilion roofs at the ballfield. a4-wheel drive or not. Public Safety/Workers Comp/Fire Council President McKelvey comments we need to discuss the dog catcher and whether we should switch or not. He personally feels we should. Parks/Recreation Mr. Palcsey reports work ont the bathrooms at the ballfield has started ande everything seems tol be goings smooth according to the engineer. Hopefully the work will be completed soon as the materials come in. Streets/Property/COG No report other than deciding what we are going to do about the truck.
