REGULAR MEETING OF DRAVOSBURG BOROUGH COUNCIL OFAPRIL 18, 2023 The meeting was called to order by Council President McKelvey at 7:00 p.m. with the Pledge of Allegiance. Roll Call Dzuro.. Mols.. Palcsey.. Snodgrass... Mckelvey.---. .present -.present ..present -present present Mr. Palcsey makes the motion to accept the minutes as written. Mr. Snodgrass seconds the motion. Roll call vote. Dzuro-yes; Mols-yes; Palcsey-yes; Snodgrass-yes; McKelvey-yes. Motion carried. Citizens Present Ms. Sheri Pattison, the DHAI Manager, questions whati is going on with Spruce Alley. Council President McKelvey responds we are going to address that at the next meeting. She states she was told by Ms. Honick it was going to be addressed this meeting. Ms. Honick responds she told her it would probably be this meeting if we got the Ms. Pattison comments the 2nd thing is she has requested 21 times verbally to have a meeting with Council, their board and the solicitors and today she put it in writing. President McKelvey responds yes, he received that and comments our next Council meeting will be the 23rd of May; we can meet prior toi that meeting. A resident who lives in the housing comments she thought everything was supposed to be done with Spruce Alley sO why are we waiting another month. President McKelvey comments that Spruce Alley is not going to get paved until we get the funding. That road is able to be driven on now and he doesn't know why they are not letting them drive on it. Ms. Pattison questions what he said and who is going to carry the liability if someone Ms. Dorothy Best states she is here to find out if we received grant money for the demolitions yet. President McKelvey comments no, that funding has not come through yet. She questions the status of Bowen's; it was supposed to come done a couple of weeks ago. President McKelveyi informs hert thati is to take place this Friday or Saturday. They had to wait until the asbestos removal inspection reports were complete. Mr.J Jeff Miller of3 301 Euclid is here to talk about the sewage issues he is having at his home. Hei is having sewage backup issues inl his basement. He has had plumbers out and they all say the same thing. He has hadi it camarad and there is a broken pipe there directly below the overflow pipe. Aftera lengthy discussion, Solicitor Matta requested Mr. Miller to get him a copy of the camara tape sO we can try and geti it figured out. Mr. Dennis Krajewski questions if Council could send someone over to that abandoned brick house and board up the doors and windows. The windows are blown out and the door is wide open Someone was in there yesterday and he saw them in there today. They are taking everything out. McKelvey states we will look into this. 1 Mr. Krajewski questions what the verdict is with the gas company replacing the line on Luscombe Lane. President McKelvey responds they agreed to come in and put a new linei in. Mr. Glenn responds we don'thave anything furthert to do with that and that he would have to contact the gas company! himself. Theyj just assured Mr. Krajewski questions the verdict on them fixing and paving the road on Luscombe Lane. Mr. Glenn says he doesn't know; that is the water company. Mr. Snodgrass responds the water company is waiting on responses from the homeowners. The water company sent out 16 notices to the property owners to sign off on and they Mr. Krajewski reports there is an army truck parked on the street in front of his garage on Ravine St. This isa a commercial vehicle and should not be parked on the street. President McKelvey states we willl looki intoi it. Several residents that live on First Street discuss parking issues on that block (between Euclid and Sherman). They present their case and ask ifi it possible to have permit parking there like we did for Third Street. After a lengthy discussion, President McKelvey explains the process on how to go about requesting it with a petition Ms. Ann Toth presents al letter to Council from the Archives regarding the All Schools Reunion to celebrate 120 years of Dravosburg and requests it be posted on our Facebook Page. It is going to be held at the American Ms. Toth commentsi thosel bushes are stillt there and growing; she can'tl look out her window. President McKelvey informs her there is nothing the borough can do; our Ordinance is for noxious weeds and high grass and that is al bush. She needs to talk with her neighbor or ift they are growing on her property, she can cut them down. us that they would replace the whole line. are waiting for responses; they only received 51 back. Mayor Mayor McKelvey reports there were 84 police calls and 2 arrests last month. He has no report from the fire department but knows they have been busy. Solicitor Atty. Matta comments he has nothing for the public session at this time. Engineer Mr. Glenn comments his report was given at Caucus and the only other thing he has to report is he will contact the ballfield contractor that there will be a work session on next Wed., the 26th, at 3:45 p.m. on site. Senteon/Gonts/fignted Property Mr. Dzuro states he has no report. Public Safety/Workers Comp/Fire Council President McKelvey has no report. 2 Parks/Recreation Mr. Palcsey comments that the Ballfield Grant will bet taken care of next week at the meeting. He is not sure if he can make it but knows iti is in good hands; they can let him know by phone what is decided. Streets/Properly/COG Mr. Snodgrass has nothing to report at this time. nence/ms/Negotatons Mr. Mols has nothing under committee but announces Dravosburg willl have a Clean Up Day on Saturday, May 20th. We will meet at the borough building around 9 a.m. for light snack and return approximately 12 p.m. for refreshments. We are asking for volunteers to help up clean upi the streets ini town. Old Business There is none. New Business Mr. Mols makes the motion to change the meeting date next monthi from May 16th to May 23rd sincei iti is Election Day. Mr. Snodgrass seconds the motion.
