Johnson/Duffie Law Firm APPROVAL OF MINUTES Ar motion by Councilman Harner and second by Councilman Koppenhaver to approve the minutes of the November 6, 2019 Borough Council meeting as presented passed unanimously. OPEN COMMENTS FROM RESIDENTS Gene Stelp, 1550 Fishing Creek Valley Road, inquired on renting the Community Park grounds for a New Year's Eve Party. He would like the Borough to participate ini the event. After discussion the suggestion was given to the 250th Anniversary Committee. Travis Rosmus, of 713 Charles Road, inquired on a dog park for the Community. Travis was referred to the Dauphin Middle-Paxton Joint Park Authority. Bob Rusbatch, EMC Coordinator for Middle Paxton Township/Dauphin Borough NO REPORT Brian Cuddy-Parks and Recreation Brian Cuddy will resign from the Dauphin-Middle Paxton Park Authority effective December 31, 2019. 175 people participated in the Annual Turkey" Trout. ENGINEERS'S REPORT Light-Heigel & Associates, Inc. supplied a Monthly Engineering Report, al Dauphin Borough Zoning Report, a Projects at a Glance and a Dauphin Borough UCC Report. All reports were reviewed - Attachment to be DCIB-project design is complete and bid documents are prepared for advertisement. Anumber of alternate bid items were added and await the County/sachoweagement and qualification prior toi including in the DCIB Project Bid package. The alternates are: A portion of Lower Hillside, a school bus turn around at the intersection of Lower Erie Street and Allegheny Street, Weaver Street, pedestrian crossing and ADA ramp Ballos Property-Light Heigel was asked to provide cost opinions for the Public Facilities Committee to consider. The options will be reviewed by the Public Facilities Committee for a recommendation to Council. Zion Evangelical Lutheran Church-No revised plan was received addressing the conditions. Residents with Grinder Pumps-a newsletter will be sent via certified mail to all residents who have a Welcome Sign-the Public Facilities Committee is reviewing the placement of a Dauphin Borough Welcome Sign at the entrance tot the Borough off the west bound ramp on the south side of Allegheny Street. DCNR Park Project-the COSTARS portion of the Park Project is ordered and Light Heigel is working with Gaming Grant (receiving $92,218 for parks project) - engineering cost is being used as match money for 2017 CDBG (receiving $50,000 for ADAI ramps) - engineering cost is being used as match money for the DCNR (asked for $154,000) - Professional services are eligible up to 15% of grant amount. AWARDED 2019 CDBG (asked for $103,785.001- PENDING SOLICITOR'S REPORT Intermunicipal Governmental Agreement-Middle Paxton Township has voted to approve the original Ordinance. Dauphin Borough does not have to take any action on the agreement as an Resolution 2019-09-authorzing the submission of an H20 grant application to the Commonwealth Financing Authority requesting a grant up to $1,500,000.00 from the Commonwealth Financing Authority to be used for various inflow and infiltration elimination projects with the Borough's wastewater collection system, and for the extension of the wastewater collection system into Middle Paxton Township to accommodate proposed mixed use residential and commercial development. The resolution will be subject to the approval of the Solicitor and Engineer. This resolution gives the President of Borough Council and the Secretary of the Borough permission to execute the grant application. Motion to accept the resolution was made by Councilman Harner and second by Councilman Koppenhaver. Motion Delta Development Group was in attendance to address the H20 Grant. The grant is due December 13, 2019. Eric Clancy stated the Borough would not be drawing from any funds to 224 Erie Street-Ordinance 2019-06 a motion, amending Chapter 15 (Special Purpose Parking Zones) establishing a handicapped parking space located on Erie Street along the curbside between 222 and 224 Erie Street in the Borough of Dauphin, was made by Councilman Musselman and second by Councilwoman Peck, passed unanimously. Dissolution of the Dauphin-Middle Paxton Joint Safety Authority-will organize a meeting for the dissolution and sale of the property. Adam Zei will be in attendance. The DMPJPSA will not be officially terminated until the Certificate Requesting Termination is accepted and approved by ordinance by both Middle Paxton Township and Dauphin Borough, approved by the Secretary oft the Commonwealth, and Sewer Municipal Authority- has an inquiry in with the IRS concerning the Tax Identification Number for the Ar motion to approve the advertising of Ordinance 2020-01, amending Chapter 11 ofthe Code of Ordinances of Dauphin Borough by changing the period of time during which the code enforcement officer shall conduct an inspection of each rental property in the Borough from every two years to once every four years, was made by Councilman Grbich and second by Councilman Koppenhaver. MAYOR'S REPORT Working with Sue Helm on handicap parking for the 200 block of Erie street. Issued four parking violations for the month of November UNFINISHED BUSINESS Security Cameras-research continue. NEW BUSINESS Audit Contract-The borough received quotes from MaherDuessel as follows: 2019 $8,910.00 2020-$9,270.00 2021-$9,640.00 Residents from Middle Paxton Township requesting to connect to the Dauphin Borough sewer: should contact Dauphin Borough not Middle Paxton. This came as a directive from the Dauphin Borough Solicitor. CORRESPONDENCE None COMMITTEE REPORTS Finance Committee-Dave Grbich- chairman-a motion made by Councilwoman Peck and second by Councilman Musselman to adopt the 2020 Budget for Dauphin Borough was passed unanimously.
