Also present were Solicitor Korbel, Engineer Minsterman and Mayor Perry (via Zoom). Absent was Ms. Bollenbacher. 4.CONSENT AGENDA MOTION #1: It wasi moved and seconded Leyasewr/Complello, to approve the. July 14, 2022, Consent Agenda (including the Meeting Minutes dated June 23, 2022, and the Bill List dated July 14, 2022). MOTION #1 carries by a Unanimous Vote (6-0). Mr. Levasseur addressed some concerns regarding employees being approached afterhours about work matters and asked that everyone respect the privacy ofthel Borough'semployes. SFUBLICCOMMENTONAGENDAITEMS Steve Palchowski, 11 Bradford Avenue, thanked thel borough for installing the new sidewalks on Crafton Boulevard in front ofhis rental properties. Hei noted that, although ther new sidewalks are wider, they are placed up against thej property fences, making it harder for] pedestrians top pass by one another. Mr. Palchowski suggested that these could have been designed betterto accommodate wheelchairs or strollers. 6.PRESENTATIONTOCOUNCIL-MOBILIFY Chis Sandvig, Mobilify, gave a presentation of the services provided,which include creation and implementation of improvement plans for transportation and accessibility. PUBLIC WORKSFACILITY Engineer Minsterman noted that thel Public Works Facility building structure has been delivered and Fleeher has begun the foundation work. He added that thel Borough is waiting forthe Building Permit from Rosslyn Farms Borough. POOLHOUSE. RENOVATIONS Engineer Minsterman announced that the kickoff meeting was held for the Pool Bathhouse Renovation project and stated that duet to a delay in the grant fundingprocess, construction may not begin until: fall of2023. KPRISDENTSREPORT Mr. Oliverio announced that the RFP deadline fort the Strategy Session Facilitator is today and Mr. Oliverio noted that the Organizational Assessments are completed by Grass Roots. The staff recommendations and reviews will be discussed in an upcoming Executive session. He noted that the public works and overall organization assessments will be presented by Grass Rootsata noted that thel Borough received three bids. public meeting sometime in August. .MAYORSREPORI Mayor Perry stated that she received several calls from the Suburban Whitetail Management Program who would like to schedule aj presentation forC Council at the next meeting. I1.MANAGER'SREPORT Interim Manager Sample spoke regarding a citizen concern from the previous meeting and noted that all Meeting Minutes have been posted to thel Borough's Website. He added that all meetings Interim Manager Sample announced that the Borough has been awarded a $260,000 grant to replace the traffic: signal at W. Steuben Street and S. Linden. Henoted that the full Interim Manager Sample spoke regarding the 4th ofJuly fireworks and noted that he will follow up with the Contractor on the set time and will plan accordingly for next year. He also thanked project will cost approximately $300,000. Gateway Engineers for the $3,500 donation toward the fireworks display. 12.STANDING COMMITTEE REPORTS FINANCE AND ADMINISTRATION REAL. ESTATE! TAX. REFUNDS MOTION #2: It wasi moved and seconded Levassewr/Comple.lo, to approve the 2020/2021 Real Estate and Road' Tax Refunds in the amount of$3,406.52 as presented and submitted by Jordan Tax Service, Inc. MOTION #2 carries by a Unanimous Vote(6-0). 2023 BUDGETSCHEDULE Interim Manager Sample stated that thei intended 2023 budget schedule is as follows, he will meet with the department heads for budgeting requests, the budget will be drafted and given to thel Finance Committee, upon approval the budget will be presented to the Council Members. He added that the Budget Workshops will be held in October and November in conjunction with the regular Council Meetings and intendstoy vote for adoption at the December 8, 2022, Council Meeting. COMMUNITY SERVICES. ANDINFRASTRUCIURE CRAPTONBOULEVARDSTREEISCAPE Engineer Minsterman noted that he met with the Crafton Fire Chiefat each ofthe locations to discuss his concerns. Hej presented thej proposed amendments to the sidewalk/bump outs near Vance. Alley and Bradford Court and added that the change order would cost thel Borough Engineer Minsterman addressed concerns from the previous meeting regarding thel Baldwick Road turing radius, the landscaping and visibility, access to 1828 Crafton Boulevard and the narrowing ofthe sidewalks. Engineer Minsterman noted that Gateway does not recommend any $6,750. changes to these areas. MOTION #3: Itwast moved and seconded (Chandler/Ridilla) to approve the change order for modifications to thel bump outs located at Vance Alley and 1751 Crafton Boulevard forthe Crafton Boulevard Streetscape project in the amount of$6,750. Ms. Compitello asked for clarification of the safety concerns and how they are addressed with the proposed changes and noted that the changes to Bradford Court would create a wider crosswalk for pedestrians. Page 3 of7 BOROUGH OF CRAFTON JULY 14, 2022 Engineer Minsterman noted that the proposed changes were directly requested by Council at the previous meeting. Henoted that the changes would not alter the crosswalk significantly. Ms. Compitello inquired about funding for the change order. Mr. Levasseur noted that this was not included in the original project, therefore it would be paid for by thel bond funds. He also added that ifac change is needed, this is the best time to doso. MOTION #3 AMENDED: Itwas moved and seconded (Chandler/Ridilla) toapprove the change order formodifications to thel bump outs located at' Vance Alley forthe Crafton Boulevard Streetscapeproject in the amount of$2,625. Steve Palchowski, 11 Bradford Avenue, noted that therel has been an increase in traffic through Vance Alley and stated he agrees with the proposed change. ROLLCALL VOTE: Ms. Compitello (YES), Mr. Levasseur (YES), Mr. Marks (YES), Mr. Oliverio (YES), Ridilla (YES), Mr. Chandler(YES). MOTION 3 carries a Roll Call Vote: (6-0). MOTION #3: It was moved and seconded (Chandler/Ridilla) toapprove the change order formodifications to the bump outs located at 1851 Crafton! Boulevard for the Crafton Boulevard Streetscape project in the amount of$4,125. Mr. Levasseur requested additional information and specifications from the fire truck manufacturer before proceeding with the changes toi the Bradford Court entrance. MOTION #4: It was moved and seconded Levasseur/Compielo, tot table ther motion on the floor forthe 1851 Crafton Boulevard Bump Out modifications. MULIMODALTRANSPORTATIONFUNDGRANT Page 4 of7 BOROUGH OF CRAFTON JULY14,2022 Ms. Compitello announced that thel Borough is applying for grant fundst tohelp pay for the Crafton Boulevard Streetscape! Phase II and Phase III. She gave al brief description ofthe items proposed in the project including landscaping, new sidewalks, and the addition ofal bus lane. Ms. Compitello added that thesej projects will depend on the involvement and successful partnership Engineer Minsterman noted that the keyi improvement is to bring thel buses offt ther roadwayand toallow vehicles to travel safely around the buses during drop offa and pickup times. He added that funds could be shared withthe School District tol help withi improvements tot the school entrance. Engineer Minsterman stated that this project would cost around one million dollars. ofthe School District. STREETSWEEPING OPERATIONS Interim Manager Sample spoke regarding thel Borough's street sweeping operations noting that the sweeping schedule is completed by ward, Monday through Wednesday, leaving Thursday and Friday for thel business district and make up days. He added that in May, the: street sweeper was out 60% ofall available daysand in June the sweeper was out' 73% ofavailable days. Mr. Levasseur inquired about alterate street parking to allow the street sweeper one daya Ms. Compitello suggested thel Borough put out a survey to collect community interest in this type month in each ofthe wards. ofprogram as it may be difficult for some residents to find alternate parking. MULTIMUNICIPAL ZONING, PROJECT Ms. Compitello announced that a Community Visioning workshop has been tentatively scheduled for August 18, 2022, from 4:00 PM to' 7:00 PM in the Community Center. She noted that the event will bel hosted jointly with Ingram Borough and the Consultant. Ms. Compitello added that the Consultants will introduce thep project, discuss how thej project will: impact the Ms. Compitello also reminded residents that all concerns regarding thel Borough should be directed through Borough Offices during normal business hours. COMMUNICATION,RECREATION,AND: COMMUNIIYEVENTS communities, and accept citizen input. Mr. Marks noted that the Communication, Recreation, and Community Events Committee will meet next week. UPCOMING COMMUNITYEVENTS Mr. Marks noted that he received an update from the Recreation Board who are planning the following events; Fall Festival - September 24, 2022, Haunted Crafton Tour - October2 22,2022, through October31,2022, and Celebration ofl Lights - December 3, 2022. LED MONUMENTSIGN Interim Manager Sample gave al brief description oft the proposed digital sign at the park and added that this sign will be comparable to the sign that wasj just installed at the Kirwan Heights Page 5 of7 BOROUGH OF CRAFTON JULY 14, 2022 Fire Department. He noted that the sign can be dimmed at night to lessen light pollution for nearby residences.
