COUDERSPORT BOROUGH COUNCIL REGULAR MONTHLY MEETING February 18, 2015 6:30 pm Coudersport Borough Council held their regular monthly meeting on Wednesday, February 18, 2015 at Council President George Hults called the meeting to order at 6:30 pm and led all present in the Pledge the Coudersport Borough Maintenance Facility on Damascus Street. of Allegiance. ROLL CALL and Mike Heroux. Karija and Kelly Stemkowsky. VISITORS REQUESTS AND COMMENTS Present were council members George Hults, Ron Angood, Todd Husson, Gene Neefe, Richard Neefe Also present were Sol. Dan Glassmire, Manager Morris, Mayor Whitman, Police Chief Lee Gross, Lou Potter Leader Enterprise editor Kelly Stemkowsky introduced herself to council. APPROVAL OF MINUTES It was motioned by Councilman Angood, seconded by Councilman Gene Neefe to approve the minutes of January 21, 2015 as presented. Motion unanimously carried. VOUCHER LIST After discussion on heating bills for Borough properties and how to make buildings more energy efficient, it was motioned by Councilman Husson, seconded by Councilman G. Neefe to approve the voucher list in the following amounts: General Fund $134,398.95, Water Fund $18,396.93, Sewer Fund $32,055.82, Street Lighting Fund $3,307.79, Fire Protection Fund $3,758.00, Recreation Fund $2,126.62, Library Fund $68.00 and Act 13 Fund $2,052.92. Motion carried 6 Yes 0 No. NEW BUSINESS RESOLUTION 2015-2 DEP GRANT AGREEMENT - FLOOD CONTROL CONDUIT VIDEO Manager Morris presented a grant agreement with DEP for video of the levee conduits. It was motioned by Councilman Angood, seconded by Councilman G. Neefe to approve resolution 2015-2a grant agreement in the amount of $3,000 to video the levee conduits, to authorize signing of the documents bya appropriate Borough officials, contingent upon review and approve of the Solicitor. Motion carried 6 Yes 0 No. MANAGER'S REPORT LEWIS AND CLARK CIRCUS It was motioned by Councilman Heroux, seconded by Councilman Angood to approve the Lewis & Clark Circus using CARP on. June: 22, 2015, subject to the Borough Manager finding a suitable sponsor and the Solicitor reviewing the insurance of the circus. Motion carried 6 Yes 01 No. PRAYER WALK The local ministerium is requesting to have a prayer walk on April 1, 2015 that begins at the Episcopal Church, goes to the Presbyterian Church, Methodist Church, through town to St. Eulalia Church. Manager Morris is attending and need Council approval for being a voting delegate. It was motioned by Councilman G. Neefe, seconded by Councilman Angood to authorize Manager Morris as a voting delegate at the PSAB Annual Conference. Roll call vote taken: Counciiman Angood Yes, Councilman Heroux' Yes, Councilman G. Neefe Yes and Councilman Hults Yes. Manager Morris informed Council of a water billing issue where there was an error in the billing in 2014 resulting ina ag group of customers to be undercharged. CBA is making a decision on how to handle this CAMA will be reimbursing CBA $1,500 for water linei installation last summer at Mitchell Park. Motion carried 6' Yes 0 No. issue. PUBLICWORKS the downtown area. POLICE CHIEF'S REPORT PWD Lou Karija informed Council oft the help we have received from Penn DOT in removing snow from Police Chief Gross informed Council that all officers have been recertified. MAYOR'SREPORT Mayor Whitman reported that Snow Fest was a success and it will continue next year. Mayor Whitman suggested. a "Life Park"- a place for a tree or bush to be planted in honor/memory ofa deceased person. SOLICITOR'S REPORT ST. PAUL'S PARKING It was motioned by Councilman Husson, seconded by Councilman Angood to authorize Solicitor Glassmire to advertise the revision to the parking ordinance to accommodate the request from St. Paul's Lutheran Church so1 they can pave their parking area. Motion carried 6) Yes 0 No. COMMITTEE REPORTS PERSONNEL/POuCE Gary Walaski's last day is February 20, 2015. PROPERIV/EQUIPMENT TOM LEETE NATURE TRAIL A committee has been formed to see ift there is any interest in or money available for a nature trail from the pool to Rt. 872. Natalie Stenhach has offered to draft a grant to DCNR and the committee would like It was motioned by Councilman R. Neefe, seconded by Councilman Angood to authorize the committee to continue with the DCNR grant and to have the Borough sponsor this grant application, contingent upon Council being able to review this grant application before it is submitted. Motion carried 5 Yes 1 No. FINANCE/ORDINANCE For Council's consideration Manager Morris was asked by a committee of merchants and business owners to present some proposed changes to zoning in the historical district mostly pertaining to signage. Solicitor Glassmire suggested that before changes are made to look at the whole ordinance to see if other changes should be made. Manager Morris asked the Finance/Ordinance Committee to look over the ordinance and to schedule a meeting to discuss possible changes. COUNCIL COMMENTS Councilman Neefe brought to the attention of Council, Mayor Whitman and the police that someone may be making an ice skating rink on Mill Creek at the beginning of the channel in the debris basin. Councilman Neefe is concerned about safety. The police will look into this situation. ADIOURNMENT Itwas motioned by Councilman Heroux, seconded by Councilman Husson to adjourn the meeting at7:30 pm.
