REGULAR MEETING OF DRAVOSBURG BOROUGH COUNCIL OF APRIL 16, 2024 The meeting was called to order by Council President McKelvey at 7:00 p.m. with the Pledge of Allegiance. Roll Call Dzuro... Mols... Palcsey.. Snodgrass.. McKelvey... present .present present absent (working) .present Mr. Palcsey makes the motion to accept the minutes as written. Mr. Mols seconds the motion. Roll call vote. Dzuro-yes; Mols-yes; Palcsey-yes; McKelvey-yes. Motion carried. Citizens Present Mr. Charles Grossr reports that Racheal Beam ist nol longeri in charge oft the Luscombe Lane project; she left. Adam Bromley has taken over. They tentatively have the paving for Luscombe Lane scheduled for May 20th. Mr. Gross comments after last month's meeting, the solicitor was supposed to write that letter to the owner of 1207 Luscombe Lane and was wondering ifi it has been done. Atty. Matta reports it has been done. Mr. Gross comments he also had Mr. Volpe contact the owner regarding the roof being put on without a permit. Al brief Ms. Charlene Kudla comments it's been 6 months and she is done being patient about her lawn getting fixed. Theyt told her they didn't want to seed because of thet frost. She wants someone there with the next 2 weeks to replace the soil and have the seeding done. President McKelvey states the engineer will be here shortly and can address that. We willl be in touch with the water company She wants a number also. A discussion follows. Ms. Dorothy Best questions if the water company has been in touch with the gas company to see about line replacement while the streeti is torn up. President McKelvey states the engineer has been in contact withi them. They are not done there yet; they have to come back and connect all the laterals. Al brief discussion follows. Ms. Best reports up on First Street, there has been a vehicle sitting there with at ticket on iti for over ar month; it's not inspected. President McKelvey asks ifi it is an orange tag. She saysy yes. She asked the police officer about it and he said they had 48 hrs. and that was last month. It is still sitting there. President McKelvey comments Mr. Glenn Allen questions if Council gave any consideration to his requestf from af few months ago about creating aredevelopment committee. President McKelvey responds we have not talked about it. Mr. Allen says alli these discussion follows. they were in town today ticketing sO maybe they will fill us in. Al brief discussion follows. 1 Ati this time, the engineer arrives and President McKelvey informs him there have been questions for him ont the water and gas company on Euclid and then the grass replacement on Maple. Engineer Mr. Dursa asks what the questions are. 1) Ms. Best replies the water company was supposed to contact the gas company about replacement while the street was torn up and she just wants to make sure it has been done. Mr. Dursa says he will check into that to make sure it has been done and asks for her address. She states 9 Euclid. A discussion follows on this. 2) Ms. Kudla states she is on Maple and wants her lawn taken care of. Mr. Dursa replies he just talked with the water company and they had a contract with Wilson Contracting that didi it. They are going to do something; they didn't want to jump too fast because if you put grass seed down now, it is not going to grow. After a discussion, Mr. Dursa will find out since he made a phone call and they haven'tgotten back tol himy yet. 3) Mr. Dennis Krajewskiquestions the status oft the bathrooms att thel ballfields; are they done yet. Mr. Dursa replies they were: supposed tol be down there working yesterday and today! but he Mr. Dursa states his report is basically the same as what Mr. Glenn reported last month. CD49 for Demolition; we are still waiting for COG to get the contracts from the County and CD50a applications were put in for paving, Mr. Dursa gives al brief report on the Ballfield Restroom status; everything should be completed within the next Mr. Dursa reports we received another grant for the ballfields; it is for $50,000. We have toi figure out what we want to do. This time we are, going to put everything in writing 5O everyone knows exactly what will be done Mr. Dursa reports ont the Maple Ave. project. They are working on putting int thev wall and have 21 handicapi ramps to put in by Clancy's; there is the curb they are going to move over down at the bottom; there is some line painting. These are additional things that could not be done before the end of winter. He is back now and it Rick, owner of 112 Euclid, states he purchased it 5 years ago when it was condemned. The front house is done and the back is almost ready. He points out that there is a grass paper alley going down from Third Street to First Street and wanted to see if they could get something done with that. He is concerned about the parking once they are rented out because the front house on Euclid is going to have 2 cars and the house in the back right now willl have 1. This area from Third Street to First Streetisa all grass. He would liket tol knowi ift the borough could put gravel down there and ifr not, would they be permitted to. Atty. Matta states his concern would bei if the borough put gravel down, we would have to raise it toa ac certain standard. On the other hand, ift the property owners did something, iti is another story that he would have to look at. After a discussion, President McKelvey says we will look into that for him. The owner questions who he should contact regarding this. Atty. Matta replies to give him a few days to look into that, maybe Monday and he will be able to get back to him. hasn't! had a chance to stop and check the status. Parks/Recreation/Ord Mr. Palcsey has no motions tonight. Streets/Property/C0G Mr. Mols makes the motion to readvertise for bids for the 2012 Dodge Truck. Mr. Palcsey seconds the motion. Old Business Clean up day is set for this Saturday, April 20th. Meet at the borough building at 9 for light refreshments and return after cleaning up the town around noon for pizza. Solicitor Atty. Matta comments we are required to notify DCED whenever we borrow money and reads a Resolution for the borough to obtain a bank loan from First Commonwealth Bank in the amount of $120,000 towards the purchase ofa a new dump truck. The interest rate is 5.15% for a period of6 60 months and authorizes the President of Council and the Borough Manager to sign the loan documents. Mr. Palcsey makes the motion to adopt this Resolution to satisfy DCED's requirements. Mr. Dzuro seconds the motion. Roll call vote.
