Johnson/Duffy Law Firm-absent Open with the Pledge of Allegiance APPROVAL OF MINUTES Council President Bomgardner asked for questions/comments/corrections regarding the Council Minutes of September 5, 2017. Motion by Councilman Reichard to approve the minutes from the Meeting September 5, 2017 meeting was: seconded by Councilwoman Price. Motion passed unanimously. Open Comments from Dauphin Borough Residents None 110 Bob Rusbatch, EMC Coordinator for Middle Paxton Township/ Dauphin Borough Report attached to the minutes Brian Cuddy-Parks and Recreation The Kennedy grandstand project was started. The wooden bleachers were stripped and removed. The expected completion date is by years end. Public Facility Report @ 2 Report attached to the minutes. Councilman Reichard stated he would like to see the kitchen completeby Election Day, November7, 2017. Councilman Reichard made a motion to approve repairs, with Joey Wynn purchasing tools needed to begin the job, to the kitchen not to exceed $3,000.00. Councilman Grbich second the motion. Motion passed unanimously. Engineer's Report Light-Heigel & Associates, Inc. supplied a Monthly Engineering Report, a Dauphin Borough Zoning Report, a Projects at a Glance and al Dauphin Borough UCC Report. All reports were reviewed - Attachment to be Gaming Grant-the Committee meti to finalize the playground/pavlion project. The site plan and choice of equipment are attached. An motion was made by Councilwoman Price to move forward to bid the Project for the pavilion and play area. The motion was second by Councilman Koppenhaver. Motion passed High Street Project-The low/moderate income surveys were finalized and qualifies High Street sewer project for a CDBG grant request. A resolution is required to make the submission on or before November 3,2017. Councilwoman Price made a motion to adopt resolution 2017-03 authorizing the submission of the 2018 Dauphin County Community Development Grant Program for Funding the Request Application for the Sanitary Sewer Improvement Plan for High Street. The adoption was: second by Councilman Wynn. Sanitary Sewer-Mike Keffer met with the Committee (Windish, Price and Koppenhaver) to finalize the WWPT schedule for repars/replacements and grinder recommendations. Suez-nothing reported in regards to Sewer Plant. 111 Quotes to repair manhole 120-The manhole between Erie and Riverview is recommended for grouting only. State Liquid Fuels Municipal Service-A borough street/alley right-of-way width list is being completed for submission. SOLICITOR'S REPORT None UNFINISHED BUSINESS Rental Ordinance - Board needs one additional member Vultures-see attached report. The total estimated cost for Vulture Damage Management for 2017-2020 per year is $4,319.79. Heidi VanSelow and Christy Brown were in attendance from the Dauphin Middle Paxton Home Association. The Home Association reported they will contribute $2,000.00 for the next three years for the Vulture Control. Jason Kramer was in attendance from Stoney Creek Inn. Stoney Creek Fee Schedule-commitee will review and present final schedule at November 2017 Borough Council Meeting. Trudy Koppenhaver requested at fee for posting water shut off notices at resident's houses. The Inn will contribute $500.00 for the next three years. committee will take this request into consideration. NEW BUSINESS Lot #9 Hillside (Stump Road)-the property is located in Middle Paxton Township. The Borough received a phone call asking if the Borough would allow a grinder pump to be placed on the property. Middle Paxton Township would first grant the right for permission to proceed to the Borough. If permission was granted, the Borough would grant permission for a grinder pump system to be placed on the property. The property owner would be responsible for the repair of the grinder pump. The resident must use a pump approved by the Borough. Atap on fee would also be required. Dauphin Halloween- Trick or Treat is schedule for October 31, 2017 between 6pm-8pm PP&L Grant- Keith Heigel will inquire into a grant. CORRESPONDENCE Liquid Fuels-An estimated Liquid Fuels allocation for 201715532,668.76. 112 COMMITTEE REPORTS Administration and Finance - Steve Bomgardner- Chairman-the budget committee will meet October 17, 2017. Personnel-Dave Grbich-Chairman-no report Public Facilities-Joe wynn-Chairman-Ine pipe job on Stony Creek Road is complete. New tires were Sanitation - David Koppenhaver - Chairman-replaced a decant float switch at the sewer plant. purchased fori the loader. The Fire Company is debt free. Mayor's Report The handicap parking for 232 Erie street was denied due to the fact that the resident lives in an apartment Spoke with. Josh Moss, of 612 Charles Road, concerning the riding of motorcycles on his property. The ordinance, 2012-03, states you cannot ride within 250 feet of an adjacent property line. and the landlord is responsible for providing handicap parking. Parking problems on High Street continue. Treasurer's Report Councilman Reichard made a motion to approve the reports from July, August, and September 2017. Councilwoman Price second the motion. The motion passed unanimously.
