Also present were Solicitor Korbel and Engineer Minsterman. Absent Mr. Oliverio mentioned that the last meeting was cancelled and added that there are some items was Mayor Perry. to be ratified at tonight's meeting. 4.CONSENT. AGENDA MOTION #1: It was moved and seconded Levaseur/Compielo) to approve the August 25, 2022, Consent Agenda (including the Meeting Minutes dated July 28, 2022, the Bill Lists dated August 11,2022 (ratify) and the Bill List dated August 25,2022). MOTION #1 carries by a Unanimous Vote (7-0). SPUBLICCOMMENTONAGENDAITENS There were no public comments on agenda items. GACKNOWLEDGE RECEIPT OF WRITTEN REPORTS Mr. Oliverio acknowledged the receipt oft the following written reports for. June 2022, including the Financial Statement, Act 511, Trash and Property Tax Collection, Police, EMS, Building Inspection, Code Enforcement and Library. 7.ENGINEER'S) REPORT DPW BUILDING Engineer Minsterman gave al brief update on the following projects; 1)DPW Building the foundation and steel frame are complete, work beginning on siding and roof, expected 1 CRAFTONBOROUGH AUGUST25,2022 completion is six weeks, 2) Borough Building -scaffolding will be going up and replacement stone will be delivered next week, work on Library windows will begin shortly, expected completion is six weeks, 3) Magistrate Roof- work beginning September 12, expected completion is three weeks, 4) Crafton Boulevard- = concrete work/construction is expected to be completed by end of September, landscaping and paving by mid-October, 5) Clearview Mr. Levasseur noted that the Borough is working closely with the Engineer and Public Safety to Extension - work will begin shortly. ensure a safe route for walking students returning to school. 8.PRESIDENT'S) REPORT Mr. Oliverio noted that Crafton Council will begin a search to fill the permanent Borough Manager position as recommend by the Organization Assessment completed by Grass Roots. Mr. Levasseur added that the Search Committee, including Mr. Ridilla, Ms. Bollenbacher, and himself. He stated that the committee had interviewed four firms and recommends the Borough Council utilize The Bradley Partnerships to lead the recruitment search. MOTION: #2 It was moved and seconded Ralla/Bolembacher) to engage The Bradley Partnerships to lead a search and recruitment for a Borough Manager. Mr. Marks inquired about the cost oft the recruitment process. Mr. Levasseur stated that the retainer model chosen would cost approximately $7,200, but not to exceed $20,000. Mr. Oliverio added that the Manager salary was budgeted for 2022. Mr. Levasseur noted that the committee is working with the firm to finalize the contract details and added that there will be a strategy session to discuss the process and time frame for hiring. II.MANAGERS REPORT Interim Manager Sample announced that Gateway will be performing smoke testing, on behalfof Crafton Borough, on the sanitary sewer lines near Duncan Avenue, Maxwell Street, and Ingram Avenue. He noted that the purpose oft this is to search for future separation projects. 2 CRAFTONI BOROUGH AUGUST25,2022 12.STANDING COMMITTEE REPORTS FINANCE. AND. ADMINISTRATION Ms. Perry was noti in attendance. FIRE. PARKINGSTUDY COMMUNITY. SERVICES/ AND. INFRASTRUCTURE Ms. Compitello spoke regarding the fire parking study completed by the Fire Department and Police Department. She stated that the purpose ofti the study is to improve the accessibility of Interim Manager Sample stated that this has been up for discussion for several years by previous Councils and noted that the study was made available for review on the Council OneDrive. He added that all areas ofconcern are indicated on the street map and noted in the study. Ms. Compitello spoke about the Stairs Replacement Project which Council has discussed at MOTION: #3 It was moved and seconded (Compilello/Marks) to approve the following stairs for either partial or full replacement: I) Belvidere Street to Afton Avenue (partial), 2) Promenade Street to Fountain Street (full), 3) Clearview Avenue to Crafton Blvd (partial), 4) Crafton Blvd to Walnut (full), and 5) Chess Street to Alley A (full). MOTION #3 carries by a Unanimous Vote (7-0). Mr. Oliverio thanked Dan Deasy and the Committee for their! hard work on obtaining the grants that will fund the Stairs Replacement Project. VISIONING WORKSHOP 3 CRAFTONBOROUGH AUGUST25,2022 Ms. Compitello stated the visioning workshop was held on August 18, 2022, at the Crafton Borough Community Center, and was well attended and received by residents. BATHHOUSE Interim Manager Sample noted that Crafton has not received the agreement due to a delay in federal grant funding. He noted that construction on the bathhouse will not begin until the close oft the 2023 Pool Season. COMMUNICATION, RECREATION, AND COMMUNITY, EVENTS UPCOMING COMMUNITY. EVENTS Mr. Marks stated that the Recreation Board has discussed bringing back the senior dinners on a quarterly basis starting in 2023 and requests that the Borough Council continue to budget for these events. DIGITAL: SIGNUPDATE Interim Manager Sample noted that he is waiting to hear back from the Cratton-Ingram Rotary regarding grant funding, which should be around $10,000. He added that these funds will be budgeted in 2023. NEWSLETTER Mr. Marks stated that the committee is still collecting submissions for the Fall Newsletter. COMMISSION VACANCY CIVIL SERVICE COMMISSION MOTION: #4 It was moved and seconded ChonderBelembachen, to appoint Lynn Nickel to the Civil Service Commission for a 6- year term to expire July 1,2028. Boyer, 28 Duncan Avenue, spoke regarding permitting of planned improvements to her Mr. Levasseur noted that he can provide Ms. Boyer with a contact at the County level for Steve Palchowski, 11 Bradford.
